SCHOOL IMPROVEMENT/SITE-BASED DECISION MAKING. A. The Board and the Association agree that, in conjunction with PA 25 of 1990, MSA 15.4627, et. seq., District-wide School Improvement plans are a shared goal of the parties.

SCHOOL IMPROVEMENT/SITE-BASED DECISION MAKING. 1. INTRODUCTION a. The Board, Administration, Teachers, Support Staff and Association recognize the necessity of maintaining ongoing school improvement plans and importance of continued recognition of quality education services as a fundamental priority and shared goal of the parties. b. The parties also believe that in the process of this collaboration around the implementation of Site Based Decision Making (SBDM), there will be a growing sense of openness of communication, growing trust and, ultimately, a developing ability to problem-solve for the improvement of quality education in the Xxxxxxxx Park Public Schools System. c. The Xxxxxxxx Park Board of Education and the Xxxxxxxx Park Educational Employees Association (MEA/KCEA) agree to explore together a process of decision making that will deliberately place greater authority and responsibility for education and related decisions within the school itself or within the direct educational delivery unit. They will jointly explore changes in structure and procedures that will facilitate this change. d. The Board of Education and the Xxxxxxxx Park Educational Employees Association agree that employee participation in decision-making is effective in providing positive results for education. Composition of the committee must be in compliance with state law. e. The involvement of support staff in building and district school improvement plan shall be voluntary. Compensation for school improvement committee meetings shall be at the regular hourly rate. An invitation to participate from building administrator and a procedure for rotation on/off the school improvement team from the committee shall be issued annually.
SCHOOL IMPROVEMENT/SITE-BASED DECISION MAKING. A. All bargaining unit members are required to be on a school improvement team/committee. These meetings shall normally be held during contractual time. When agreed-upon by union and district, meetings may take place outside the contract parameters. Members shall be compensated at the hourly rate. B. The conditions which follow shall govern employee participation in any and all plans, or projects included in the term school improvement. C. The Master Agreement may not be modified in whole, or in part. Any school improvement decisions affecting member working conditions will be approved by the Executive Board of the VBEA before implementation and memorialized in a letter of understanding D. Decisions of committees must be approved by 60% of the members who will be affected by the decision. All decisions of school improvement committees will be for a specific duration not to exceed two school years. E. The committees are free to address topics affecting school programs, but shall not address salaries, benefits or teacher performance, or in any way nullify the collective bargaining agreement. F. The VBEA and the Van Buren Board of Education support the school improvement process.
SCHOOL IMPROVEMENT/SITE-BASED DECISION MAKING. A. School Improvement Plans (SIP) B. In the event that any provision(s) of a SIP or application thereof violates, contradicts, or is inconsistent with the collective bargaining agreement, the collective bargaining agreement shall prevail. C. Any provision(s) of a SIP or application thereof affecting the wages, hours, and/or other terms and conditions of employment, or the impact of any wages, hours, and/or other terms and conditions of employment of any bargaining unit members must have the written approval of the Association prior to being adopted and/or implemented. D. The conditions which follow shall govern employee participation in any and all plans, programs or projects included in the term SIP: 1. Participation by the employee is voluntary. 2. Participation or non-participation shall not be used as a criterion for evaluation, discipline or discharge. E. Site-Based Decision Making (SBD) F. Participation on a SBD committee is voluntary and shall not be a part of a teacher's evaluation, or otherwise be used to discipline the teacher. G. SBD committee will be composed of only employees of the Board. Non-employee consultants may be used with the consent of the committee members. Committee decisions will be by consensus. The chairperson of the committee will be selected by the committee. H. Committee decisions that require a deviation from the agreement will be permitted only after a properly executed Letter of Agreement between the Association and the Board. I. The Association shall have the option to appoint two (2) members to the Site-Based Decision Making Committee in each building.
SCHOOL IMPROVEMENT/SITE-BASED DECISION MAKING. A. The Board and the Association recognize that employees at individual schools are given increased responsibility pursuant to planning and problem solving which focus on improving quality and de- livery of educational services. B. A Building Site-Based decision-making committee of volunteers may be established for the purpose of school improvement planning. This committee will submit all plans to the Board of Education for approval. C. If any aspect of a site-based decision-making plan is contrary to the terms of the collective bargain- ing agreement, said aspect will not be implemented unless the SDC obtains a waiver from the As- sociation. Said waiver must be in writing and must specify the contractual provision waived, the nature and duration of the waiver, and the employees affected by the waiver. The waiver will be considered an addendum to the collective bargaining agreement, and any dispute as to its interpre- tation or application will constitute a grievance within the meaning of said agreement. No such waiver shall be precedent setting nor shall it extend beyond the life of this agreement. D. Except to the extent waived above, the collective bargaining agreement will remain in full force and effect and have full application to the employees who are affected by the site-based decision-making arrangement. E. No employee will be excluded from the bargaining unit as a supervisory or managerial employee within the meaning of the Labor Relations Act by reason of his/her participation in a site-based decision-making arrangement. F. The Board reserves the exclusive right to reject a proposed plan, and to reject a request for renewal or extension of a plan. In those instances where a proposed plan is rejected or not renewed, the Board will identify the reasons. It is expressly understood that the Board's decision to reject a proposal or not to renew/ex- tend a plan is not subject to the grievance procedure detailed in Article XIII. G. Participation in site-based decision-making necessitates work beyond the regular workday. Partic- ipants will be compensated according to Schedule B. Participants anticipating compensation ac- cording to Schedule B shall make their intentions known to the administration and may so be ex- cused from the volunteer school improvement planning team for that month.

  • School Improvement The parties do hereby mutually agree that the school improvement process currently in effect will continue. Any plan developed by the committees shall not be in conflict with the master agreement or board policy.
