Community Engagement Implementation. As San Antonio begins to implement the SA Tomorrow Comprehensive Plan through Regional Center and Community Area Plans, each plan process must include a robust community engagement process that allows for a broad range of stakeholders and community members to get involved at the level that is most appropriate for them. If these area plans are to truly help establish a new vision and implementation strategies for inclusive, healthy, safe, sustainable, and dynamic Regional Centers and Community Plan Areas, the community must be involved in discussing the vision, priorities, trade-offs, and recommended strategies throughout the entire planning process. The Consultant Team will develop and deploy a multifaceted and meaningful community engagement process that is marked by both high touch and high tech tools. B.1. Baseline Tools Include: • Stakeholder Focus Groups – The Consultant Team will conduct a series of focus groups throughout the planning process as a means of engaging key stakeholders, organizations and interest groups as the need and opportunity presents itself. Consultant will begin outreach to the focus groups in the first month of each area plan process and then follow up with these and other stakeholders as deemed appropriate and necessary throughout the remainder of the effort. The Consultant Team will conduct a number of focus groups commensurate with the budget allocated to the task. It is assumed that this task will include approximately six to eight focus groups throughout the process for each area plan. A key outcome will be to understand what each group sees as a successful plan process and outcome. • Planning Team Meetings – The Consultant Team will facilitate five or six Planning Team meeting windows per Area Plan depending on the complexity of each plan. Consultant will work with City staff to align meeting windows among the six plans as often as possible. Topics covered during meeting windows include: preliminary plan vision, values, and goals; base concept development and strategies; multimodal and corridor development and alignment with the Multimodal Transportation Plan and Sustainability Plan; etc. • Community Meetings and Open Houses – The Consultant Team and City staff will hold three community meetings for each Area Plan with a combination of interactive workshops and an open house.   • LABOUR MANAGEMENT RELATIONS 9:01 No employee or group of employees shall undertake to represent the Union at meetings with the Employer without the proper authorization of the Union. The Employer shall not meet with any employee or group of employees undertaking to represent the Union without the proper authorization of the Union. In representing an employee or group of employees, a representative of the Union shall be the spokesperson. In order that this may be carried out, the Union shall supply the Employer with the names of its Officers and representatives. Likewise the Employer shall supply the Union with a list of its Designated Authorities and Chairs where the Chair is not the Designated Authority. Neither the Union nor the Employer shall be required to recognize such representatives until written notification has been received. 9:02 The Union and the Employer acknowledge the mutual benefit of joint consultation and agree, therefore, that there shall be a joint labour/management committee consisting of three (3) representatives from and selected by each party. There shall be one (1) regularly scheduled Labour/Management Committee meeting in each four (4) month term or semester (January to April, May to August, September to December). In addition, meetings shall be arranged at the request of either party through the Labour Relations Department, by submitting in writing the topics to be discussed. Such meetings shall take place, at a mutually-agreeable time, within ten (10) working days of the receipt of the request for the meeting. Meetings shall not be used to discuss matters which are the subject of a grievance nor to discuss any matters which are, at the time, the subject of collective bargaining. The committee shall function in an advisory capacity only, making recommendations to the Union and/or the Employer with respect to its discussions and conclusions, and shall not have the power to add to or modify the terms of this agreement. A representative of each party shall be designated Co-Chairperson, and the two persons so designated shall alternate in presiding over meetings.

  • Implementation Plan The Authority shall cause to be prepared an Implementation Plan meeting the requirements of Public Utilities Code Section 366.2 and any applicable Public Utilities Commission regulations as soon after the Effective Date as reasonably practicable. The Implementation Plan shall not be filed with the Public Utilities Commission until it is approved by the Board in the manner provided by Section 4.9.
