Principles of Posting. A. To insure a more efficient and stable work force, an employee may be designated a successful bidder no more than five (5) times during the duration of this Agreement unless such bid:
1. is to a job in a higher wage level;
2. is due to elimination or reposting of the employee’s duty assignment; or
3. enables an employee to become assigned to a station closer to the employee’s place of residence.
B. Specific provisions for posting for each craft are contained in the craft posting provisions of this Agreement.

It is the responsibility of the employee bidding to notify management that the em- ployee is bidding “closer to home.” B In the Mail Handler Craft, Vacant Craft Duty Assignments Will Be Posted for Bid as Follows: B1 Full-time and part-time fixed schedule employees will only bid for vacant assignments within their own category. B2 Full-time employees may apply for residual vacancies in the part-time fixed schedule category, and selection from such applicants shall be based on senior employee meeting the qualification standards. B3 All vacant or newly established craft duty assignments shall be posted for employees eligible to bid. Vacant duty as- signments will be posted within 28 days of the date the assignment becomes vacant unless a determination has been made that the position is to be reverted. If the vacant assignment is reverted, a notice shall be posted within that same 28 day period advising of the action taken and the reasons therefore. In addition, a copy of the notice shall be provided to the appropriate Union representative. B4 When it is necessary that fixed scheduled day(s) of work in the basic work week for a craft assignment be permanently changed, the affected assignment(s) shall be reposted. The change in work days shall not be effected until the job has been posted. B5 The determination of what constitutes a sufficient change of duties, or principal assignment area, to cause the duty as- signment to be reposted shall be subject to local negotia- tions in accordance with local implementation provisions of this Agreement. B6 No assignment will be posted because of change in starting time unless the change exceeds an hour. Any change in starting time that exceeds one (1) hour shall be posted for bid, except when there is a permanent change in starting time of more than one hour and up to and including four hours, the incumbent shall have the option to accept such new reporting time. 3. is due to elimination or reposting of the employee’s duty assignment; or
4. enables an employee to become assigned to a station closer to the employee’s place of residence.

Principles of Posting. A. Newly established and vacant duty assignments involving a change in starting time or off-days shall be posted as follows:
1. All newly established duty assignments shall be posted within ten (10) days for full-time regular employees eligible to bid. All vacant duty assignments shall be posted within thirty (30) days after they occur unless such vacant duty assignments are reverted.
2. If a vacant duty assignment has not been posted within thirty (30) days, local management shall advise the Union in writing of the reason the position is being withheld and the anticipated length of time such position will remain vacant. Unless mutual agreement is reached on an extended withholding period, local management shall periodically advise the Union as to the reasons for withholding a vacancy. If the vacant assignment is reverted, a notice shall be posted within ten (10) working days advising of the action taken and the reason (s) therefor.
3. When it is necessary that fixed scheduled day(s) of work in the basic workweek for a duty assignment be permanently changed, the affected assignment shall be reposted.
4. It is agreed that the Employer is not required to repost a position unless at least fifty percent (50%) of the duties or fifty percent (50%) of the principal assignment area has been changed.
5. No assignment will be posted because of change in starting time unless the change exceeds two (2) hours. If, during the life of this Agreement, there are cumulative changes in the starting time which exceed two (2) hours, the assignment may be reposted.
6. Without exception, posting and bidding for preferred duty assignments shall be by occupational group and level, and shall be restricted to employees in the installation where the vacancy exists.

D. The following action shall cause a duty assignment to be re-posted:
1. Any change in the principle assignment area.
2. A change in the starting time over one (1) cumulative hour.
3. Addition or deletion of more than fifty (50) percent of the essential scheme knowledge.
4. A fifty (50) percent change in the duties.
Principles of Posting. NUMBER OF BIDS DURING CONTRACT
Principles of Posting. A. All vacant and newly established craft duty assignments will be posted on all official bulletin boards for ten (10) calendar days.
B. At the close of the posting period, the senior qualified bidder must be placed in the new assignment the second Saturday following the bid and award closing date.
C. When during or at the end of the deferment period a senior bidder qualifies, he/she must be placed into the new assignment on the second Saturday following qualification.
D. Management shall provide the union with a copy of the bid and the awarding.
E. The following actions shall cause a duty assignment to be reposted:
1. A change in the starting time over one (1) cumulative hour.
2. A change of fifty (50) percent of the required scheme knowledge.
3. A fifty (50) percent change in the posted duties.
F. The Parties may mutually agree to modify the conditions for re-posting depending on the circumstances of the changes provided the changes are not inconsistent or in conflict with the National Agreement.
