PROJECT MONITORING PLAN REQUIREMENTS. As required in Exhibit A, “Work Plan,” a Monitoring Plan shall be submitted to the State prior to the disbursement of State funds for construction or monitoring activities. The Monitoring Plan should incorporate Post Performance Monitoring Report requirements as defined and listed in Exhibit J, “Monitoring and Maintenance Plan Components”. The SGM Grant Program has developed post construction monitoring methodologies that shall be used for the Post Performance Reporting.

Along with the Project Performance Measures Table requirements outlined in the Proposition 84 Round 2 Implementation Grants Proposal Solicitation Package (in Attachment 6), and guidance provided in Exhibit J, “Project Monitoring Plan Components,” the Project Monitoring Plan should also include: a) Baseline conditions. b) Brief discussion of monitoring systems to be used. c) Methodology of monitoring.

Include relevant maps. • How will the project be maintained (e.g., irrigation, pest management, weed abatement)? • What will be the frequency and duration of maintenance proposed activities? • Are there any special environmental considerations (e.g., resource agency requirements, permit requirements, CEQA/NEPA mitigation measures)? • Who is responsible for collecting the samples (i.e., who is conducting monitoring and/or maintenance)? • How, and to whom, will monitoring results be reported (e.g., paper reports, online databases, public meetings)? • What adaptive management strategies will be employed if problems are encountered during routine monitoring or maintenance? • What is the anticipated life of the project?
