Management Roles and Responsibilities. 4.01 The roles of the parties as outlined in the Agreement as they relate to the delivery of the joint activities are set out at Attachment A and excerpts of the Agreement are provided at Attachment B. 4.02 The operational responsibilities for the conduct of authorised joint activities vested in the six-member Authority under the Water Act and the Agreement are delegated to senior Authority office holders in a manner which enables the most effective and efficient use of this authority, and also recognises the significance of the delegated authority and the level of responsibility placed on the occupant of the office holder. The Authority will advise the BOC of any proposed future changes to delegations prior to those changes being made. An overview of the current delegations and how delegations operate is given at Attachment C. 4.03 In undertaking its functions, the Authority works and will continue to work collaboratively with the various Committees established by the Council or under the Agreement and the agencies of Contracting Governments involved in the delivery of authorised joint activities. In doing so the Authority will, wherever possible, ensure consensus decision making arrangements operate to deliver outcomes which are in the best interest of the Basin.

Management Roles and Responsibilities. The Project Coordinator (PC) will be responsible for overall project management and be the link between the consortium and the EC project officer. The PC will directly deal with the WP leaders who will keep the PC informed about the evolution and progress of activities. The PC will visit the consortium partners as progress on the project emerges. These visits will be a response to need or because they will have a significant positive impact on project quality. Budgetary allowance has been made for such visits. WP leaders will alert the PC promptly and fully when potential issues arise. The PC will then make an assessment pursue any mitigation needed with the aim of resolving potential conflict amicably. If the issue cannot be resolved, the PC will submit it to the Project Board for consideration. If no solutions are then found, then the PC will refer the issue to the EC project officer for their opinion. As WP5 (Project Management) Leader, the PC will ensure that all relevant documents (including Project Progress Reports and Financial Reports) are prepared with the contribution of all partners, quality-checked and submitted on time. The PC will also represent the project at national and international events. The Project Manager will be highly skilled in the area of project administration, and will be appointed by the Project Coordinator to carry out the following administrative tasks: • Managing the financial administration of the overall project expenses • Reporting the overall budgetary situation of the project to European Commission whenever needed, after approval of the Project Coordinator, based on the cost declarations from the project partners • Monitoring cost declarations of all project partners every six months, and in case of misunderstandings or errors undertake immediate actionAnswer questions of project partners and of the European Commission in the area of administrative and financial project matters • Providing assistance to the Project Coordinator in the preparation of reports and organisation of meetings • Attend and service all Project Board Meetings an overall vision of the activities of all the various WPs and maintain ongoing detailed collaboration and communication with their partners and the PC.
