Capacity Building and Institutional Strengthening. Building and strengthening of human, institutional and infrastructure capacity and maintenance of developed capacity have been identified as a high priority in the region. Actions are needed to address, inter alia, Policy development, development and harmonization of legislation, transfer of environmentally sound technologies and development of regional collaboration or networking in respect of survey and assessment of ecosystem status. This has to include development of institutional capacities of key agencies and institutions in the region, which contribute to the integrated sustainable management of the GCLME. There is however inadequate capacity in member countries to address the priority trans-boundary concerns identified in the TDA and highlighted in this SAP. Policy Action proposed is development of Strategic Plan for training and capacity building. A thorough review of human and institutional capacity and training needs, particularly those related to analysis of priority transboundary concerns of the region, will be carried out. This study should take into account the concerns expressed in the capacity building component of NEPAD concerning the management of the marine environment and coastal areas. Such a study will harmonize various areas of existing and planned activities into a strategic and realistic plan of action for capacity building and training. Member Countries will cooperate and share experience to strengthen and assist each other wherever possible to implement this plan. It is equally a priority for the GCLME to liaise with River Basin Authorities, Coastal Aquifer Projects and other LMEs to identify common training requirements. It is anticipated that after the strategic plan for capacity building and training is adopted, capacity building and training activities will be firmly agreed and decided with the following actions scheduled as part of the implementation of this SAP: community-based demonstration projects, exchange programmes for sharing best practices and lessons learned from similar projects, regular targeted training programmes, establishment of relevant networks including organized urban and rural fishermen cooperatives, alternative vocational training for livelihood/enterprise diversification, enhanced public awareness and information dissemination, and capacity building for the development and implementation of action plans.

Provision of technical advisory services, including training, workshops, and study tours, to CBOs, POs, and LIAs for: (a) strengthening of their organizational, technical, and management capacity; (b) representation of Beneficiaries on the NPSC; (c) development of professional and inter-professional organizations for better management of key agricultural sub-sectors; and (d) promotion of understanding of broader environmental management issues relating to land degradation and swamp land utilization. 2. Key public services (a) provision of goods and technical advisory services, including training, to DPAE, General Directorate of Monitoring and Evaluation, and Unit of Planning, Coordination of Studies, Programming, and Budgets, for development of program planning capacity and effective management systems for monitoring of agricultural investments; (b) provision by DPAE of goods for and training in: sustainable land management to local staff with Project responsibilities; agro-forestry to forest technicians; wetlands management to rural engineers; land management to key farmers in each hill area; land management to forest inspectors; and environmental aspects of wetlands management to staff. (c) provision of goods and technical advisory services in information management to Department of Rural Engineering and Land Preservation; (d) provision of goods and technical advisory services to MATET for strengthening of capacity for integrated land use planning and implementation: development of National Framework for Monitoring and Evaluation of Land Degradation; updating of global information and environmental monitoring and evaluation systems; implementation of participatory institutional mechanisms for collaboration with DPAE, IGEBU, INECN, IRAZ, and ISABU; development of National Land Use and Management Plan; and assessment of establishment of National Land Management Institute.

  • Joint Funded Project with the Ohio Department of Transportation In the event that the Recipient does not have contracting authority over project engineering, construction, or right-of-way, the Recipient and the OPWC hereby assign certain responsibilities to the Ohio Department of Transportation, an authorized representative of the State of Ohio. Notwithstanding Sections 4, 6(a), 6(b), 6(c), and 7 of the Project Agreement, Recipient hereby acknowledges that upon notification by the Ohio Department of Transportation, all payments for eligible project costs will be disbursed by the Grantor directly to the Ohio Department of Transportation. A Memorandum of Funds issued by the Ohio Department of Transportation shall be used to certify the estimated project costs. Upon receipt of a Memorandum of Funds from the Ohio Department of Transportation, the OPWC shall transfer funds directly to the Ohio Department of Transportation via an Intra- State Transfer Voucher. The amount or amounts transferred shall be determined by applying the Participation Percentages defined in Appendix D to those eligible project costs within the Memorandum of Funds. In the event that the Project Scope is for right-of-way only, notwithstanding Appendix D, the OPWC shall pay for 100% of the right-of-way costs not to exceed the total financial assistance provided in Appendix C.

  • State Approval of Replacement Personnel The Engineer may not replace the project manager or key personnel without prior consent of the State. The State must be satisfied that the new project manager or other key personnel is qualified to provide the authorized services. If the State determines that the new project manager or key personnel is not acceptable, the Engineer may not use that person in that capacity and shall replace him or her with one satisfactory to the State within forty-five (45) days.

  • Reliance by Financial Institution The Financial Institution is not obligated to investigate or inquire whether the Secured Party may deliver a Secured Party Order. The Financial Institution may rely on communications (including Secured Party Orders) believed by it in good faith to be genuine and given by the proper party.

  • Modification of the Small Generating Facility The Interconnection Customer must receive written authorization from the NYISO and Connecting Transmission Owner before making any change to the Small Generating Facility that may have a material impact on the safety or reliability of the New York State Transmission System or the Distribution System. Such authorization shall not be unreasonably withheld. Modifications shall be done in accordance with Good Utility Practice. If the Interconnection Customer makes such modification without the prior written authorization of the NYISO and Connecting Transmission Owner, the Connecting Transmission Owner shall have the right to temporarily disconnect the Small Generating Facility. If disconnected, the Small Generating Facility will not be reconnected until the unauthorized modifications are authorized or removed.

  • Agreements with Foreign Banking Institutions Each agreement with a foreign banking institution shall provide that: (a) the assets of each Portfolio will not be subject to any right, charge, security interest, lien or claim of any kind in favor of the foreign banking institution or its creditors or agent, except a claim of payment for their safe custody or administration; (b) beneficial ownership for the assets of each Portfolio will be freely transferable without the payment of money or value other than for custody or administration; (c) adequate records will be maintained identifying the assets as belonging to each applicable Portfolio; (d) officers of or auditors employed by, or other representatives of the Custodian, including to the extent permitted under applicable law the independent public accountants for the Fund, will be given access to the books and records of the foreign banking institution relating to its actions under its agreement with the Custodian; and (e) assets of the Portfolios held by the foreign sub-custodian will be subject only to the instructions of the Custodian or its agents.

  • OFFSET CREDIT/COOPERATION This Contract has been entered into in direct support of LOCKHEED XXXXXX'x international offset programs. All offset benefit credits resulting from this Contract are the sole property of LOCKHEED XXXXXX to be applied to the offset program of its choice. SELLER shall assist LOCKHEED XXXXXX in securing appropriate offset credits from the respective country government authorities.
