Selection of Vacations. (a) Each January, each employee, in order of seniority, shall specify on a list provided by the City the weeks (maximum of two (2) weeks) he or she desires to take off for vacation. Separate vacation lists shall be provided for each shift. No more than one (1) employee per shift shall be allowed off for vacation at any one time. After all employees have been provided the opportunity to select their initial two (2) week vacation period, those employees entitled to additional weeks of vacation shall choose, one (1) week at a time, from the available weeks remaining on the vacation list for his or her shift. Such procedure shall be followed until all employees have exhausted their vacation entitlement. Employees may hold a maximum of two (2) weeks of vacation per year to be split into single days. All selections must be made prior to January 31 of each year. As indicated, vacations, insofar as practicable, will be granted according to employee requests. However, the Chief shall have exclusive authority to allot vacation periods and to change such allotments.

The 12 initial bidding of vacation (annual leave) periods must be completed by 13 December 31st of the preceding year. Thereafter, provided additional 14 vacation periods remain or become available, bidding may take place 15 during the next normal run bidding. Vacations (annual leave) will be bid in 16 each classification by seniority and the number of employees permitted to 17 take vacation (annual leave) at any one time will be based upon operational 18 considerations. For a given calendar year, employees shall be limited to 19 selecting no more vacation weeks than is indicated in 11.2 above. 20 Vacation (annual leave) periods once bid cannot be changed or exchanged 21 by the City unless the Transit Director or his/her designee reasonably 22 requires such because of operational requirements beyond the 23 Department's control. An employee may request to change or exchange 24 bidded vacation (annual leave) time, provided such request, if granted, does 25 not unduly inconvenience the City and operational considerations permit the 26 granting of such requests. Such requests to change or exchange bidded 27 vacation (annual leave) time shall be considered in the order in which they 28 are submitted in writing to the Transit Director or designee. 29 Seniority is an employee's length of continuous service with the City's

The Department must receive all bids by November 1 of the year. The vacation 4 bid calendar must be posted by November 30. Vacations will be bid in each classification by 5 seniority: two (2) District Chiefs may be off on bided vacation on the same day, contingent on 6 coverage by another District Chief. Requests will not be arbitrarily and capriciously denied. No 7 employee will be allowed to bid vacation in excess of the amount (s)he has accrued, or will accrue, 8 during the next calendar year, including the amount of sick leave that the employee may be eligible 9 to convert in October of that year.

Vacation time can be used for extra ordinary or unscheduled purposes 3 upon approval of the supervisor and with as much notice as is practical. However, requests will not 4 be unjustly denied and when possible employer will respond to vacation requests in writing within 1 5 week of the request being submitted. The number of employees permitted to take vacations at any 6 one (1) time will be based upon operational considerations as determined by management. In the 7 event employees are required to work, the most junior employees in the classification affected will 8 have to work vacations or holidays.

The number of employees permitted to take vacation at any one time 10 will be ten percent (10%) of the minimum staffing level rounded to a higher whole number 11 at five 5 tenths (.5) or higher, plus one. The number of employees permitted to take vacation 12 at any one time who are assigned to the Peak Load Divisions will be one (1) for the first 13 five (5) employees assigned to the daily minimum staffing level.. program. This will 14 increase thereafter by one (1) for all or part of each five (5) additional employees. Minimum 15 staffing level does not include staffing positions. No employee may bid more than a total 16 of twenty (20) shifts off during the vacation bidding process. Employees assigned to the 17 Peak Load Division shall be counted in a separate bid list. For purpose of this section, 18 vacation shifts that are bidded may be comprised of vacation hours, compensatory hours 19 or floating holidays. A shift is one (1) instance of leave regardless of number of hours, not 20 to exceed normal assigned work shift for forty (40) hour employees, or twenty-four (24) 21 for fifty-six (56) hour employees. The deadline for submitting non-bid leave (Attendance 22 Award, Floating Holiday, Military Leave or Vacation Leave) is ninety-four (94) hours 23 before the leave will begin. The deadline for canceling leave (Attendance Award, Floating 24 Holiday, Military Leave or Vacation Leave) is ninety-six (96) hours before the leave will 25 begin.

The weeks excluded from the vacation schedule include 24 one (1) week at the University of Florida (UF) Spring break and one (1) 25 week at the UF Summer break. The bidding of vacation periods must be 26 completed by December 31st of the preceding year. Vacations will be bid 27 in each classification by seniority and the number of employees permitted 28 to take vacation at any one time will be based upon operational 29 considerations.
