REIMBURSEMENT FOR EDUCATION EXPENSES. A. The Board shall reimburse professional personnel for tuition costs incurred in a program leading to: • the Advanced Professional Certificate, or Master’s equivalency • a Master’s Degree, or • a Board of Education approved Doctorate, or • an additional endorsement to the SPC in a teaching area declared to be one of a critical shortage by the Director of Human Resources, or • certification requirements under provisions established under federal law The Board shall reimburse license renewal fees for teachers required to hold a license from the Department of Health and Mental Hygiene. The Board shall reimburse teachers who hold a Professional and Technical Educator certificate (PTE or T&I) and teach professional and technical courses at the Career and Technical Center or other FCPS locations for license fees required by FCPS to teach those courses. With the exception of paragraph D below, professional personnel holding an Advanced Professional Certificate who have not received reimbursement for the maximum 36 credits available are eligible to request reimbursement for additional graduate level course work up to the maximum 36 credits. Under this Article, current teachers are eligible to receive tuition reimbursement for a maximum of nine (9) credits per year. The maximum amount which the Board shall reimburse for tuition shall be $472 per credit hour. The maximum tuition reimbursement per year shall be at the cost of nine (9) credits at $472 per credit hour. Courses and programs must be approved by the Human Resources Division thirty (30) days prior to registration for employees to receive reimbursement. If a course is denied, Human Resources staff will work with the employee to identify an acceptable alternative course. Employees will be entitled to be reimbursed up to thirty-six (36) semester hours, if they meet the above criteria. Reimbursement shall be made to the employee within thirty (30) workdays after the Human Resources Division has received all materials of verification. Repayment Obligation - With the exception of extenuating circumstances, teachers who receive tuition reimbursement or reimbursement for license fees and leave employment within two (2) years of receiving reimbursement shall be required to repay the monies received. The employee may pay monies owed directly or they may have the amount deducted from their last paycheck. The entire obligation must be satisfied within six (6) months of the employee leaving FCPS.

REIMBURSEMENT FOR EDUCATION EXPENSES. (a) Employees covered by this Agreement will be reimbursed for educational training courses taken after obtaining the approval of the Chief of the Fire Department pursuant to the following:
1) The training must be directly related to the required skill or education for the employees’ current position. No reimbursement merely for promotion preparation.
2) Only full‐time permanent employees who have been so employed for at least one (1) year will be eligible for reimbursement. Further, eligibility will be determined by the Chief of the Fire Department, in accordance with the department training program.
3) No employee will be reimbursed for more than three (3) courses per semester. No reimbursement will be effected if the cost is assumed by any other institution, scholarship or grant‐in‐aid.
4) Reimbursable expenses shall be restricted to tuition, course fees and required textbooks. While courses should normally be taken on the employee's own time, exception may be granted by the Chief of the Fire Department, in which case hours away from work must be charged to leave of absence.
5) To obtain reimbursement, a course must be taken from a recognized and accredited school.
6) Reimbursement will be effected on presentation of evidence to substantiate the expense, evidence of a passing grade.
7) The total amount to be reimbursed for all employees of the Department will be paid by the Town of Smithfield.
8) Any employee who is required by the Chief or his designee to attend any classes or seminars after his/her normal work hours shall be compensated at his/her overtime rate of pay for all the time he/she attends such classes or seminars.
9) There shall be no payment of wages for those employees who without approval of the Chief attend classes or seminars on a voluntary basis.
10) Should an employee voluntarily terminate his/her employment with the Town within one (1) year of receiving reimbursement under this section, he/she shall refund to the Town the amount it paid as tuition reimbursement during that fiscal year.

The Board shall reimburse professional personnel holding the Standard Professional Certificate for tuition costs incurred in a program leading to: • the Advanced Professional Certificate, or Master’s equivalency • a Master’s Degree, or • a Board of Education approved Doctorate, or • an additional endorsement to the SPC in a teaching area declared to be one of a critical shortage by the executive director of human resources, or • certification requirements under provisions established under federal law (i.e., No Child Left Behind); or • certifications and/or licensures which are required to teach FCPS offered courses. With the exception of paragraph D below, professional personnel holding an Advanced Professional Certificate who have not received reimbursement for the maximum 36 credits available are eligible to request reimbursement for additional graduate level course work up to the maximum 36 credits. Under this Article, current teachers are eligible to receive tuition reimbursement for a maximum of nine (9) credits per year. The maximum amount which the Board shall reimburse for tuition shall be an index rate based on the average current graduate tuition charged at Hood College, XxXxxxxx College, Frostburg State University and Mount St. Mary’s University*, except that this tuition reimbursement limit shall not apply to teachers who, as of June 30, 1994, were accepted into an approved Master’s or Doctorate program at a college or university whose tuition rate exceeds the established tuition limit for courses taken by the teacher after July 1, 1994 at that institution. * Note: The current average per credit is $411. These graduate schools represent the top four local universities/colleges utilized by FCPS employees seeking coursework reimbursement. The maximum tuition reimbursement per year shall be at the cost of nine (9) credits at the index rate referenced above. REIMBURSEMENT FOR EDUCATION EXPENSES. 18.01 EDUCATIONAL/TRAINING SESSIONS For the purposes of education and increasing professionalism the Director may schedule and conduct in-service training seminars and assign personnel to attend such training. Additionally the Employer shall provide specialize training for trainees within their probationary period in order to provide good service and obtain necessary certifications. Any employee who attends a job-related educational or training workshop, session, seminar, conference or school at the direction of or with the prior approval of SECC shall not lose any pay or benefits to the extent that such attendance is during his/her normally scheduled hours of work. Overtime shall be paid in accordance with the requirements of the Fair Labor Standards Act. The employee will be eligible for reimbursement for any expenses related to the training as provided by in the County travel policy. An Employee shall not be required to attend any training session scheduled during his/her annual vacation. For training paid for by the Employer, the employee shall continue to receive the employee’s regular pay. Hours worked for travel time shall be calculated pursuant to the Fair Labor Standards Act. All available training shall be posted. The Quality Control/Training Manager shall identify any prerequisites, restrictions and travel arrangements. No travel time shall be paid for training which is held within Scott County.
18.02 TUITION REIMBURSEMENT To encourage employees to seek additional college-level training that is related to their work, the Employer will reimburse seventy five percent of the cost for tuition, books and laboratory fees up to a maximum reimbursement of $1,200 per fiscal year. To be eligible for this benefit, advance approval shall have been granted by the Human Resources Director, pursuant to the terms of the County policy.

An employee shall be compensated for attendance at any mandatory training for Bailiffs. If a Bailiff is also a member of the Sheriff’s Reserve, they shall not be compensated for meetings or trainings that are not mandatory for other Bailiffs to attend. Conditional teachers who receive tuition reimbursement and leave employment within one (1) year of receiving the reimbursement may be required to reimburse the monies paid, which may be deducted from their last pay check. The maximum amount which the Board shall reimburse for tuition shall be the Hood College graduate tuition rate in effect at the time that the course was taken, except that this tuition reimbursement limit shall not apply to teachers who, as of June 30, 1994, were accepted into an approved Masters or Doctorate program at a college or university whose tuition rate exceeds the established tuition limit for courses taken by the teacher after July 1, 1994 at that institution. REIMBURSEMENT FOR EDUCATION EXPENSES. Any employee who desires to advance within their department or better his or her present position by participating in outside education courses, seminars, workshops, or similar activities must do the following to be considered for reimbursement from the Township and/or time off to attend such programs. The employee shall submit a written request to the Human Resources Director, unless another individual is designated. The request shall contain the following information:
a) The dates, time, and place of the activity, and if there is a deadline for making arrangements for the program.
b) The cost of the activity.
c) A description of what will be taught and an explanation of how this program will benefit the employee and the Township. The above request must be submitted at least four (4) weeks prior to the event if there is no deadline for reservations, or four (4) weeks from the deadline if there is one. This is in order for the Township to adequately determine whether it wishes the employee to participate in the program. The Township will inform the employee if it will pay any or all of the costs of the particular program and also what arrangements, if necessary, can be made for time off. If a grade is given, a passing grade must be obtained before reimbursement is made. Employees who attend educational programs without the prior written approval of the Human Resources Director or his/her designee shall not be reimbursed for any expenses incurred. Any employee required to take additional schooling for his/her job, over and above classification requirements and not required for certification or by state law, may request a review of their job description per Section 1 of this article.
