Transit Subsidy. 1. Consistent with the District’s efforts to promote the use of public transportation and to reduce the number of single-occupant automobiles during commute hours, fulltime District employees are eligible for a transit subsidy. Use of the transit subsidy is confined to the employee during commute hours. 2. Effective July 1, 2017, the District will provide a transit subsidy, up to a maximum amount of $255.00 per month to subsidize eligible transit expenses as detailed in this provision. Eligible transit expenses include passes for public mass transit system, carpool participation, electric vehicle participation, walking and bicycling participation, and parking associated with mass transit systems. 3. Procurement of transit passes is the obligation of the individual employee. No funding will be advanced by the District. The transit subsidy will be made available to eligible District employees on a designated day prior to the beginning of each month. The District reserves the right to use other methods deemed more efficient for the District. 4. There will be no banking of the unused allocation of transit subsidy. Transit subsidy allowance is for each individual month and will not be cumulative. The purpose of transit subsidy is to provide an allowance to employees who use an alternative method of transportation for the sole purpose of coming to and from work (portal to portal).
Transit Subsidy. An employee that regularly utilizes public transportation to get to and from work will receive a reimbursement of the transit subsidy of $50 (fifty dollars) per month. Proof of purchase will be required.

Transit Subsidy. All regular full time employees may receive up to fifty dollars ($50) a month to reimburse the employee for the actual cost of purchase of a transit pass for transportation to and from work for the County of Tehama only. Employee must provide proof of purchase and receipt of purchase in order to be reimbursed. Should the employee purchase a pass and turn in a receipt for reimbursement, the reimbursement will become taxable and will be paid to the employee on the next scheduled Tehama County payroll. An employee who prefers to obtain a pass directly and avoid the reimbursement process may do so pursuant to the Procedures to Issue Employee Monthly TRAX Pass kept in the Auditor’s Office, Department of Public Works (Transportation) and the Personnel Office.
Transit Subsidy. In order to encourage the use of public transport by employees, an employee may register for a PRESTO Smartcard to purchase OC Transpo monthly pass products and be entitled to a once annual 25% reimbursement of the total annual amount of OC Transpo monthly passes purchased on his or her PRESTO Smartcard provided that: (a) The employee signs a yearly declaration affirming that the purchase of the OC Transpo pass through their PRESTO Smartcard is for their personal use only, and (b) The employee provides their PRESTO Transit Usage Report showing the number and cost of monthly passes purchased during the year. Such proof must be submitted with their claim for reimbursement between January 1 and January 31 of the year immediately following the calendar year being claimed.

Transit Subsidy. The Agency participates in a Transit Pass Subsidy and Commuter Highway Vehicle Subsidy program administered by the Department of Transportation. The Agency will continue to participate in these programs as long as the Department of Transportation administers them, provided that USDA continues to participate in the programs. If the Department of Transportation ceases to administer the programs, but any other federal Department administers substantially similar programs, the Agency shall participate in the programs, provided that USDA elects to continue to participate in the programs. Should the USDA elect to withdraw from such benefit programs, but the Agency retains the ability to participate, including an appropriation of funds for this transit subsidy purpose, it will do so, and will request an appropriation for the transit subsidy.

Statement of Purpose For the purpose of encouraging employees to use 34 mass transit as part of the County’s ride reduction program under the Oregon 35 Department of Environmental Quality (DEQ)’s Employee Commute Options (ECO) 36 mandate, as well as part of the County’s commitment to limiting traffic congestion 1 and promoting clean air, each employee shall be eligible to receive a bus pass 2 entirely subsidized by the County for the employee’s personal use.

However, the Parties recognize that continuation of transit benefits is dependent on the availability of funds. Should Congress or the Department of Transportation propose to reduce the transit subsidy benefits to the employees, the Agency will provide the Union with a written statement describing the proposed changes. D. Neither public transportation subsidies, pre-tax transit, parking benefits, nor any other media to which they are converted may be transferred from the recipient to any other individual. Moreover, benefits may only be used for eligible commuting to and from work; not for personal trips or trips between office locations. Inappropriate conversion or use will result in the employee’s removal from the program and may result in disciplinary action and/or criminal prosecution, as appropriate. E. One or more Agency employee(s) will be designated to serve as the coordinator for transit benefits. F. Employees receiving transit or parking benefits are responsible for informing their Transit Coordinator any time their commuting patterns change, resulting in a change in either eligibility for the transit/parking benefit itself or eligibility for the overall amount of the benefit. G. Employees are not eligible to receive transit or parking benefits retroactively, unless authorized by applicable law, rule or regulation. H. Participating employees that separate from USDA immediately lose all transit and parking benefits upon their separation. I.
