Patrol Shift Bidding. Each shift rotation will be two (2) months in duration. In the first round of bids, employees may bid for three (3) shift rotations. In the second round of bidding employees may submit their first and second preferences for the remaining three (3) shift rotations. No employee may bid for more than two (2) consecutive rotations on the same shift. The first employee bid rotation of a new calendar year may not be the third consecutive employee bid rotation on the same shift. A Guild representative may be present at every stage of the bidding process and schedule completion. There will be no blind bids, each successive bidder will see the officers already on the shift prior to bidding. The employer may move an individual officer within the schedule regardless of the shift bidding process for good cause. Where operational needs permit, changes shall be made first on a volunteer basis.

Patrol Shift Bidding. (a) Patrol Officers assigned to the Patrol Division shall bid for shifts and beats in order of their seniority within the rank of Patrol Officer. There shall be a minimum of eight (8) bid slots for Patrol Officers on each of the three shifts (day shift, evening shift and midnight shift). Bidding shall be conducted in November for the following shift year which shall consist of four bid periods. The shift slots shall be picked prior to any swaps being granted. All Patrol Officers not assigned through the bidding process shall work rotating shifts, with rotation every three (3) months during the shift year. (b) Newly appointed Patrol Officers shall be required to work each of the shifts on a rotation schedule during the probationary period. Rotation shall be every three (3) months during the shift year. Thereafter, they will be assigned to a vacant position on a squad, as determined by the Chief, or his designee, for the remainder of the bid period. They shall be eligible for shift bid during the following bid period. (c) Patrol Sergeants assigned to the Patrol Division shall bid for shifts in the order of their seniority within the rank of Patrol Sergeant. Two of the available slots for each shift shall be open for bidding. Bidding shall be conducted in November for the following shift year which shall consist of four bid periods. The shift slots shall be picked prior to any swaps being granted. All Patrol Sergeants not assigned through the bidding process shall work rotating shifts, with rotation every three (3) months during the shift year. (d) Patrol Lieutenants assigned to the Patrol Division shall bid for shifts in the order of their seniority within the rank of Patrol Lieutenant. Bidding shall be conducted in November for the following shift year, which shall consist of four bid periods. (e) After bidding has been completed, the Chief of Police, or his designee, will have the latitude to adjust initial days off in order to balance daily staffing levels on each shift. (f) Once the bidding process and any adjustments have been completed, an employee’s shift shall be considered permanent for the bid period, except that swaps may be allowed as follows: (1) Swaps for a duration of seven (7) consecutive days for vacation requests shall be allowed within the same rank with the approval of the Shift Commanders or designees and must conform to Article 12. Patrol Shift Bidding. The PROS scheduling system is based on a 4-10 work schedule designed so that officers are assigned to a permanent shift with days off for a specific time frame. Each Regional Command is responsible for creating a PROS schedule best suited for their region. Officers will be assigned to a shift based on their region’s bidding system. The bidding process will be based on the following guidelines. (CALEA 41.1.1a, b, c, d, e, f) A. Officers will have an opportunity to bid for day shift, evening shift or graveyard shift once every quarter. Probationary officers are not included in the bidding process or PROS schedule and are assigned to shifts based on the policies of the FTO Program. B. Bid sheets will be distributed to the officers at least forty-five (45) days prior to the beginning of the next quarter so that schedules can be entered into the system for Municipal Court scheduling. C. The assignment of officers to a shift will be based on seniority according to their first or second choice of shifts and the number of slots allotted to each shift. D. The assignment of an officer’s work hours, assigned district, rotation between assigned districts (if any), and days off will be at the discretion of the Shift Commander and based on the PROS schedule.   • Vacation Bidding 1. Vacations will be bid by shifts in a Bid Area, except that in any Bid Area having less than 50 employees, vacations shall be bid by Bid Area. When mutually agreed between the Company and the local Union Business Agent/Chief Stewards/Coordinator vacations may be bid by groupings other than those listed herein. Provided that the Company will not unreasonably withhold agreement to such grouping as the local Business Agent advocates. It shall not be unreasonable for the Company to withhold agreement if the proposed grouping can reasonably be expected to materially affect the operation or any portion thereof. 2. In each vacation bidding group, the Department Head or Designee, will determine the total number of vacation weeks to be taken including regular earned vacation and deferred Holidays. For determining weeks to be bid, two (2) or less days will not be considered as a week. 3. If the total number of weeks to be taken is fifty (50) weeks or less, only one (1) person will be awarded a vacation in any given week (considered as a column). 4. If the total number is greater than fifty (50) weeks, a full column will be available for bidding each fifty (50) weeks, and if necessary, a partial column will be available for any remaining weeks in the last column. This method is used to avoid scheduling more people than necessary to be on vacation in any specific week. 5. Once a year, generally in early November, employees will bid for available vacation in the succeeding year based on adjusted Company Service Date. The Company will post notice of where and when employees will bid their initial and subsequent rounds of vacation. Employees will at that specific time, have three (3) ways to notify management of their bid preferences. They may show up in person, or telephone in their preference, or submit a written pre-bid to the designated management representative prior to any particular vacation bid round. Written confirmation will be provided to employees submitting written pre-bids. Once the entire vacation biding process is completed the vacation listings will be posted no later than December 15th. 6. Employees may bid one (1) continuous vacation period, which may include all or any portion of the vacation to which he is entitled. However if the employee is eligible for less than ten (10) working days the employee may not split the available vacation. Once an employee is eligible for ten (10) working days or more, the employee may split the employee’s vacation into separate periods of complete weeks and if a partial week remains, it will be taken in conjunction with one (1) of the employee’s complete weeks. 7. Once each employee has had the opportunity to bid, additional rounds of bidding will be permitted following the same procedure used on the initial round. 8. If an employee does not bid at all, during any given round, the employee will not be given the opportunity to bid until the next round. However if an employee misses his bid time but calls or shows up to bid before that particular round is complete, he will be allowed to bid at that time from the remaining available weeks. 9.
