TOOL ROOMS. 1. The Contractor and the Unions agree that it shall be the Owner’s prerogative to maintain and operate a general centrally located tool room and warehouse. The Unions agree that the manpower required for the operation of the centrally located tool room and warehouse may at the Owner’s option be employed directly by the Owner. Craft personnel who customarily provide their own tools and equipment shall provide the same tools and equipment under this Agreement. 2. If it is the intention of the Contractor to establish area tool rooms and warehouses as required for efficient service in the plant, these area tool rooms and warehouses will be manned under the terms of this Agreement.

Tools broken or damaged in the course of employment will be replaced or reimbursement will be made by the Employer upon the presentation of satisfactory evidence. The inspection of incoming shipments of equipment, apparatus, machinery and industrial materials of every kind shall be performed at the discretion of the Employer by individuals of his choice. 4. All employees will comply with the tool security procedures established by the Contractor. 5. All Employees shall possess normal hand tools of their trade and be willing to bring them to the jobsite. Employees shall be responsible for properly storing their personal tools at the end of each shift to the designated and approved storage location. The Employer shall negotiate with customers for adequate space with proper environmental and security controls for employees to store personal tools. Employer will also negotiate with the customer to allow employees access to “special and calibrated tools” required to accomplish work. 6. All equipment assigned to a project shall be under the control of the Employer. The Employer shall have the right to determine how many pieces of equipment an individual employee shall operate. In an emergency, foremen shall operate any equipment assigned by the Employer, and there shall be no restriction on foremen in the use of the tools of his craft in such emergency. The foremen shall be from the craft normally operating the equipment. In accordance with currently recognized craft jurisdiction, the Employer shall determine the assignment of employees to start, stop, and maintain small portable construction equipment.
