TEACHING LOADS AND CONDITIONS. The Board and the Association recognize that optimum school facilities and class sizes are desirable to insure the high quality education that is the goal of both the teacher and the Board. A. Class size shall be lowered whenever possible to the specified goal and every effort shall be made to keep class size within the following maxima: 1. Kindergarten and Grade 1 20 27* 2. In a teaming situation, the maximum is based on a team average. *Overloads (defined as exceeding the contract maximum listed above) will be permitted in an individual room in grades K-6 during an unforeseen situation. If an overload is created in a given classroom, a substitute teacher or paraprofessional will be hired within five school days and will be placed in the affected teacher’s classroom. This substitute employee will continue to be placed in the teacher’s classroom until the overload is eliminated. The administration will not create an overload (defined as a class size in excess of the maximums listed above) in any teacher’s classroom until all sections of that grade level across the District are filled to the maximum, unless a particular teacher agrees to the overload. 3. Special classes for students with disabilities -- state maximum requirements. In the placement of special education students in general education mainstreamed classrooms, when feasible such students will be placed in such classrooms where they are capable of achieving at an acceptable level. The special education personnel will act as consultants to the general education teachers relative to such mainstreamed students. In general education classrooms where cognitively impaired students receive forty percent (40%) or more of their instructional time, the building principal and director of special services shall, when feasible, reduce the student count of such classrooms. 4. Class sizes in grades 7-12 are not to exceed thirty-two (32) pupils without the consent of the teacher. In addition, the daily classload for teachers with five (5) regularly-scheduled classes per day will not exceed 160 students without the consent of the teacher. In a teaming situation, the maximum is based on a team average. The class size limit for honors/accelerated classes or single or double section courses that are prerequisite in a sequential program can be adjusted to no more than 35 students without teacher consent providing the teacher=s daily limit would not exceed the contractual limit. TEACHING LOADS AND CONDITIONS. The parties recognize that the availability of optimum school facilities for both student and teacher is desirable to insure the high quality of education that is the goal of both the teacher and the Board. It is also acknowledged that the primary duty and responsibility of the teacher is to teach, and that the organization of the school and the school day should be directed at insuring that the energy of the teacher is primarily utilized to this end. A. Because the pupil-teacher ratio is an important aspect of an effective educational program, the parties agree class size should be lowered wherever possible and suggest the following maximum with the understanding, however, that these are suggested standards only, and that final decision as to class size must rest with the Board and the Administration. Every effort shall be made to place mainstreamed students in classes with the lowest class sizes in the building where the student's special education class is located. D. Telephone facilities for local calls shall be made available to teachers for their reasonable use at the expense of the Board. E. Adequate parking facilities shall be made available to teachers for their exclusive use when possible. F. The Board and the Association pledge themselves to seek to extend the advantages of public education to every student without regard to race, creed, religion, sex, color, disability or national origin and to seek to achieve full equality of educational opportunity to all pupils.   • TEACHING HOURS AND TEACHING LOAD Section 1 Work Day For the applicable agreement period, the normal work day will be seven and one-quarter (7 ¼) hours including arrival time fifteen (15) minutes before and departure time (15) minutes after the students’ school day. The normal work day will include uninterrupted prep time. The Building Principal, as authorized by the Superintendent, upon request of a teacher or group of teachers, may waive the requirement to remain fifteen (15) minutes after the school day for a specific day or days. It is recognized; however, that the proper performance of their duties may, on occasion, require these persons to work longer than the normal work day, i.e. for conferences, faculty meetings, department meetings, etc. Therefore, “mandatory meetings will occur two times per month and be no longer than 90 minutes in length, inclusive of the additional 15 minutes beyond the scheduled student school day. A schedule of the meetings will be distributed by June 30th of the previous school year, but may be changed at the discretion of the Principal with 48 hours’ notice.” Teachers will also remain at school after the fifteen (15) minutes described above, during one (1) day each calendar week for such periods of time as is necessary to provide students extra help, and/or to meet with parents or guardians, concerning the progress of their children or wards. No teacher shall be required to work more than a normal seven and one- quarter (7 ¼) hour day, including fifteen (15) minutes before and (15) minutes after the students’ school day, which will include uninterrupted prep time; this provision does not apply to other contractually agreed upon time and meetings. Should state law require a longer instructional day, or more days, the teachers shall work the added time and the parties shall immediately commence impact bargaining on the issue. This article does not purport to cover the arrival and departure time of teachers involved in special assignments. Section 2 Other Personnel Personnel other than classroom teachers will work at their assigned tasks for the length of the regular teachers' work day. The exact daily schedule will be worked out on an individual basis between the Administration and the employee with notification to the Association. Instructional Coaches are required to work an additional five (5) days at their per diem rate, beyond the work year for a total of 189 days. These days will be determined prior to the start of the new school year and at the discretion of the Superintendent and the Chief Academic Officer.
