Project Administration and Management. 4. The Borrower shall maintain at all times during the implementation of the Project, a MORPWH-PTT to oversee the day-to-day implementation of Parts A through E of the Project, and appoint thereto, staff having qualifications and experience satisfactory to the Association, including a team leader, a pavement/materials specialist, a construction specialist, an economist/social development specialist, a design engineer, an environmental specialist, a procurement specialist and a financial management specialist.

EDMU shall be responsible overseeing the day-to-day implementation of the Project including carrying out financial management and procurement aspects of the Project. The Recipient shall appoint to EDMU by December 31, 2004 staff having qualifications and experience satisfactory to the Association.

The Consultant shall schedule meetings (in person, web, or conference call) with the City and design team to provide feedback during the project; maintain schedule; provide a single Project Manager (PM/PE) to coordinate with City Capital Engineering PM, other City Departments/Divisions, each task lead/designer, utilities, etc. to deliver a complete consolidated plan set and specification sections that are consistent and do not conflict between improvements; and implement QA/QC measures.

Project Administration and Management. 1.1 Project Coordination: Coordinate the Consultant design team to ensure that the work is completed on schedule, is technically competent, and meets City's requirements. Develop and implement the work plan and provide overall coordination and review of the work. Distribute project data and organize and administer regular internal coordination meetings of the design team to facilitate execution of the work and respond to requests for information.

The Recipient shall establish and thereafter maintain at all times during the implementation of the Project, a Project Management Unit, and recruit thereto, in accordance with the provisions set forth in the Project Implementation Manual, adequate staff having qualifications, experience and terms of reference satisfactory to the Bank, including, inter alia, a regional Project manager, a regional lead specialist, a procurement and finance officer, an information management specialist and a Project administrator.
