In an effort to clear up the ambiguity, the Company proposes the following clarification in accordance with Section 205.19 of the Agreement. The Bidding Unit for Materials Department employees is the geographical area listed in the "Supplement to Title 205 Bidding Units" in the Agreement unless otherwise specified. An example would be if a Materials employee were headquartered in Ukiah, his/her Bidding Unit would be Bidding Unit three and when the Materials position is being filled it would also be in Bidding Unit three. Bidding Unit 14, "Materials Distribution" includes EmeryVille, Fremont and Decoto Pipe Yard only. Employees and the positions are in Bidding Unit 14 only. Materials Department employees in Bidding Unit 18 are 205.5 (d)(1) and 205.7 (b) bidders to Materials classifications in Bidding Unit two. Xxx 0000 Xxxxxx Xxxxx, XX 00000 The Hydro Generation Department expects to fill approximately ten (10) additional qualified System Operators within the next 12 to 18 months due to projected retirements, however, the timing and sequence of the anticipated vacancies is uncertain. Because Hydro System Operators often perform their work independently at remote locations, the Department desires to fill these positions immediately in order to have well trained replacements available at the time vacancies occur. In order to provide the required complement of properly trained operators in the Hydro Department in a timely manner, the Company proposes the following pursuant to Section 205.19 of the Agreement: Each Hydro Department headquarters will be considered as part of a geographic operating Area for the purposes of this program. The proposed changes are recommendations from the Clerical Lines of Progression Ad Hoc Negotiating Committee established in the 1999 General Negotiations settlement letter dated October 27, 1999. This Committee was charged with conducting a review of the clerical lines of progression, classifications, and departments that are listed in the Clerical Agreement and recommending changes as appropriate, including the deletion of obsolete classifications and correcting of department names. This document will replace Exhibit A dated January 1, 1997. Language added to Exhibit A is in italics in the updated copy. Also, attached is a copy of the 1997 Exhibit A, which identifies the changes made by enclosing in brackets the language which has been deleted and italicizing the language which has been added. The Company proposes to eliminate the classification of 2230 Reserve Gas Service Representative and to PIO the current Reserve Gas Service Representatives at their current headquarters. The Company also proposes to move the 2785 Meter Reader and 2782 Senior Meter Reader to be next lower to Gas Service Representative along with - 0524 Fieldperson and 0930 Utility Worker - Gas T&D. Attached are the revised Line of Progression and Reverse Line of Progression. Employee classified as Reserve Gas Service Representative must maintain an active pre-bid on file for the Gas Service Representative classification in their current headquarters. Once the Reserve Gas Service Representative fills the Gas Service Representative position at the headquarters or leaves the classification or headquarters the requirement to keep a pre-bid on file is no longer required. The Reserve Gas Service Representative cannot decline to fill a vacant Gas Service Representative at the current headquarters. The JA TC recommends and approves the revised program to replace the existing GC Apprentice Welder Training Program. Xxx 0000 Xxxxxx Xxxxx, XX 00000 Company proposes pursuant to Subsection 204.4 (b) of the Agreement to establish two new classifications, 0998 Compliance Inspector and 0999 Compliance Inspector Underground. These new classifications will help PG&E continue to refine the electric maintenance and construction work process to assure safe facilities for the public, a safe working environment for employees, a reliable electric infrastructure and compliance with all rules and standards. These classifications will verify completed work for accuracy and thoroughness. 0998 INSPECTOR, COMPLIANCE 0999 INSPECTOR, COMPLIANCE UG Compliance Inspector will possess Journeyman Lineman craft qualifications or Cable Splicer craft qualifications where appropriate. Compliance Inspector will perform duties in accordance with the Electric Distribution Preventive Maintenance Manual including but not limited to the following: • Perform annual overhead and underground line and equipment patrols • Perform annual overhead and underground detailed line and equipment inspections • Produce electric preventive corrective maintenance documents • Produce auditable overhead and underground line patrol records • Produce auditable overhead and underground detailed line inspection records • Perform line maintenance repairs as required . Compliance Inspector shall be qualified through agreed-to training prior to placement into the position and will be required to pass agreed-to qualification testing initially and annually. Job August 22, 2002 UA 02-32-PGE awards will be pending completion of the initial training. Employees that fail initial and or annual testing will be given two additional attempts to pass within two weeks and may be required to attend an additional training session. Employees that fail to pass initial or annual qualification training will result in disqualification and will be returned to the position of Lineman or Cable Splicer, if appropriate, and will not be eligible for the position of Electric Maintenance Inspector for a period of two years. Compliance Inspectors will be required to drive and to possess at least a Class C, California Driver's license. Compliance Inspector will be considered and will be eligible to sign the headquarters 212 lists as a Compliance Inspector and will be called if a Compliance Inspector is needed.
