Special leave means leave in addition to normal leave
Special leave means any leave of absence taken other than leave specified in the Determination on Leave of Absence in the Public Service (hereinafter referred to as the Leave Determination).

However, those leaves identified as Compassionate leave or Special leave (Immediate family) may be granted more than once within a calendar year, provided the total compassionate and special leave – Immediate family and other special leaves under Article 31.06 granted does not exceed eleven (11) working days per calendar year.
Special leave, with or without pay, may be granted at the Chief Executive Officer’s sole discretion to cover special circumstances not otherwise recognised.
Special leave without pay will be granted to a classified employee when the special leave will provide a position for a person who has not been retained and is qualified for the position.
More Definitions of Special leave
Special leave. The City grants employees special leave in accordance with §16-17(c) of the Pittsfield City Code.
Special leave means the Semester that a student who obtains a Fail Terminate status awaits for the outcome of his appeal to continue his study;

Special leave. In addition to leaves authorized above, a Department Head may authorize an employee to be absent without pay for personal reasons for a period or periods not to exceed ten (10) working days in any calendar year. The Mayor may authorize special leaves of absence with or without pay for any period or periods not to exceed three (3) calendar months in any one calendar year for attendance at college, university, or business school, for the purpose of training in subjects related to the work of the employee and which will benefit the employee and the Employer; urgent business requiring employee's attention for an extended period such as settling estates, liquidating a business, serving on a jury and attending court as a witness; and for purposes other than the above that are deemed beneficial to the Employer. The City Council, upon the recommendation of the Mayor, may grant leaves of absence in excess of the limitations above for the purpose of attending extended courses of training at a recognized university or college and for other purposes that are deemed beneficial to the Employer.
Special leave in the Table at subclause G19.7 means leave for the purpose of:
(a) an employee attending to personal emergencies:
