Employer’s Objectives. The Employer’s objective in entering into a framework agreement over a five-year term, on an as and when instructed basis, is to secure the services on a full-time basis of a suitably qualified specialist project / Mechanical Engineering consultant to serve the Employer’s needs and requirements in the construction of new infrastructure on its Thohoyandou Campus. A written instruction will be given to the appointed Consultant as and when their services is required. The panel shall be managed in terms of fairness and equitability when assigning projects/tasks, as such allocation of work shall be distributed based on quality of performance to date.

Employer’s Objectives. The Steenbras Power Station, Athlone Gas Turbines and Roggebbaai Gas Turbines (City of Cape Town Electricity Generation department) proposes all services required to facilitate the service, repair, statutory inspection and certification of the waterborne fire protection system at the Steenbras Power Station, Athlone Gas Turbines and Roggebbaai Gas Turbines including the testing in accordance to SANS 10400 and SANS 10287 (SABS 0287).
Employer’s Objectives and Purpose of the Works Upon the start date, the Contractor studies the Employer’s Works Information, prepares and submits a detailed work methodology and draft Quality Control Plan (QCP) to the Project Manager, for each section of works, to obtain acceptance before each activity is started. The Contractor liaises with all the Employer’s project team such as engineers, quality controller/s, plant specialist/s etc. and requests clarification from the Project Manager immediately if any discrepancy or vagueness is discovered in the Works Information, which was not clarified during the tender period. The Contractor identifies all such discrepancies and vague areas of scope within the first twelve (12) weeks of the contract and submits them for further clarification to the Employer who reviews and provides decisions on those issues. The Supporting Factors for The System Upgrade The currently installed control air compressors are of an obsolete model. This has increased refurbishment costs and lead time for refurbishment (and critical spares). This has led to the deterioration of the reliability (and subsequently redundancy) of this plant. This has also led to multiple-unit trips (MUT) due to low control air pressure. The refrigerant dryer (auxiliary component to compressors) needs to change its refrigerant gas from hydro-chlorofluorocarbons (R22 gas) to an environmentally friendly alternative in line with government regulations. The desiccant dryer assemblies are problematic. These model dryers are rare and subsequently, there are few competent servicing options available. The Soft Starters used on the control air compressors are obsolete as well resulting in the unavailability of spares. The motors on Units 1 and 2 are obsolete and refurbishment is costly with poor performance. Address the issue of obsolescence of the control air compressors and dryer assemblies at Majuba Power Station. Ensure that Majuba Power Station has reliable compressors with OEM support for the equipment for the next 25 - 30years. The Contractor designs the new control air system as documented in Section 3, Engineering and the Contractor’s Design. The Contractor only starts with the procurement, manufacturing and fabrication process after the Contractor’s design was formally accepted by the Project Manager.

Employer’s Objectives. The Lerato Park Integrated Housing Development Project is intended to capture the principles of an integrated housing development project. In essence the Project aims to achieve a development approach that provides for the integration of: • Higher level of services than typical of subsidised RDP townships; • Mixed income residential environment; • Rich choice of housing modalities; • Various tenure options; • Quality built environment; • Economic opportunities; • Provision of full range of transport and social facilities; and • Delivered in one seamless development process. The Project is located within the jurisdiction area of the Xxx Xxxxxxx Municipality ("SPM") planned to deliver approximately 4 654 subsidised, institutional and bonded units over an envisage period of 5 years, subject to the availability of funding by the various funding sources for the Project. COGHSTA is the developer and the SPM is the land owner. The land was made available by the SPM to COGHSTA for the development of the project by means of a Land Availability Agreement.

The Employer requires that all households without electrification infrastructure networks in Vukuzakhe be provided with electricity infrastructure networks complete with house connection. It is the Employer's objective to construct electrical infrastructure network with house connection (metered electricity) yard in those areas that don’t have electricity services in Vukuzakhe. The service provider is to access the requirements for providing the above mentioned services and make appropriate provisions in the design, schedule of quantities and construction. The Employer desires that the work required be executed on a turnkey basis, be of a high standard and be completed in the shortest practicable time whilst making use of local labour where possible. The contractor shall have successfully completed at least four (4) comparable contracts for electricity infrastructure networks in the last 10(ten) years as on the date of tender opening and shall be in successful operation.
