POSTING OF COMPETITIONS. 13.01 The Company will post notices of all vacant and newly created positions it intends to fill within the bargaining unit at least six (6) full working days before the closing date of the competition. A bargaining unit applicant will be selected if one has the skill, experience and capacity to perform the required tasks as per Article 24.

However, in the case of temporary vacancies not exceeding thirteen (13) weeks due to vacation leave or other leave authorized by this collective agreement, posting of the vacancy will not be required. In all cases of temporary vacancies due to pregnancy or parental leave granted in accordance with the Canada Labour Code, posting of the vacancy will not be required.
(a) The vacancy created by the filling of an initial position shall be posted and filled in the same manner as set out in 13.01. However, following the staffing of the second (2nd) position any vacancy created, which is R4 or lower, may be filled or posted in such manner as determined by the Company.
(b) An employee who has been selected and has accepted a new position shall be ineligible to apply (or to be considered) for another position for a period of six (6) months from the date of acceptance of the new position. This restriction does not apply to temporary employees applying for full time positions.
13.03 The unsuccessful applicants shall be advised verbally by the hiring supervisor as soon as possible following receipt of the written acceptance of the position from the successful candidate. However, such verbal notification shall not exceed ten (10) working days from the posting of the successful candidate names on the original job posting. The Company will advise the unsuccessful candidate(s) of their right to an interview to discuss the competition results, but it is understood that the employee has the option to refuse such interview.
13.04 The Union shall be supplied with a list of applicants for each position, including indication of the successful applicant.
13.05 Prior to the posting of any vacancy that may be filled by transfer, the parties shall consult in order to determine if there is any need to post.
(a) To facilitate internal mobility, employees classified at a higher level may apply for a transfer at level, to positions posted at a lower rating if the posted position is one for which progression to the higher classification is standard.
(b) Notwithstanding (a) above, the selection criteria established in 24.01 will prevail.

Subject to the provisions of the Civil Service Act and Regulations, where there is a competition to fill a vacancy or an anticipated vacancy in the bargaining unit, the Employer shall post notices of such competition electronically or on the bulletin board(s) in the buildings out of which the employees work, for a minimum of ten (10) working days. A copy of the notice of such competition shall be forwarded to the Institute.

Subject to the provisions of the Civil Service Act and Regulations, where there is a competition to fill a vacancy or an anticipated vacancy in the bargaining unit, the Employer shall post notices of such competition on the bulletin in the buildings out of which the employees work, for a minimum of ten (10) working days. A copy of the notice of such competition shall be forwarded to the Institute. The notice referred to in clause shall contain the following informa- tion; description of the position; location of the position; required qualifications; and the wage rate or range. Redress to appointments is provided for under the Civil Service Act. Vacancy and Promotion Subject to section of the Public Service Labour Relations Act, the Employer will provide preference to employees in filling a vacancy within the bargaining unit where the employee has the qualifications, ability and suitability for the vacant position.

16.03 The Employer shall notify all the candidates of the results of the competition as soon as possible after the interviews.
16.04 Prior to an employee being seconded to a position, or an individual being seconded to a position inside the bargaining unit, the Employer, the Union and if applicable, the Union of the host bargaining unit, shall enter into a Letter of Agreement detailing the collective agreement implications and the terms and conditions of employment for the period of the secondment. These terms and conditions of employment shall include but are not limited to: length of secondment, hours of work, overtime and other premiums, union dues, seniority and grievance/adjudication process.

A copy of the notice of such competition shall be forwarded to the Union.
27.02 The notice contained in Clause 27.01 shall contain the following information:
(a) description of the position;
(b) location of the position;
(c) required qualifications; and
(d) the wage rate or range. Where operational requirements permit, term positions shall be filled through the competitive process.
