Program of Assistance for Improvement. A Program of Assistance for Improvement may be initiated, as determined necessary by the administration. The plan shall be in writing and shall include, as a minimum:
1. The specific deficiencies, which shall be limited to no more than five (5) standards of performance;
2. The required improvements that must take place;
3. A written timeline for the program for improvement of instruction;
4. A discussion with the teacher before implementation and the plan shall be signed by the teacher and administrator;
5. The teacher and administration will be allowed to have representation at the meeting as the plan is discussed. The teacher shall be limited to a representative of or assigned by the Association.
Program of Assistance for Improvement. 1. A Program of Assistance For Improvement means a written plan developed by the District, with Association assistance, that with reasonable specificity:
a. Assists an employee to adapt and improve to meet changing demands of the profession.
b. Identifies specific deficiencies in the employee’s conduct or performance;
c. Sets forth corrective steps the employee may pursue to overcome or correct the deficiencies;
d. Establishes the assessment techniques by which the District will measure and determine whether the employee has sufficiently corrected the deficiencies to meet District standards;
e. Identifies the assistance to be provided by the District;
f. Establishes the timeline for improvement;
g. Identifies what will occur, if the Plan is or is not met.
h. Programs of Assistance are not required for probationary employees
2. A contract employee shall be entitled to a program of assistance for improvement, if the District does not extend an employee’s contract by March 15 of the first year of his/her contract.
3. The employee will be informed that the Association is a resource that may be accessed during the development of the Program for Assistance for Improvement.
Program of Assistance for Improvement. 1. A Program of Assistance For Improvement means a written plan developed by the District, with Association assistance, that with reasonable specificity:
a. Assists an employee to adapt and improve to meet changing demands of the Oregon Education Act For The 21st Century;
b. Identifies specific deficiencies in the employee’s conduct or performance;
c. Sets forth corrective steps the employee may pursue to overcome or correct the deficiencies;
d. Establishes the assessment techniques by which the District will measure and determine whether the employee has sufficiently corrected the deficiencies to meet District standards;
e. Identifies the assistance to be provided by the District;
f. Establishes the timeline for improvement;
g. Identifies what will occur, if the Plan is or is not met.
2. A contract employee shall be entitled to a program of assistance for improvement, if the District does not extend an employee’s contract by March 15 of the first year of his/her contract.
3. The employee will be informed that the Association is a resource that may be accessed during the development of the Program for Assistance for Improvement.
Program of Assistance for Improvement. Probationary and contract teachers who fail to meet District Performance Standards, Oregon Standards of Competent and Ethical Performance may be placed on a program of improvement. A Program of Assistance for Improvement is part of the evaluation and supervision process and is not considered teacher discipline. In any case, if the District has not followed the observation process above for any teacher, they may not be placed on a PAI.
1. Prior to a teacher being placed on a Program of Assistance for Improvement (PAI), the teacher’s supervisor will give the teacher a warning in writing that the teacher may be placed on a PAI. This warning will include the teacher’s areas of deficiency and the District’s expectations for the teacher. The teacher will have twenty (20) days to improve prior to placement on the PAI. The District will define improvement in objective terms.
2. If a teacher is determined by the District to be in need of a Program of Assistance for Improvement, the supervising administrator will notify the teacher in writing of his/her deficiencies prior to developing a written plan of assistance for improvement.
3. The teacher will be afforded the opportunity to contribute to the Plan of Assistance for Improvement. The teacher may be represented by the Association representative of his or her choice throughout the process.
4. When a Program of Assistance for Improvement is completed, the District shall notify the teacher in writing of satisfactory or unsatisfactory completion of the Program of Assistance for Improvement. No PAI will be in place for a period shorter than ninety (90) days unless by mutual agreement between the parties.
Program of Assistance for Improvement. 1. Where significant deficiencies are identified and documented, an employee may be placed on a Program of Assistance for Improvement, except that:
a. An employee will not be placed on a Program of Assistance for Improvement based on alleged failure to meet a standard of performance or comply with a rule, unless the District gives the employee prior written notice of the standard or rule and the opportunity to comply prior to being placed on a Program of Assistance for Improvement.
b. An employee will not be placed on a Program of Assistance for Improvement for any alleged deficiency stated in ORS 342.865 (1)(a), (d), (g), or (h), without prior observation; evaluation; and written notice of alleged deficiency.
c. An employee shall be entitled to a Program of Assistance for Improvement, if the District does not extend an employee's contract by March 15 of the first year of his/her contract.
Program of Assistance for Improvement. A Program of Assistance for Improvement may be a part of the evaluation process. The purpose and design of the Program of Assistance is to improve member performance.
1. The member and the Association President shall be notified of the District’s intent to place a member on a Program of Assistance for Improvement.
2. The member shall have the right to representation at all meetings regarding the Program of Assistance.
3. A meeting shall be scheduled for the purpose of discussing the Program of Assistance. The meeting shall include a discussion of the deficiencies and a review of the written plan which outlines corrective steps to address the identified deficiencies, timelines for implementation and review, and a description of the assistance to be provided by the District. The Program of Assistance may be modified upon input received from the member or the representative.
4. At the end of the Program of Assistance, a meeting shall be held to notify the member of his/her status which may include successful completion of the Program of Assistance, an extension/modification of the Program of Assistance, or a recommendation for dismissal of the member.
Program of Assistance for Improvement. The results of performance observation shall be in writing with a copy to the employee. Where deficiencies, based upon the District's performance standards, are identified by direct observation or other data gathered by the administrator and shared with the certified educator, and are noted in writing in the evaluation process, a certified educator may be placed on a program of assistance for improvement. The use of an electronic storage system shall not apply to Programs of Assistance for Improvement. A program of assistance for improvement will be developed by the evaluator in cooperation with the employee if the deficiencies are serious. A program of assistance for improvement shall be in writing, per ORS 342.815, and shall include the following:
1. The specific District performance standard(s) not met.
2. The specific correction that is expected to take place.
Program of Assistance for Improvement. 1. If teaching performance is considered to be unsatisfactory, the educator shall be placed on a Program of Assistance for Improvement (PAI). The Program of Assistance for Improvement shall include at least two (2) formal observations.
2. The District will notify the Association when an educator is being considered for placement on a Program of Assistance for Improvement.
3. The educator will have the right to representation during meetings concerning the development of a Program of Assistance for Improvement and during all subsequent phases of the Plan. The educator and representative, if any, will have an opportunity for input prior to finalization of the PAI, and may attach a rebuttal statement indicating disagreement with any aspect of the Plan.
4. Normally, no more than three (3) categorical deficiencies shall be listed in any one (1) Program of Assistance for Improvement.
5. Timeline will vary in length depending upon the type and kind of deficiency diagnosed. However, no Program of Assistance for Improvement will extend more than twelve (12) months. Every Program of Assistance for Improvement shall involve a review conference at least every three (3) months.
6. Each statement of deficiency and all descriptions for remediating the deficiency shall be directly related to District performance standards and/or job description.
7. Examples of appropriate optional resources:
a. Videotaping lessons.
b. Release time for participants.
c. Funding substitutes when necessary.
d. Professional counseling services.
Program of Assistance for Improvement. 1. A licensed employee may be placed on a Program of Assistance for Improvement (POAI) as defined in ORS 342.815(7).
Program of Assistance for Improvement. 27.11.1 The Program of Assistance for Improvement shall be in writing and include the following:
27.11.1.1 A description of the deficiency which is to be addressed by the Program of Assistance for Improvement; and
27.11.1.2 A program for achieving the desired performance improvement. The program of assistance shall include:
a. The description of the improvement in performance that the educator is expected to achieve;
b. A description of resources to be used and assistance to be provided by the District; and
c. The program shall contain a reasonable timeline for completion and include a schedule for assessing progress towards achieving improvement in performance.
27.11.2 Upon request of the professional educator, following successful completion of a Program of Assistance for Improvement, the educator shall be given written verification. A copy of this notice shall be placed in the personnel file.
