Quality Improvement Teams. A. Purpose The purpose of QITs is to conduct quality improvement projects which will result in improved VA operations.
B. Scope of Projects
1. The Sponsoring Council will define the purpose and scope of each quality improvement project.
2. QI initiatives will not focus on or result in loss of grade, pay, or bargaining unit positions (i.e., reduction in staffing).
Quality Improvement Teams. The mission of each building Quality Improvement Team is to enhance student learning, promote equity of services, promote quality education, implement one District-identified goal/area of focus and implement building learning goals, ensure meaningful parental input and lead the building’s efforts to comply with State requirements for the benefit of the individual school as well as the District. The operation of each Quality Improvement Team in addressing local school and District needs shall be as follows:
1. The leadership of the Quality Improvement Team shall be shared equally between one (1) teacher and one (1) administration representative in each building. The role of the leadership of each Quality Improvement Team shall include but not be limited to developing agendas, allocating budget needs and facilitating communication among Quality Improvement Team members to support effective, collaborative decision-making. The assigning of specific roles or duties to individual Quality Improvement Team members shall be the sole responsibility of each school’s Quality Improvement Team.
2. Teacher participation on a Quality Improvement Team is entirely voluntary, but shall be restricted to tenured teachers only. Teachers shall not be evaluated with respect to their non-participation on the Quality Improvement Team. Teachers who participate on their building Quality Improvement Team may have such participation noted in their evaluation.
3. From the funds that are within each building’s Quality Improvement Team budget and as determined by the Quality Improvement Team members for that building and approved by the Superintendent, Quality Improvement Teams have an option, at the same rate as curriculum writing, to pay their members for time spent on professional activities outside the normal times for committee participation which are undertaken on behalf of and relating to Quality Improvement Team activities which are over and above the normal activities of members of the Quality Improvement Team.
4. The parties acknowledge that neither the Board of Education nor the school administrators waive their rights and responsibilities under the School Code of Illinois, and that PREA does not waive its statutory rights and obligation as the sole and exclusive bargaining representative of the District’s teachers for negotiations over terms and conditions of employment.

Membership QIT members will be appointed by the appropriate Quality Council and may be drawn from employees in a VA component and representatives of outside groups, such as VA customers and partners who are closely associated with a particular process. The union may, at its discretion, designate a representative to fully participate as a member on each QIT without the need to use official time. The union representative will be appointed at the same time as other members of the QIT. Employee participation in QI is voluntary. Employees may resign from the team at any time by notifying a Team Leader in writing. Employees will be fully informed concerning QI objectives and processes before their participation is requested. Employees will not be disadvantaged if they choose not to volunteer to serve on a team. Prior to serving on a team, employees will be trained on QI techniques. Team Leaders Are selected by the QIT, or QC/work group; May be any member of the team; and Are responsible for calling meetings, communicating resource needs (e.g., personnel, training, funding, and equipment) and keeping the Council informed. Team Facilitators Team facilitators will be chosen by the Sponsoring QC/work group and should be from outside the team. The facilitator must be trained in QI problem solving methods and group dynamics. The facilitator may help in selecting and using problem-solving tools, train members of the team in their use, and help guide discussions. Union Participation and Official Time The union has the right to be present at all QIT Meetings. The union will determine who the representative will be at the team meetings, and in the event that he/she cannot be released from duty, the union may designate another representative or request the meeting be postponed until they are available. The union will be provided the same advance notice of meetings that team members receive. Official time to attend such meetings, not to exceed a total of 5 hours per week/facility, shall be in addition to any official time presently allowed by local agreements. Quality Improvement Teams. During the term of the Agreement, the concept of Quality Improvement Teams will be jointly developed and applied on-site.
Quality Improvement Teams a. The Quality Improvement Team in each school is responsible for allocating the building level professional development budget within guidelines determined by the Joint Communications Committee.
b. Each school’s Quality Improvement Team will plan and provide for one six (6) hour building based day. For teachers, this in-service experience is voluntary and, if attended, is paid at the in-service rate for a maximum of six (6) hours.
