Final Summative Evaluation. 1. The evaluator shall prepare a written summative evaluation report which shall be delivered to the Unit Member no later than thirty (30) calendar days prior to the end of the school year. (See Certificated: Summative Evaluation Report Form Appendix Section 1F). 2. The Summative Evaluation shall include ratings based on The California Standards for the Teaching Profession, Performance Goals and job description, and indicate if the Unit Member’s overall performance is: 1) Satisfactory – meets and/or exceeds standards; 2) Satisfactory with improvement needed (Improvement Plan needed); or 3) Unsatisfactory – does not meet standards (required to participate in PAR). 3. If the Unit Member’s evaluation is “unsatisfactory” or is “satisfactory with improvement needed” the summative evaluation must include recommendations for improvement. An Improvement Plan will be developed within ten (10) working days and attached to the summative evaluation. The evaluator and Unit Member shall attempt to mutually agree on the procedures. In the event agreement cannot be reached, the evaluator will determine the plan. 4. The Improvement Plan shall include a timeline and a statement of areas of performance needing improvement. It shall also specify the Unit Member’s responsibility and District assistance. These recommendations can be modified or added to by mutual agreement during the next employment year. Release time may be provided if the District considers it appropriate. The Unit Member must show a strict adherence to the specific recommendations. 5. If the evaluator and the Unit Member agree that subsequent remedial action has corrected the identified deficiencies, a statement of such improvement shall be included in the next evaluation. 6. If at completion of the timeline for the improvement plan, the District determines that the deficiencies have not been corrected, an involuntary transfer or a reassignment may be made as a further effort to provide an opportunity for the Unit Member to improve. 7. Unit members receiving an “Unsatisfactory – does not meet standards” evaluation will be referred to the Peer Assistance and Review Program under Article XVIII. Participation in PAR is mandatory for Unit Members receiving an “Unsatisfactory – does not meet standards” evaluation. 8. The Unit Member shall acknowledge the evaluator’s summative evaluation by signing it. The actual summative score on his/her focused evaluation will be from the most recent comprehensive evaluation. If a teacher was proficient on his/her last comprehensive evaluation and he/she provides evidence of exemplary practice on his/her chosen focused criterion, a level 4 (Distinguished) score may be awarded by the evaluator, for that school year. b. The teacher will sign one (1) original evaluation form for his/her personnel file and be given a copy.

Final Summative Evaluation. 1. All formal observations and walkthroughs, will be consolidated into a written summative report using the Evaluation Form in Appendix D within ten (10) working days of the final formal observation and/or walkthrough. A copy will be given to the teacher, and a conference will be held between the teacher and evaluator at the time the summative report is provided. 2. The evaluation shall acknowledge one (1) area of refinement and one (1) area of reinforcement. The evaluator will note all the evidence (if previously discussed with the teacher and substantiated by evidence) used to support the conclusions reached in the formal evaluation report. The evaluation report will be signed by the evaluator. The evaluation report should then be signed by the teacher to verify notification to the teacher that the evaluation will be placed on file, but the teacher’s signature should not be construed as evidence that the teacher agrees with the contents of the evaluation report. Should the report contain improvements needed, they will be specific, measurable and include specific assistance the teacher will be given by an administrator. Costs associated with specific assistance will be paid by the District. 3. The Administration will evaluate each teacher who received a rating of Accomplished on the teacher’s most recent evaluation rating once every three (3) school years. 4. The Administration will evaluate each teacher who received a Skilled on the teacher’s most recent final summative evaluation conducted under this section at least once every two (2) school years. 5. Should a teacher disagree with an evaluation, the teacher may file a written response within thirty (30) working days of receipt which will be attached to the appropriate form. The Teacher Performance Rating used in the Final Summative Rating shall be calculated in the following manner. 1. A numerical value for each category on the Teacher Performance Evaluation Rubric shall be assigned as: a. One (1) for Ineffective; b. Two (2) for Developing; c. Three (3) for Skilled; and

When possible, the conference shall be held in the teacher’s classroom to facilitate the documentation of artifacts and evidence. The purpose of the summative rating conference is to discuss the following: i. The evaluator’s preliminary rating on all criteria; ii. Student growth data; and iii. Any additional evidence and artifacts the teacher would like the evaluator to consider before making a final summative rating. B. Nothing prohibits an evaluator from evaluating all teachers as Distinguished-4 within a school year. C. No criterion shall be marked unsatisfactory or basic on the overall rating without first being brought to the employee’s attention.

With the mutual agreement of the teacher and evaluator, this final summative conference may be consolidated with a post observation conference following the final required observation. e. All evidence, measures and observations used in developing the final summative evaluation score must be a product of the school year in which the evaluation is conducted, except as provided in subsection 8E, in the case of probation extended into the following school year. In the event that the evaluation is not completed during the final summative evaluation conference, the evaluator shall complete the Evaluation Report Form (Appendix C-2) and provide a copy to the employee within five (5) school days. f. The final evaluation report and conference shall be completed by May 15th. The evaluator and the employee shall both sign the final evaluation report. The employee’s signature on the Evaluation Report Form shall not necessarily indicate concurrence with the evaluation. The employee has the right to attach an addendum statement no later than five (5) school days following the receipt of the final evaluation report.

Final Summative Evaluation. 1. A written evaluation will be completed not later than May 15 of the year in which the evaluation takes place. (Appendix B-1). The final summative score, including the student growth score, must be determined by an analysis of evidence. This analysis will take a holistic assessment of the teacher’s performance over the course of the year. The teacher has the right to provide additional evidence for each criterion to be scored. All evidence, measures and observations used in developing the final summative evaluation score must be a product of the school year in which the evaluation is conducted. If the evaluator judges the teacher to be below Proficient overall, the evaluator must provide at least three (3) pieces of evidence from any number of criteria. 2. The employee shall be provided with a copy of the final evaluation report at least two (2) work days and not more than seven (7) work days before the final evaluation conference. The final evaluation conference shall be held by May 15 each year. 3. Nothing prohibits an evaluator from evaluating all teachers as Distinguished -4 within a school year. 4. The employee shall be provided space on the final evaluation report to indicate whether he/she agrees or disagrees with the report and to make comments. The teacher may attach any written comments to to the final annual evaluation report. 5. Each evaluation report shall be promptly forwarded to the employee's personnel file. The distribution of the evaluation form shall be as follows: original to be filed in the personnel file of the employee, the first copy to the principal, and the second copy to the employee. 6. If an employee is transferred to another position not under the supervisor's jurisdiction, an evaluation shall be made at the time of such transfer, provided however, that only one evaluation shall be completed annually. 7. If an employee resigns during the school year, a final evaluation shall be completed prior to the resignation date. 8. If the evaluator contemplates recommending that an employee be placed on probation, an evaluation shall be completed on or before January 20.
Final Summative Evaluation. 8.8.1 A Final Summative Evaluation conference between the evaluator and the employee must be held prior to distributing copies to the personnel file. This conference is for communication and signing the evaluation instrument. 8.8.2 The evaluation conference instrument shall be finalized only after the required observations and conferences have been completed. 8.8.3 Each teacher shall sign the evaluation forms to indicate receipt. The signature of the teacher does not imply the employee agrees with the contents. 8.8.4 The teacher may attach written comments to the final annual evaluation report, which will be permanently attached to the final evaluation and placed in the employee’s personnel file.
Final Summative Evaluation. After receiving feedback from the counselor, the evaluator shall send a draft for final comment. The final Standards Checklist with Narrative Summary will include a rating, as determined by the evaluator, of “5: Exceeds Standards-Innovating”, “4: Exceeds Standards-Integrating/Exemplary”, “3: Successful-Meets Standards”, “2: Partially Meets Standards- Beginning/Needs Improvement”, or “1: Does Not Meet Standards-Unsuccessful,” utilizing the Standards Checklist with Narrative Summary in the Appendix. The counselor may respond with concerns about or suggested correction(s) to the content of the evaluation. Any counselor receiving a rating of “1: Does Not Meet Standards- Unsuccessful” in a single year, or “2: Partially Meets Standards-Needs Improvement” in two consecutive years, will be placed on an Improvement Plan, as described in the “Unsatisfactory Performance and Improvement Plan” section of this Evaluation Article. Final summative evaluation reports will be completed for probationary unit members by March 15th and for post-probationary unit members by June 1st. A copy of the summative evaluation report signed by both unit member and evaluator will be added to the unit member’s personnel file. Unit Members may elect to include a union representative in final summative evaluation meetings and communications, if desired.
