Authorization Framework. In general, the power generation facilities using RES as well as any other works appurtenant to their construction and operation, including the access roads and the connection lines to the System or the Network shall be allowed to be installed and operate on a lot or an area whereon the applicant has the right of lawful use. For installations less than, or equal to 10 KWpeak that are going to be implemented into building facilities that have residential or commercial use of very small enterprises (enterprises with less than ten (10) employees) the following are in force:  The existence of a legal and operational electricity connection that belongs to the owner of the building facility is obligatory.  Part of the thermal load for hot water has to be provided from another renewable energy source, i.e. use of thermal collector.  Declaration from a certified engineer regarding the installation process and the characteristics of the PV system is required.  A grid connection contract between the owner of the system and the local Network Distribution Manager, namely the DEDDIE S.A., is established.  A sale contract between the owner of the system and the Electricity Provider, namely the Public Power Corporation (PPC), determines the constant price that the owner of the installation receives for every KWhe. The difference between the energy used from the owner and the produced energy from the installation, namely the excess of energy, is the energy that is going to be paid. This contract is valid for 25 years.  The owner is forbidden to proceed in any change to the installed capacity or to the components of the system for as long as the contract is valid. Only maintenance or repair labor is allowed. For installations above 10 KWpeak and less than, or equal to 100 KWpeak all the above mentioned are being in force and especially:  A grid connection contract between the owner of the system and the local Network Distribution Manager, namely the DEDDIE S.A., is established.  A sale contract between the owner of the system and the Electricity Provider, namely the Public Power Corporation (PPC), determines the constant price that the owner of the installation receives for every KWhe. Authorization Framework. In Spain, PV is mentioned in the Building Code Basic Document DB HE, chapter 5 (xxxx://xxx.xxxxxxxxxxxxx.xxx/cte/export/sites/default/web/galerias/archivos/documentosCTE/DB_ HE/DBHE-2013-11-08.pdf). Anyway the document is more related to where these PV systems are ‘mandatory” (if it can propose other renewable alternative it is ok) depending on type of building (Commercial, Public residential, administrative, industrial, etc) and its size (floor area m2). Constitutional Law No 3/2001 altered the division of responsibilities between the State and the regions. The Energy Plan contains the starting points, short-, medium- and long-term strategic objectives, practical instructions, tools available, legislative and regulatory reference frameworks, funding opportunities, constraints, obligations, and rights of economic operators in the sector, of large-scale consumers and of normal users. In short the Energy Plan represents the main reference point for public and private entities intending to take energy- related initiatives within the territory covered by the Plan. The regional energy plans, although based on free entrepreneurial initiative, also aim to give some direction to operations in the sector. Moreover, as well as having environmental implications, energy choices must also be combined with spatial management decisions.   • ACH Authorization Merchant authorizes Service Provider to initiate debit/credit entries to the Designated Account, the Reserve Account, or any other account maintained by Merchant at any institution, all in accordance with this Agreement.
