Nurse Staffing CommitteeThe employer will comply with the provisions of SB 469 and ORS 441.162, related to Hospital Nurse Staffing Committees.
Nurse Staffing Committee. The Nurse Staffing Committee (“NSC”) shall be responsible for those activities required of it under RCW 70.41, et seq. The composition of the NSC shall comport with RCW 70.41. Nurse members of the NSC shall be selected by unit‐based committees. Attendance at NSC will be considered paid time at the nurse’s regular rate of pay.
Nurse Staffing Committee. The purpose of the Nurse Staffing Committee is to ensure quality patient care, support greater retention of registered nurses and promote evidence based nurse staffing. This Committee establishes a mechanism whereby direct care nurses and hospital management can participate in a joint process regarding decisions about nurse staffing. The Nurse Staffing Committee will consist of ten (10) registered nurses currently providing direct patient care (one half of the committee) and a minimum of five (5) hospital administrative staff (up to one-half (1/2) of the total membership). All units are encouraged to have representation.
Nurse Staffing CommitteeThe parties established Nurse Staffing Committee (NSC) shall be responsible for those activities required of it under RCW 70.41, et seq. The composition of the NSC shall comport with RCW 70.41 and successors thereto. The Association will determine how the Registered Nurse Members of the NSC will be selected, including three designated alternatives. The Hospital will provide the Association with an updated NSC membership roster by January 1 annually and whenever changes to the membership occur. Attendance at Committee meetings by appointed committee members will be on paid time basis at the nurse’s regular rate of pay and RNs shall be relieved of all other work duties during meetings. A WSNA staff representative may attend. Mandatory NSC meetings will be held at least bimonthly. The designated WSNA representative and the Local WSNA Chairperson shall be provided with agendas, relevant data, and minutes at least ten days in advance of each meeting. All changes to the staffing matrix in any unit shall be considered and voted upon by the NSC before they go into effect. No nurse shall be counseled, disciplined and/or discriminated against for making any report or complaint to the NSC.
Nurse Staffing Committee. The Hospital agrees to maintain a Nurse Staffing Committee consistent with the requirements of RCW Sec. 70.41.420.
Nurse Staffing CommitteeThe parties’ established Nurse Staffing Committee (NSC) shall be responsible for those activities required of it under RCW 70.41, et seq. The composition of the NSC shall comport with RCW 70.41. The Association will determine how the Registered Nurse Members of the NSC are selected, including designated alternatives, with the exception of participating Registered Nurses from the Hospital’s Adolescent Behavioral Health Unit. NSC shall be held monthly or as determined by NSC membership. Attendance at Committee meetings by appointed committee members will be on a paid time basis at the nurse’s regular rate of pay. The Hospital will provide the Association with a Staffing Committee Charter annually on January 1 and when changes to membership occur. NSC members are responsible for notifying their manager of their need to attend NSC thirty (30) days in advance of Staffing Committee (or as soon as practicable after Staffing Committee is scheduled). RNs shall be relieved of work duties during NSC. A WSNA staff representative may attend as a non-voting guest of NSC. The designated Association Local Chairperson shall be provided with agendas, relevant data, and minutes at least three days in advance of each meeting. Nurses shall not be subject to retaliation for making a report or complaint to the NSC. During the six months following ratification, the Staffing Committee shall discuss, as a standing agenda item, PTO accessibility for RNs.
Nurse Staffing Committee. Except for extenuating circumstances, a request for bargaining unit representatives to conduct Union business must be made to their supervisors at least 24 hours in advance of the time requested.
Nurse Staffing Committee. The purpose of this Committee is to develop, oversee and evaluate an annual nurse staffing plan covering each shift and patient care unit in accordance with the provisions of RCW 70.41.
Nurse Staffing Committee. The Nurse Staffing Committee is responsible for engaging in the activities required of it under RCW 70.41.420 and successors thereto. The composition of the Committee and the scheduling of meetings will comport with the statute. The selection of registered nurses providing direct patient care will be by their peers and may at their option be coordinated through the Association. Attendance at Committee meetings will be on paid time. The Committee will have co-chairs, one selected by the Employer and one selected by the nurses. The co-chairs with input from the Staffing Committee as a whole will mutually design meeting agendas. Meetings will be scheduled by mutual agreement, but shall be at least four (4) times per year. The CAO will attend the meeting to hear concerns and recommendations twice a year. If the WSNA local unit chairperson is not a member of the Nurse Staffing Committee, he or she will be released to attend the large group meetings on paid time to hear the concerns and recommendations. The WSNA local unit chairperson will be provided with meeting agendas at least ten (10) days in advance of each meeting and minutes at least 21 days following each meeting. The Hospital will provide the Association with nursing sensitive indicators regarding patient outcomes and staff turnover, per request. The Staffing Committee shall produce the annual nurse staffing plan. All changes to the staffing plan shall be considered and discussed by the Staffing Committee prior to implementation. Should the Staffing Committee have any disagreements with the proposed staffing plan, the process as outlined in RCW 70.41.420 shall be followed. 13.3.1 A nurse who either believes that the Medical Center’s staffing practice does not comply with the existing plan or objects to a particular shift-to-shift adjustment may file a complaint with the Staffing Committee. The Medical Center will not counsel, discipline and/or discriminate against any nurse for making a report or complaint to the Staffing Committee. The Staffing Committee will consider all received complaints brought by RNs. The Committee will develop a process for initiating, reviewing, responding and acting upon a complaint within one hundred eighty (180) days upon ratification of this Agreement.
