Career Ladder Promotion. Management shall make prompt determinations regarding career ladder promotions of their employees. Management shall notify the employee by his/her anniversary date whether or not a promotion shall be recommended and provide a written explanation if the employee shall not be promoted. A career ladder promotion is dependent on: (1) The employee's demonstration of the ability to perform the duties of the next higher grade to the satisfaction of his/her supervisor. A copy of the promotion criteria (position description or performance standards for the next grade) shall be given to an employee as he/she enters each level of a career ladder. (2) The availability of enough work at the next higher grade. (3) Meeting the minimum qualification and other regulatory requirements.

Career Ladder Promotion. A. Employees in career ladder positions shall be promoted upon: 1. Having a current rating of record that is Fully Successful or higher. No employee may receive a career ladder promotion who has a rating below Fully Successful on a critical element that is also critical to performance at the next higher grade of the career ladder; and 2. Meeting the minimum qualification and other regulatory requirements, i.e., time in grade. B. Throughout the time in grade eligibility period, managers are encouraged to provide feedback to their employees on their performance toward their career ladder promotion. The Department has until ninety (90) days prior to the anniversary date to notify the employee if a promotion shall or shall not be recommended, and if not, provide a written explanation. For situations that are beyond the Department’s control, e.g. government shutdown or furlough, the 90 days shall be tolled. This notice shall contain an explanation of those aspects of the employee's performance which failed to meet the Fully Successful level of current performance or performance below Fully Successful on a critical element that is also critical to performance at the next higher grade of the career ladder. The notice will include a statement that if the employee demonstrates Fully Successful or higher performance within the next ninety (90) days, unless there is a problem beyond the agency’s control, the career ladder promotion shall be granted at that time. C. In the event that Management determines that the employee met the promotion criteria, but the appropriate Management official did not initiate the promotion timely, the agency will initiate the promotion retroactive to the date it was due and will provide the affected employee with retroactive back-pay. A settlement agreement may be drafted to rectify the situation and make the employee whole to the beginning of the first pay period after the requirements were met.
Career Ladder Promotion. A. Upon request, an employee occupying a career ladder position who is not yet at the full performance level will be provided reasonable advance notice about what is expected for advancing to the next level. All employees in career ladder positions will normally be promoted after one (1) year, or whatever lesser period may be applicable, provided the employee is performing at least at the Meets Objectives level and is capable of performing at the next level; such promotion may be delayed if the Employer lacks available funding for the promotion (e.g., funding the promotion would result in the need for a reduction-in-force). B. The fact than an employee is the subject of a conduct investigation will not prevent or delay his/her promotion that would otherwise be made, unless the Employer judges that such delay is necessary to protect the integrity of the Bureau.
Career Ladder Promotion. An employee may be successively promoted until reaching the highest non-supervisory position in the career-ladder if all the following circumstances are present: (a) The employee was initially selected from a Civil Service register or by competitive merit procedures. (b) The fact that the initial selection could lead to promotion to specified positions in the career-ladder without further competition was made known to all potential candidates in the USMS.
Career Ladder Promotion. A. Career Ladder promotion is the promotion of an employee without further competition when the competition was held at an earlier stage. Career Ladder promotions are not subject to merit promotion. B. When the performance plan is prepared and discussed with the employee at the beginning of the appraisal period, the supervisor will discuss the type of grade-building assignments that may be assigned to the employee during the appraisal year, as well as what the supervisor expects concerning the employee's performance in order to be promoted to the next grade level.
Career Ladder Promotion. A. A career ladder is a series of positions of increasing difficulty in the same line of work within a single occupational series through which an Employee may progress from the entry level to the full performance level. The full performance level is the highest grade level to which an Employee may be promoted non−competitively within a career ladder. While promotions within career ladders are neither automatic nor mandatory, career advancement is the intent and expectation in the career ladder system. B. An Employee is eligible for a career ladder promotion when all of the following conditions have been met and in accordance with applicable law, rule, and regulation, including 5 C.F.R. § 335.104: 1. The Employee encumbers a career ladder position; 2. The Employee has demonstrated the ability to perform the next higher grade level duties; 3. The Employee has completed a minimum of 52 weeks in the current grade; 4. The Employee’s current rating of record is at the Meets Expectations level or a similar level of performance under any negotiated successor performance system; in addition, no Employee may receive a career ladder promotion who has a rating of record below satisfactory on a critical element that is also critical to performance at the next higher grade of the career ladder; 5. There is sufficient work at the higher grade level position; and 6. Sufficient funds are available. C. The parties agree that eligibility under section B.2 above does not require that an Employee perform work at the next higher grade level. Employees may meet the eligibility requirement by demonstrating proficiency in their current work assignments at the level of Meets Expectations or higher. D. Generally, when a position is advertised as a career ladder position, XXX has determined that there is sufficient work and funding available to ensure career ladder promotions are available for Employees who fill those positions and meet the eligibility requirements. If DOE identifies any workload and/or funding shortages that may impact issuances of Career Ladder Promotions, DOE will provide NTEU with notice of such shortages as soon as they become known. X. Xx Employee in a career ladder position may request to meet with the Employee’s supervisor no sooner than ninety (90) days prior to the date that the Employee will reach the 52−week eligibility requirement to discuss the Employee’s performance and whether they meet the eligibility requirement identified in section B.2 and B.4 ab...
Career Ladder Promotion. The Eligible AFGE BUE shall receive any career ladder promotions for which they would have been eligible between the employee’s separation date from VA and the date the Eligible AFGE BUE executes the Remedy Election Form, unless, prior to the adverse action, the VA issued a written notice of failure to meet the criteria for promotion in accordance with Article 23, Section 4 of the 2011 Master Agreement.
