Temporary Filling of Vacancy. A. Until a qualified applicant is selected, the Executive Director of Human Resources or his/her designee may fill a vacancy on a temporary basis but, if the temporary employee applies for the vacancy, s/he shall not be considered to have greater qualifications than the other applicants.
