Shift Bids. 6.12.01 Prior to automating the current line bidding process, the Company and the Union will discuss at the Headquarters Level.
6.12.02 Work schedules / bid lines will be bid in seniority order.
6.12.03 The work schedule will be posted for no less than five (5) days.
6.12.04 Implementation of any new work schedule will occur no less than ten (10) days after the bid process is completed. Employees will be provided a copy of their awarded schedule in writing.
6.12.05 When moving from one work schedule to another, employees will be provided with at least forty-eight (48) hours notice for a change of start times and at least seven (7) days notice for alteration of scheduled days on/off for the purpose of bid training. The same will apply to Relief agents following implementation of a new work schedule.
6.12.06 At Airport locations, employees will be permitted to bid into specialized functions once a year and will be scheduled for the required training. Specialized functions include all Ticketing and related support functions (e.g. Concierge Ticketing, Cashiers, Accounting, Ticketing Administration positions), Contracts, Stocking, STOC Connections, and associated relief for all functions mentioned above. Such employees will only be permitted to bid outside of these functions once a full year has elapsed since the start date of their awarded work schedule. However, they will be permitted to bid different shift patterns/bid lines within the same specialized function throughout the year, including any bid line vacancies filled through Article 6.15.
6.12.06.01 The Company shall make every reasonable effort to equitably distribute the assignment of the lobby task/duties amongst the employees assigned to work that function.
6.12.07 In Call Centres, when bidding work schedules for specialized functions, the bid will be open to employees currently working in these functions. An employee requesting to leave a specialized function must provide the Company with a minimum of thirty (30) days written notice prior to the next work schedule bid.
NOTE 1: In locations where all employees are equally qualified for all functions within that location, all work schedules will be considered vacant at the time of the work schedule bid.
NOTE 2: The above does not prevent the Company and the Union at the District Level from agreeing on a different process to move into and from a specialized function.
Shift Bids. 1. All employees covered by this Agreement have an assigned Bid Area. Within the Bid Area, all employees work an awarded shift with scheduled days off. In some Stations, generally the larger ones, certain Bid Areas may consist of several different Work Areas (ie: Xxxx0, Xxxx0 etc., Wide Body Crew, Xxxxxx 00, Xxxxxx 56, GSE Line, GSE Hangar etc.) In these instances all employees will have the option to bid, by seniority, into different work areas within the same Bid Area during each local Shift Bid. Except relief shifts, each employee shall have the same starting time on each of his regularly scheduled workdays. Employees transferring into a Bid Area will select a "Shift and Days Off pattern" from those available by Craft Seniority. (See, LOA #10, at page 1.)
2. At least twice a year (i.e., on a semi-annual basis, generally near the spring and fall time changes) each Bid Area will have a “Rebid for shift and days off.” In no event will such rebids be separated by more than nine (9) months unless all employees in the Bid Area agree to waive such rebid. The Company will confer with the Local Union at each Station regarding shift/day off patterns in each Bid Area/Work Area prior to posting the shift bid.
3. Shift bids will be posted by the Company at least 30 days before bidding starts. Results of the shift bid will be posted by the Company at least seven (7) days before its effective date. To minimize disruption of work schedules, the effective date of a shift bid will be the first day of a pay period.
4. When a new or vacant shift becomes available, the senior interested employee(s) in the Bid Area will be given the opportunity to fill the new or vacant shift(s). The remaining shift(s) may be filled by the new or transferring employee. The Company may temporarily fill the position prior to the completion of the bid process. (See LOA #14, at page 1.)
Shift Bids. I. General
A. This shift bid Appendix will be the mechanism used for employees to express an interest in requesting or being assigned to a specific shift.
B. These procedures are intended to apply to all Sectors and Stations. However, Chief Patrol Agents and the NBPC Local President may mutually agree not to implement this shift bid mechanism at the station or sector level and maintain existing rotational shift procedures. Such an agreement must be documented in writing with a copy submitted to U.S. Border Patrol Headquarters and to the NBPC President.
Shift Bids. 6.02.03.01 Shift bids will be conducted in accordance with the following guidelines and timeframes:
6.02.03.02 The shift bid process (posting and bidding) will take place over a period of up to eight (8) calendar days. The shift will be posted for no less than four (4) calendar days. Note 1: Until such time as the automated bidding process is implemented, it is agreed that the bidding process will be agreed to at the Headquarters’ level between the Company and the Union. Note 2: The Company will consult the Union at the Headquarters’ level prior to implementing an automated bidding process.
6.02.03.03 Implementation of the revised shift schedule will occur no less than seven (7) calendar days after the bid process is completed and published. Note: The Company will provide online access to a minimum of 4 weeks of the schedule within 7 working days of the conclusion of the bidding process (across all location). The remaining of the schedule will be provided within the following 10 working days. Timelines may be extended if necessary, following discussion(s) with the Union.
6.02.03.04 For the purpose of equalization, no less then seventy-two (72) hours notice is required for the alteration of an employees’ scheduled days on/off when moving from one shift bid to another.

Shift Bids a. Shift bids will be based upon overall seniority within the employee’s current department.
b. Upon a promotion or voluntary transfer of an employee from one station to another, or into a different assignment within their department, the employee will retain their overall seniority.
c. In the case of a demotion or involuntary transfer, the employee’s seniority status will not be affected.
d. Shift bids shall take place twice annually (first week of March and first week of October). In the event the Department Head and the Association mutually agree, the parties may determine that an alternate bidding schedule be implemented for a specific purpose and time. The shift schedule shall be provided not less than fifteen (15) days prior to the shift bid date. Once posted, there shall be no changes made to the schedule without consulting the Association. The provisions of this section do not apply to emergency situations.
Shift Bids. Bids shall be conducted on an annual or semi-annual basis (if applicable) in accordance with local practices. Bids will be awarded to the most senior qualified employees. Eligibility and selection criteria for special event teams shall continue in accordance with local practices. Eligibility and selection criteria for the CCT-P program shall continue in accordance with Local EMS Agency (LEMSA) requirements, local agreements and practices. CCT-P program positions and assignments will be awarded to the most senior qualified employees.
Shift Bids. Employees in the classification of Police Officer and Police Sergeant shall be entitled to select the shift. However, it remains the sole discretion of the department to determine through the master schedule of available shifts, which days off are associated with any particular shift. Shift selection shall be made based upon seniority in the employee’s current classification (including any time served in a higher or lower paying classification). The only exceptions to this entitlement are under the following conditions:
(a) To accommodate a formal PIP.
(b) To facilitate the separation of two employees who have a formal, documented hostile work environment and/or sexual harassment incident.
(c) To facilitate the separation of two employees who have a formal, documented adverse situation which has impacted the effectiveness of the shift to which they are assigned. Movement of individuals under the above circumstances shall only be done after all other reasonable efforts have been considered. If a non-probationary Police Officer or Police Sergeant is displaced from his selected shift (after the shift bid has been finalized) by an officer being moved under one of the above circumstances, that displaced officer or sergeant shall be entitled to a 5% bonus of their current base salary for the period of the displacement. Under this article, the placement of officers or sergeants for the purposes of balancing experience throughout the shift, equal distribution of FTOs or other officers assigned collateral duties such as CSI, DUI, DRE, or to assign premium shifts as inducements or rewards to less senior officers, are specifically excluded. Any dispute regarding the necessity of movement of officers or the accuracy of the asserted need shall be resolved by the City’s Human Resources Director. Notwithstanding any other provisions of this Article: (1) Probationary Police Officers may be assigned to specific shifts for training purposes which will be accomplished by blocking out the last slot on the particular shift needed and before shifts are bid, and (2) A maximum of two probationary police sergeants may be assigned to specific shifts for training purposes, which will be accomplished by blocking out the appropriate slot on the particular shift needed before the shifts are bid. Each slot will be on a different shift. There will be no bumping mid-cycle. The Department will have the right to closely or exactly match probationary sergeants’ days off to that of the lieute...
Shift Bids. Every six (6) months, or more frequently if necessitated by business demand, the Company would offer a schedule of available shifts, complete with scheduled starting times and scheduled days off, to all employees within the classification and department. Full-time employees within the department and classification would be invited to select, in order of departmental seniority, their preference of shift from those available. Any remaining shifts would be offered to part-time employees within the department and classification in order of their departmental seniority. In the event of approved leave of absence or illness/vacation, temporary appointments may be made by the Company, according to seniority. An employee who is absent for any reason during the shift bidding process will be notified and will choose their shift by proxy. The re-bidding of shifts will not occur if an employee chooses not to bid on a shift by proxy.
Shift Bids. The Police Department will conduct shift bidding between January 1 and January 15 of each year for the following June 1st through August 31st. The Police Department will conduct a second shift bid between July 1st and July 15th for the period of September 1st through May 31st of the following calendar year. The shift and days off available for bidding shall be posted thirty (30) days in advance of the bid process. Employee shift changes may take place outside of the bid process if approved by the City and by mutual agreement between the affected parties. If the affected employee does not agree to the shift change, then the affected employee will be provided with 45 days’ notice before the senior employee will “bump” the affected employee. Changes from the posted bid schedule may be made as “shift adjustment” in order to maximize approval of vacation bids and in order to reduce overtime expense as a consequence of balancing staffing among the shifts. The City may also deviate from a bid shift for operational need, training, and staffing reasons. Such adjustment shall not result in overtime or expense to the City. Such adjustments shall be posted with the shift bid results. Shift bidding does not apply to probationary employees working subject to supervision and evaluation of an FTO. Detectives and the SRO do not participate in the shift bid process and shall be scheduled in accordance with past practice including during the SRO’s/school summer break. The SRO may shift bid for the months of July and August; if he does not do so, his shifts and days off during these months shall be assigned based on operational need.
