Local Objectives Accounting • Ensure that the accounting systems and processes meet BCH’s needs; comply with all legislative requirements and applicable Accounting Standards. • Ensure that all accounting reconciliations are carried out in line with BCH policies. • Ensure monthly accruals are accurately calculated and entered into the general ledger. • Ensure that debtors are monitored and collections are obtained within applicable timeframes. • Ensure that creditors are managed and payments are made within applicable timeframes and within cash flow parameters. • Ensure effective management of debtors and creditors accounts. Audit • Act as the primary liaison with the Internal Auditors in relation to the conduct of internal reviews, attendance at meetings, audit reports and resolution of queries. • Report to the Finance, Audit and Risk Committee on internal audit findings, recommendations and action plans. • Act as the primary liaison with the Victorian Auditor-General’s Office and their agents, in relation to external audits, attendance at meetings, audit reports, resolution of queries and certification of financial statements. Budgets • Coordinate the preparation of the annual budget in conjunction with the Executive and Cost Centre managers. • Coordinate the preparation, update and reporting of the Financial Management Improvement Plan. Capital • Coordinate capital budget build process in accordance with the BCH capital asset management plan. • Ensure approved capital expenditure budgets are adhered to at all times. Strategic Goal Objectives • Ensure all assets are monitored and accurately accounted for. • Ensure the fixed assets register is accurate at all times reconciling to the general ledger. • Play a leading role in ensuring that the Asset Management Accountability Framework is fully developed, updated and maintained. • Ensure Asset Management Accountability is compliant with Standing Directions on an ongoing basis.
