Devolution. The employer agrees to advise the Union of any initiatives that involve the devolution of, or the removal and/or relocation outside of the bargaining unit, any services to or from the Xxxx Xxxxxx Society of Saskatchewan. A Union representative will be consulted prior to, and during all, aspects of changes to programs and services that may directly affect staff. The Union may be invited to participate in meetings with funders. The Union shall be part of meetings involving employees affected by service changes. a) The new employer will recognize the Union and the Collective Agreement. b) Employees will move with their jobs unless agreement is reached otherwise. c) If employees do not move with the work, the employer will make every effort to provide one of the following: i. another acceptable job ii. early retirement iii. retraining and re-employment

Devolution. As part of the Finance Board’s continuing effort to devolve management and governance responsibilities to the FHLBanks, (a) authorizes the FHLBanks to approve or deny all applications for certification as a nonmember mortgagee, subject to the requirements of the Bank Act and Finance Board regulations. Although all six commenters addressing this issue expressly supported devolution of decision making authority to the FHLBanks, one trade association commenter suggested delaying devolution until the FHLBanks have some experience in administering the final rule. Since the basis for the review criteria in the final rule is the standards previously applied by the FHLBanks and the Finance Board, no delay in devolution is required. Four FHLBank commenters requested the authority to delegate application approvals to a committee of the FHLBank’s board of directors, the FHLBank president, or a senior officer who reports directly to the president other than an officer responsible for business development. This would be consistent with the Finance Board’s membership regulation and such authority is included in the final rule. See 12 CFR 933.3(a). Also consistent with the membership regulation, the final rule requires that only the FHLBanks’ board of directors may deny certification as a nonmember mortgagee.

The pilot Working Well Programme to date has achieved 54 out of 50 forecast job starts by April 2015, so is exceeding expectations at this early point Of the eight issues that were cited by the highest proportions of clients as severe presenting issues at the outset of their involvement in the pilot Working Well Programme, all but one have seen larger numbers of clients noting an improved situation (these included mental and physical health). To date there has been an increase in the confidence of pilot Working Well Programme clients in terms of their belief that they will be able to find and obtain work. In addition to this there has been an increase/improvement to the work readiness of clients.
