Teacher Programs. Effective upon the ratification of this Agreement the following Article 13 Teacher Programs provisions will be applicable. Nothing herein shall be construed to abrogate the powers and duties reserved by law and regulation to the City as provided under R.I. Gen. Laws § 16-53.1-1, et seq., nor can any provision of this Article affect or change any educational curriculum or school structure.
13-1 Programming preferences will be honored to the extent consistent with the preparation and experience of the teacher and the needs of the school system. All assignments shall be made on an educationally sound basis. Building administrators shall exercise professional judgment when making instructional assignments; however, they shall demonstrate that all decisions meet one or more of the following criteria:
Teacher Programs. 1. Starting in the 2001-2002 school year, all high school English Department teachers will be assigned no more than 84 students per day in the block scheduling format (for three blocks). This will result in an average of 28 students per class, but in no case will a class have more than 30 students. The exception to the 30 student limit will be the Broadcasting Class and the Theater Arts Class which may have up to 33 students each, but still no more that 84 total students per day per teacher (for the three blocks).
2. Algebra 8 classes shall be taught by certified math teachers.
a. Whenever possible, the initial preference will be given to teachers assigned to the middle/junior high school where the vacancy exists.
b. When no certified teacher is assigned to the middle/junior high school, the Algebra 8 class will be combined with senior high school math offerings, using the following pairings: Xxxxxxx/Xxxxx Xxxxxx/West/ Xxxxxx.
3. All elementary school students will be provided instruction in physical education and music/art. Grades K through six will receive an average of one hundred fifty (150) minutes per week calculated over the school year of physical education/music/art instruction or any combination thereof.
4. All elementary school students will be provided with a supervised recess(s). The building principal and the Union Building Committee will establish the recess schedule for each elementary building.
5. In the elementary schools, workloads shall be as equally balanced as possible.
Teacher Programs a. No later than sixty (60) days before the end of the school year, teachers shall be given the opportunity to indicate to their principals their preferences in subject and grade assignments for the following year. Such preference shall be fully considered by the principal. When the teacher’s assignment does not reflect teacher preference, the principal, if asked by the teacher, shall inform the teacher of the reasons.
b. No later than ten (10) days prior to the end of the school year, teachers shall be notified of their tentative programs for the following year, including the following matters: ♦ Subject and grade level to be taught; ♦ The periods and rooms where their teaching assignments occur; ♦ Special or unusual classes and grade levels to be taught. Adult Education Teachers will be notified by July 20.
c. In the high school and the middle school cluster, no teacher shall be assigned more than two (2) academic classes where a majority of the students are two (2) or more years below grade level in achievement unless such is requested by or agreed to by the teacher. This does not apply to special education classes.
d. No teacher shall be required to do teacher or pupil school year master scheduling unless compensatory time is allowed equal to the time spent scheduling. This restriction shall not apply to High School Department Chairpersons.
Teacher Programs. 1. Starting in the 2018-2019 school year, all high school and middle school core English Department teachers will be assigned no more than 140 students per day for a 6-period day (teach 5, 1 prep) and 144 students per day for a 7-period day (teacher 6, 1 prep). This will result in an average of 28 students per class, but in no case will a class have more than 30 students if the secondary schools are on a 6-period day (teacher 5, 1 prep). If the secondary schools have a 7-period day (teacher 6, 1 prep), this will result in an average of 24 students per core English class, but in no case will a class have more than 29 students. Courses included in these limits are Core English Classes, AP ELA, and creative writing. Any new courses developed after 9/1/17 will be discussed between the TFT and TSD to determine if the limits are warranted. If the secondary schools have a 7-period day, TFT Members assigned to the secondary schools shall receive overage payments outlined in this Agreement if their total pupil count exceeds 144, or if the total pupil count in any one class periods exceeds 29.
2. Algebra 8 classes shall be taught by certified math teachers.
a. Whenever possible, the initial preference will be given to teachers assigned to the middle school where the vacancy exists.
b. When no certified teacher is assigned to the middle school, the Algebra 8 class will be combined with senior high school math offerings, using the following pairings: Xxxxxxx/Xxxx Xxxxxx/Xxxxxx.
3. All elementary school students will be provided instruction in Physical Education, Music and one or more of the following Art/Technology/Media/STEM. Grades K through 6 (if 6th is self- contained) will receive an average of one hundred ninety (190) minutes per week calculated over the school year of Physical Education/Music/Art/Technology/Media/STEM or any combination thereof. The Parties agree that the average minutes per week may increase up to two hundred and fifty minutes (250) per week, at the District’s discretion, if electives are added to the elementary schedule.
a. TSD will apply for grant opportunities to provide an additional 30 minute weekly instruction/support which will provide a total of 220 minutes. However, this is subject to availability and award of grant.

Teacher Programs a. A basic maximum of 25 teaching periods, five preparation periods, and five professional activity periods for teachers shall be established before any other type of program for administrative purposes in which teachers teach less than 25 periods is arranged.
b. In Title I intermediate and junior high schools, the program of 22 teaching periods, eight preparation periods and five professional activity periods will continue as follows: The number of these programs will be fixed in each particular school at a percentage equal to the number of currently contractually eligible teachers or the number of homerooms that existed during the 1996-97 school year, whichever is less compared to the total number of teacher programs. Until such time that there are no longer teachers serving in the school who are eligible for this program and the program ends, a rotation policy shall be in effect for those who are contractually eligible. In non-Title I schools the same proportion of teaching and preparation time to total scheduled teaching time as presently exists in that school will continue, with a rotation policy established. In accordance with the LOBA determination and award in Case No. IA-1-85, all Title I junior high school teachers in the following categories shall have no more than five preparation periods a week:
(1) Full-time per annum teachers hired on or after July 1, 1985.
(2) Teachers assigned to a school which after the 1985-86 school year loses its Title I designation, notwithstanding possible redesignation at a later date.
(3) Teachers assigned to a school which was not designated Title I for the 1985-86 school year and is subsequently designated as a Title I school.
(4) Teachers who on or after September 1, 1985 transfer from one school to another, except for those teachers transferring from one Title I school to another Title I school.
c. Teachers in Title I intermediate and junior high schools shall have a maximum teaching load of 25 periods per week. Teachers in non- Title I intermediate and junior high schools shall have a maximum teaching load of 26 periods per week.
d. Teachers assigned to music and health education classes as additional teachers will be programmed for a regular teaching period.

e. Department Chairpersons (include City-Wide Department Chairpersons) shall be scheduled to meet their responsibilities as Department Chairpersons in compliance with Section 10-145d-245 et seq. of the certification regulations of the State Department of Education of the State of Connecticut. Nothing contained in this Section shall be interpreted or construed as limiting the Board’s right to require a Department Chair possess an intermediate administrator or supervisor certificate.
Teacher Programs. The Principal will try to provide teachers with their teaching schedule ten (10) days before the start of school.
Teacher Programs. 15-1 Secondary Schools and Middle Schools
15-1.1 No later than the penultimate Friday before the spring vacation teachers shall be provided with a list of all courses to be offered to students for the next school year. New courses to be offered shall be highlighted. A teacher who has designed or created new course offerings shall be given first preference to teach said course for the first year of its offering. Preference sheets may be filled by teachers only between the Friday before the spring vacation and May 1 of each year. No later than Friday before the spring vacation, the following preference sheet shall be distributed to all teachers:

Teacher Programs. Teacher programs shall follow the guidelines set forth in the Instructional Principles and Programming Guidance dated July 31, 2020 (annexed as Appendix X) and agreement dated August 25, 2020 (annexed as Appendix XX) (together the “Blended Learning Agreements”). If schools wish to implement alternative programs and schedules that differ from the Blended Learning Agreements, such schools must utilize the SBO process.
A. If schools wish to implement their current instructional model as of the date of this Agreement, school leaders and chapter leaders may jointly present the model to the UFT members as an SBO proposal and the UFT members shall vote on this model in a manner consistent with the SBO process.
B. If schools wish to vary from the Blended Learning Agreements (including creating a program that varies from the current instructional model and/or modifying the components of the instructional day including but not limited to those listed below) school leaders and chapter leaders shall jointly present the model to the UFT members as an SBO proposal and the UFT members shall vote on this model in a manner consistent with the SBO process.
