Selection of Vacations. (a) Each January, each employee, in order of seniority, shall specify on a list provided by the City the weeks (maximum of two (2) weeks) he or she desires to take off for vacation. Separate vacation lists shall be provided for each shift. No more than one (1) employee per shift shall be allowed off for vacation at any one time. After all employees have been provided the opportunity to select their initial two (2) week vacation period, those employees entitled to additional weeks of vacation shall choose, one (1) week at a time, from the available weeks remaining on the vacation list for his or her shift. Such procedure shall be followed until all employees have exhausted their vacation entitlement. Employees may hold a maximum of two (2) weeks of vacation per year to be split into single days. All selections must be made prior to January 31 of each year. As indicated, vacations, insofar as practicable, will be granted according to employee requests. However, the Chief shall have exclusive authority to allot vacation periods and to change such allotments.

The 12 initial bidding of vacation (annual leave) periods must be completed by 13 December 31st of the preceding year. Thereafter, provided additional 14 vacation periods remain or become available, bidding may take place 15 during the next normal run bidding. Vacations (annual leave) will be bid in 16 each classification by seniority and the number of employees permitted to 17 take vacation (annual leave) at any one time will be based upon operational 18 considerations. For a given calendar year, employees shall be limited to 19 selecting no more vacation weeks than is indicated in 11.2 above. 20 Vacation (annual leave) periods once bid cannot be changed or exchanged 21 by the City unless the Transit Director or his/her designee reasonably 22 requires such because of operational requirements beyond the 23 Department's control. An employee may request to change or exchange 24 bidded vacation (annual leave) time, provided such request, if granted, does 25 not unduly inconvenience the City and operational considerations permit the 26 granting of such requests. Such requests to change or exchange bidded 27 vacation (annual leave) time shall be considered in the order in which they 28 are submitted in writing to the Transit Director or designee. 29 Seniority is an employee's length of continuous service with the City's

Requests will not be arbitrarily and capriciously denied. No 7 employee will be allowed to bid vacation in excess of the amount (s)he has accrued, or will accrue, 8 during the next calendar year, including the amount of sick leave that the employee may be eligible 9 to convert in October of that year.

No more than one (1) full-time dispatcher per shift shall be allowed off for vacation at any one time unless approval is granted in writing by the Chief of Police or his/her designee. After all full-time dispatchers have been provided the opportunity to select their initial two (2) week vacation period, those full-time dispatchers entitled to additional weeks of vacation shall choose, by seniority, one (1) week at a time, from the available weeks remaining on the vacation list for his or her shift. Such procedure shall be followed until all employees have exhausted their vacation entitlement. All selections must be made prior to January 31 of each year. (b) Full-time dispatchers shall be permitted to "split" up to two (2) weeks of vacation with prior approval of the Chief.
