PROJECT TASK DESCRIPTIONS. During the conduct of each of the tasks described below, the Coalition will strive to integrate aspects of sustainability to the maximum extent practicable. For example, reductions in the environmental footprint of site work can include: • Utilizing fuel efficient vehicles; • Reducing miles traveled while conducting site work; • Purchasing or leasing more sustainable equipment, supplies, and services; • Implementing sustainable materials management practices (reduce, reuse, recycle); • Considering efficiencies to traditional travel; and • Implementing practices that directly reduce water, materials, climate, energy, or air impacts. The City plans to work with the DEQ through its Voluntary Cleanup Program, and to utilize grant funding to pay DEQ oversight fees.

PROJECT TASK DESCRIPTIONS. This Work Plan includes a summary of activities that will be conducted by the County, the selected consultant(s), and project partners to meet the project objectives. Required activities include Outreach, Site Inventory, Assessment, Remediation/Reuse Planning and Programmatic Support. The County will oversee the assessment and administration of all grant activities. They will be responsible for general oversight of all consultant activities including preparation and review of quarterly reporting, Assessment, Cleanup and Redevelopment Exchange System (ACRES) database updates, and financial and Disadvantaged Business Enterprise (MBE/WBE) reporting. The County will continue to work with the community to identify additional xxxxxxxxxx sites for assessment and redevelopment. If any sites are found to contain petroleum, a petroleum determination will take place.

A. Federal Funding Accountability & Transparency Act (FFATA): This is a new reporting requirement which occurs early in the grant as follows:
a. The City of Rock Xxxx’x XXX registration is active until 11/4/2014. The City guarantees to renew the registration each year. The City is registered in the DUNS system. This number is 052378346.
b. The City of Rock Hill has registered for the FFATA Subaward Reporting System (xxx.XXXX.xxx) for first tier subawards.
B. Contractor Procurement: An environmental consulting contractor will be procured following all appropriate federal and state guidelines. The contractor will be procured through a competitive bid process. An RFP will be issued and responses will be received for at least 30 days. After the submittal deadline, the project team will evaluate all of the proposals that have been received and select a contractor based on cost, experience, and qualifications. Any additional contractors that are needed during the cooperative agreement will also be procured through a competitive bid process. Procurement will be done in accordance with 40 CFR Part 31 Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments.
C. Kick-off Meeting: Once the contractor has been selected, the City’s project team, EPA and State partners will participate in a project kick-off meeting. This will allow the team to establish goals and familiarize the partners with the project expectations. During this meeting the project team will review roles and responsibilities, project schedules, and ensure that all committed team members have what they need to
D. ACRES/Property Profile Form: Property specific information will be submitted and regularly maintained via the on-line Assessment Cleanup Redevelopment Exchange System (ACRES) database. The information in the quarterly report will correlate with the information in ACRES.

PROJECT TASK DESCRIPTIONS. As noted in Section 1.3, MOA’s overall objective is for remediation to provide closure to allow for commercial use. The Phase II and the TBA activities will help guide the MOA in developing the clean up scope. Described below are each task and sub-task to be performed as part of this project and their associated costs.
2.1 TASK 1 - PROJECT MANAGEMENT AND REPORTING Municipal coordination with both EPA and ADEC project managers will be required, as will the development of site-specific quality assurance plans.
PROJECT TASK DESCRIPTIONS. This section includes the tasks for the City of Knoxville South Waterfront Brownfields Assessment Project including required tasks described in the Cooperative Agreement Terms and Conditions. The City of Knoxville will work with the State of Tennessee Department of Environment and Conservation to consider information that would be needed if additional portions of this Project are to be considered eligible for entry into the VOAP program. To the extent applicable, the following includes what will be done to ensure State involvement within each task description.
