School Improvement Team. In order to improve the achievement of students, site-based decision making within each individual building will be introduced and promoted jointly by the NEA and Board. The parties agree as follows:
A. In accordance with Public Act 25, responsibility for implementation will be given to each building.
B. Up to one-half (1/2) day per month of release time, compensatory time or compensation at the General Rate provided in Schedule B-2, will be provided for meetings. The Superintendent will determine which option to exercise. The teacher representative will not be required to attend as a condition of employment.
C. Following a period of in-service training on the rules and functions, the SIT will conduct an orientation program in each school building for employees. The purpose of the orientation will be to explain the theory, practice and plan the SIT would incorporate and to provide training in the skills necessary to develop and implement an effective program in that building.
D. SIT decisions must comply with School Board policy and the Master Agreement. The SIT may ask for a temporary waiver of a policy and/or condition of the Master Agreement. Waivers must be in writing and will identify specifically the condition and/or policy that is to be waived. All waivers must be mutually agreed upon by both the Board and the Association with a Letter of Understanding before being implemented.

For the purposes of Section A and B. above, a School Improvement Team (SIT) shall be established to conduct an assessment of the option elected and pursued by each teacher subject to Section A. and B. immediately above. The SIT shall be composed of four (4) members; two (2) appointed by the Superintendent and two (2) appointed by the Association. The SIT shall make a determination whether each teacher subject to Section A. or B. immediately above has become “high qualified” by meeting one of the options provided in Section A. or B. immediately above.

C. The SIT, among its other functions, will conduct a SIT orientation program by October 15 of each school year for all building employees. The purpose of the program will be to explain the theory and practice of the SIT which would include site-based decision-making and to provide training in the skills that are necessary to develop and implement an effective program in that building.
D. SIT decisions must comply with School Board Policy and the Master Agreement. The SIT may ask for a temporary waiver of a policy and/or condition of the Master Agreement Waivers must be in writing and will identify specifically the condition and/or policy that is to be waived. E. The Master Agreement will remain in full force and effect and have full application to the unit members who are affected by any site-based decision-making arrangements.

8-28.2 School Improvement Team members are volunteers and shall not be compensated for their services.
8-28.3 School Improvement Teams shall function in accordance with established protocol and by-laws and in accordance with applicable federal, state and local laws; regulations and mandates; and collective bargaining agreements.
8-28.4 School Improvement Teams may be made up of any number of individuals, however, the majority of members shall be teachers elected by the faculty of each school. The Union Building Delegate shall automatically serve as a teacher member of the School Improvement Team.
8-28.5 School Improvement Teams may recommend modifications to any collective bargaining agreement. Any modification to the Providence Teachers Union/Providence School Board Collective Bargaining Agreement must have 75% school faculty approval as well as Union/Board approval.

8-28.5 The Instructional Leadership Team (ILT), co-chaired by the principal and building delegate is responsible for guiding efforts to improve student achievement and all other aspects of school performance in order to attain student and school success. The ILT shall use a collaborative decision-making model in all aspects of school operations, especially instruction. The School Improvement Team (SIT) is a subcommittee of the larger ILT.
8-28.6 Instructional Leadership Teams may recommend modifications to any collective bargaining agreement. Any modification to the Providence Teachers Union/Providence School Board Collective Bargaining Agreement must have 70% school faculty approval as well as Union/Board approval.
School Improvement Team. A. The parties agree that the School Improvement Team and its subcommittees serve in an advisory capacity only and that the failure of the Board to place any of its recommendations in effect shall not constitute the basis for a grievance.
B. School Improvement Team representatives on such committees may be excused upon request from the performance of other work up to six (6) hours per week for the purpose of serving on such committees.
C. School Improvement Team representatives on leadership teams: 1 Teacher for Elementary, 1 Teacher for Middle School, 1 teacher for High School) may meet up to ten (10) hours per year and will be paid a stipend of $400 each. By the 4th Friday of the school year, the KNDEA will advise on which members, but the Administration will have the final say.
