Professional Improvement Plans. 1. A professional improvement plan is a clearly articulated program used for a counselor who has a final summative rating of “Ineffective” on their most recent final summative evaluation. An evaluator may initiate an improvement plan at any time during the evaluation cycle based on deficiencies in performance by the school counselor. 2. The professional improvement plan shall include: a. Specific measurable performance expectations, resources and assistance to be provided; and, b. A reasonable, desired level of performance that is expected and a reasonable time period to correct deficiencies; and, c. Professional Development opportunities. 3. Improvement plans for the next school year shall be developed not later than June 1 of each school year.

Professional Improvement Plans. 1. An administrator may place a teacher on a Professional Improvement Plan during the evaluation year or at the end of the year for the following year based on observations. 2. A teacher placed on a Professional Improvement Plan during the year will either be a Category 2 teacher for the following year or will be re-designated in the summary evaluation conference as a Category 1 teacher based on the evaluator’s recommendation. 3. Category 2 teachers will be placed on a Professional Improvement Plan. 4. Permanent teachers who are Category 2 will be evaluated solely on those areas in which they received a “needs to improve” or “unsatisfactory” on their previous evaluation.

A professional improvement plan is a clearly articulated assistance program solely used for a counselor who has an “ineffective” rating on any of the components of the OTES system or a final summative rating of “Ineffective” on their most recent final summative evaluation. Administration will assign the credentialed evaluator for the evaluation cycle and approve the improvement plan as set forth in this agreement. b. In the event that a counselor and evaluator are unable to agree on the evaluator’s expectations for the improvement plan, the counselor may request another mutually agreed upon evaluator of the District, to facilitate further discussion between the counselor and the evaluator. c. If a recommendation for an improved plan occurs and is documented between February 10th and April 10th, the plan shall be continued into the next school year. d. The professional improvement plan shall include: (1) Specific performance expectations, resources and assistance to be provided. (2) The district will provide for the allocation of financial resources to support professional development for staff on improvement plans. (3) Timelines for its completion. (4) Performance indicators documented as “Ineffective” through the formal evaluation process. (5) Reasonable sufficient time and duration as to allow the teacher to improve performance to a minimum of developing level.

Improvement Statement consisting of: (1) Performance standard addressed in the plan (2) Specific statement of the concern: Areas of Improvement. (3) What high quality professional development will be suggested that is based on the Standards for High Quality Professional Development. b. Desired Level of Performance (1) Beginning date; (2) Ending date; (3) Level of performance: Specifically describing successful improvement targets from Teacher Performance Standards. c. Specific Plan of Action (1) Actions to be taken; (2) Sources of evidence that will be examined. d. Assistance and Professional Development Specific supports that will be provided as well as opportunities for professional development which must be based on the Standards for High Quality Professional Development.

Professional Improvement Plans. 1. The credentialed evaluator will develop an improvement plan for a bargaining unit member who has a Final Holistic Rating as Ineffective. The credentialed evaluator may develop an improvement plan for Ineffective performance deficiencies identified from an observation. In the event a bargaining unit member receives a Final Holistic Rating as Ineffective, the bargaining unit member will be placed on an Improvement Plan for the following school year and will be developed by the last teacher work day. 2. The improvement plan shall be developed will include the following components: • Improvement Statement section; aligned to the Ohio Standards for the Teaching Profession. • Desired Level of Performance section; • Specific Plan of Action section; and • Assistance and Professional Development section.
