TRANSITIONAL CLASSROOM TEACHERS/NON-CLASSROOM TEACHER EVALUATION. PROCESS This process applies to Educational Staff Associates (e.g. Speech Language Pathologists, Psychologists), Counselors, librarians, Nurses, teachers on special assignment, instructional and all other certificated employees who are not classroom teachers. The process also applies to those classroom teachers who have not transitioned to the new teacher evaluation process under Section 6. A. 1. Responsibilities For Evaluation Each employee will be evaluated by the principal or his designee in each school in which the employee works. If an employee works in more than one building, then an evaluator of record will be mutually agreed upon by the principal(s) and the employee. B. 2. Observations - Minimum Number/Time Annually, employees shall be observed at least twice in the performance of their assigned duties for a total observation time of at least sixty (60) minutes prior to the formal evaluation conference, with one (1) observation being no less than thirty (30) minutes in length. An employee in the third year of provisional status as defined in RCW 28A.405.220 shall be observed at least three times in the performance of his or her duties and the total observation time for the school year shall not be less than ninety (90) minutes. For all employees, one (1) observation will be conducted prior to the end of the first semester. If an employee is absent, and the observation cannot be completed prior to the end of the first semester, the observation will be conducted at a reasonable time thereafter. For new employees the first observation shall be held within the first ninety (90) calendar days of employment for a minimum observation time of thirty (30) minutes.. When there is concern about progress of a provisional employee as documented on an observation report form, the provisional employee and the evaluator shall schedule a meeting with an Association representative to occur within five (5) days, unless a longer time frame is mutually agreed to, to review the expectations for the employee’s current position. At that time, there will be developed a plan whereby the employee will be assisted in improving his/her performance to an acceptable level. The course of action for provisional employees will follow the guidelines stated in RCW 28A.405.220. Observations, where appropriate, shall take place under a variety of circumstances such as different subject areas, different instructional methods, and different times of the day, week, and year.   • Classroom Management The certificated classroom teacher demonstrates in his/her performance a competent level of knowledge and skill in organizing the physical and human elements in the educational setting.
