HIGHLY QUALIFIED TEACHERS. 1. By July 1, 2005 each school working with central administration shall identify those teachers in their building who are not “highly qualified” under No Child Left Behind to teach in the current assignment.
2. By September 30, 2005 each teacher who is not already highly qualified will be required to commit to a plan to become highly qualified by June 30, 2006, by utilizing any of the currently available options approved by the State Board of Education.
3. Teachers wishing to bid on a position on the first posting must provide documentation of becoming highly qualified no less than three (3) weeks prior to the date of the first posting. Personnel will provide a list of jobs to be posted three (3) weeks prior to the date of the first posting.
4. Any teacher, who fails to provide documentation two (2) weeks prior to the date for schedule selection, will become ineligible to select a schedule for the 2006-2007 school year.
5. Any teacher, who fails to provide the necessary documentation by the schedule selection date, will become ineligible to teach on and after June 30, 2006 until such status is achieved.
6. Teachers providing documentation after the schedule selection date, but prior to June 30, 2006, will fill any vacancy for which they are highly qualified. In the event there are no vacant positions for which the teacher is highly qualified, the teacher shall bump the least senior teacher in a position for which the more senior teacher is highly qualified. Said teacher will be considered unassigned as for in the collective bargaining agreement.
7. The Building Administrator/Union Building Representative shall periodically monitor the progress of each teacher, and by June 1st of each school year, advise the Human Resources Department and the Union president of all such progress.
8. A teacher may bid into any posted, vacant position for which such teacher is highly qualified. After June 30, 2006 no teacher can involuntarily bump any other teacher out of an occupied position in order to become highly qualified unless he/she is scheduled to be laid-off.
9. High qualified status as mandated by N.C.L.B. will be considered a qualification” under the collective bargaining agreement, for all purposes where “qualification” is a factor.

HIGHLY QUALIFIED TEACHERS. As used in this Article “
HIGHLY QUALIFIED TEACHERS. The term “highly qualified teacher” refers to and its use shall be limited to the specific requirements established by ESSA.
1. A “teacher” shall be considered “highly qualified” if he/she meets the requirements/qualifications established by the Oregon Department of Education (ODE) and the Teacher Standards and Practices Commission (TSPC).
a. The District shall not impose any additional requirements or qualifications on “teachers” in order to be considered “highly qualified”.
b. The District shall not extend these requirements to employees not obligated to meet the “highly qualified teacher” standard under the terms of the ESSA.
2. On an annual basis, the District shall notify employees of their status regarding the ‘highly qualified teacher” standard.
HIGHLY QUALIFIED TEACHERS. When a bargaining unit member is requested by the Board to pursue additional certification, the Board shall pay related expenses for pursuit of this additional certification, inclusive of tuition, textbooks, and any related lab or equipment fees. TEACHING CONDITIONS
HIGHLY QUALIFIED TEACHERS. The District will assign certificated teachers with preference toward teachers with experience in early childhood development and P- 3 endorsement in all District SPP classrooms. The District will require SPP teachers to have or obtain their P-3 endorsement within three (3) months of assignment.
HIGHLY QUALIFIED TEACHERS. Teachers will be assigned to teach in areas which they are considered highly qualified to teach by the North Dakota Education Practices & Standards Board. Grade level and course assignments will be made after consultation between the teacher and the administration.
HIGHLY QUALIFIED TEACHERS. (8/04)
1. The District will assist licensed professional staff members to meet “Highly Qualified” status, in their field of employment, as outlined by the rubric included in the provisions of the “No Child Left Behind Act”.
2. If this assistance requires workshop/college hours, guidelines as outlined in Article 8 will be applied. If “No Child Left Behind” is amended to remove the highly qualified status section of the law, this article shall be terminated.
HIGHLY QUALIFIED TEACHERS. A. As required by the ESEA guidelines and in accordance with criteria provided by the NCLB Act of 2001, all teachers will meet the ESEA requirements for “Highly Qualified” by the 2005-06 school year. The State of Michigan State Board of Education will define these criteria.
B. It is agreed that the timeline for satisfying the requirements needed to be a highly qualified teacher under the No child Left Behind Act (NCLB/ESEA) depends upon when the bargaining unit member
C. For teachers in grades K-5, highly qualified shall be defined as possessing the requisite certification and satisfying the provisions of the NCLB/ESEA pertaining to highly qualified teachers.
D. For teachers in grades 6-12, highly qualified shall be defined as meeting the requirements established by the NCLB/ESEA legislation and the State of Michigan. A bargaining unit member shall be assigned in his/her major or minor field of study, unless assigning the teacher in the minor field contravene the provisions of the NCLB/ESEA pertaining to highly qualified teachers.
E. A teacher that has been recognized as highly qualified under the NCLB/ESEA by the Manchester Community Schools as confirmed by the Michigan State Department of Education shall be recognized as highly qualified in the areas certified by the Manchester Community Schools for the duration of their employment subject to current or future changes to state and federal regulations.
F. Teachers not highly qualified for their assignment at the end of the 2005-06 school year shall be granted the first vacancy they apply for provided they are highly qualified for the vacancy. If there is no vacancy for which teacher is highly qualified, said teacher shall be treated under the layoff & recall provisions of this agreement as if their position had been eliminated.
G. The District will facilitate teachers in becoming highly qualified through graduate credit as provided under Article 15. Testing fees and other expenses will be the responsibility of the teacher.
H. Beginning with the 2006-2007 school year, no teacher shall be transferred to a position in which they are not highly qualified, pursuant to the “No Child Left Behind” Act” of 2001. (20 USC 6301 et seq.)
HIGHLY QUALIFIED TEACHERS. Incentive for teachers to acquire after their time of hire, additional Highly Qualified Teacher (HQT) status in the core content areas of math and/or science for middle school or high school levels. One time stipend of $1,500 for passing the Praxis for math and/or science at the middle school or high school levels for a teaching assignment above K-5, for teachers who hold a Teacher of the Handicapped Certificate. This provision does not apply to those teachers who hold a Teacher of Students with Disabilities Certificate.
HIGHLY QUALIFIED TEACHERS. The District shall have a subcommittee of its school improvement team with membership that includes an equal representation of administrators and teachers. This subcommittee forms the portfolio assessment team and will consist of six members. The assessment team will determine the teachers’ subject matter content competency based on the Michigan portfolio guidelines. The teacher members of the committee will be appointed by the Association, and will be compensated at the Basic Hourly Teacher Pay Rate.
