Observation/Evaluation. Process Each tenured teacher in Houston School District will be observed and receive formative evaluations three times per year. The evaluation team that will complete these evaluations for each tenured teacher will consist of the Q Comp Site Mentors and the site administrator. A Site Mentor will conduct all three evaluations with one of the observations conducted jointly with the site administrator. All formative evaluations will be based on direct classroom observations and will be scored using the district teacher evaluation form based on Xxxxxxxxx Xxxxxxxxx'x Framework for Effective Teaching with different domains as the central focus on the three-year rotating basis. In the first year, the focus will be on Domains 2: Classroom Environment and Domain 3: Instruction, in the next year, the focus will be on Domain 1: Planning and Preparation and Domain 3: Instruction, and in the third year, the focus will be on Domain 4: Professional Responsibilities and Domain 3: Instruction. Teachers will be expected to achieve an average rating of Proficient or above on the three evaluations. The 2017-2018 school year evaluations will follow the first year focus, and subsequent years will follow the aforementioned schedule. Each probationary teacher will be evaluated by the site administrator using Xxxxxxxxx Xxxxxxxxx'x Framework for Effective Teaching three times per year. In addition, probationary teachers will be evaluated by the Site Mentor on Domains 2 and 3 of the Xxxxxxxxx Xxxxxxxxx model three times per year for a total of six different evaluations. Licensed staff not assigned to direct classroom instruction, such as counselors and nurses, will be evaluated in the same manner as tenured and probationary teachers depending on the specialist's experience with the district. The rubric for these positions will focus on Domain 4: Professional Responsibilities, unless the staff member identifies an area of instruction related to job responsibilities that could be observed for feedback. Each observation/evaluation will include a pre- and post-observation conference. The pre-observation conference will occur within 24 hours prior to the observation and will include both the submission of the pre-observation form by the teacher to be observed and a meeting between the teacher and the observer to discuss the lesson that will be observed and the teacher's personal goals. Teachers will engage in self-analysis and reflection during the pre- and post-observation conferences ...
