User’s Guide. (1) With regard to the practical aspects of the cooperation and the implementation under this agreement, the Parties shall prepare a legally non-binding Users’ Guide in English language. The Users’ Guide shall contain inter alia information on
a. the technical details of the XML-Datasets
b. the technical details of transforming the datasets into XML document format
c. the technical details for the use of the EUCARIS-System
d. the relevant national laws of the Parties
e. the national templates for the information letter as defined by Article 3 of the CBE-Agreement.
(2) Upon mutual agreement one of the Parties may establish a secure website containing the Users’ Guide and other relevant documents and information concerning the implementation and application of the CBE-Agreement and the ATIA. The other Parties shall support this website by providing the necessary information.
User’s Guide. The DEPARTMENT shall develop and have an approved Methodology Letter of Understanding (MLOU) for this project prior to the Notice to Proceed (NTP) for this project. The MLOU will establish the Area of Influence (AOI) for the project IAR, the type of IAR document needed, as well as the delegation of authority for final approval. The CONSULTANT shall prepare the IAR concurrent with the PD&E study following the parameters established in the MLOU.

User’s Guide. The goal of i-PAS is to establish a program that not only meets the requirements of the Agreement, but also recognizes exceptional performance; monitors substandard performance; and identifies personnel engaged in at-risk behavior. With assistance from Oakland’s Information Technology Department, we now have an i-PAS program that has received national recognition by the Public Technology Institute. We will continue working to meet all the requirements of the Agreement, as we work towards recognition as one of the premiere law enforcement agencies in the nation. In conclusion, the Oakland Police Department remains focused on achieving the goals of the Agreement and becoming a more professional organization. I encourage community leaders and those who care about our members and the quality of our work to continue to give us feedback and to partner with us as we continue our efforts. In the next reporting period we intend to continue our improvements in the operations and investigations of the Internal Affairs Division, use of force investigations and i-PAS. We will also begin the process of becoming certified by the Commission for the Accreditation of Law Enforcement Agencies (CALEA), a long and arduous process which I believe will make us a better organization. We have attained compliance with many of the Agreement tasks and are working tirelessly to achieve compliance with the remaining items. The Agreement represents a series of changes needed to create and maintain an agency that champions the rights of the community we serve. When we conscientiously guard the constitutional rights of our customers, we build a trust with the community that will bear fruit in our efforts to fight crime During this last reporting period, the IMT and the OIG have conducted audits that have shown significant progress. Areas where the Department has received failing grades in the past are now in compliance or on the cusp of compliance. Such compliance came as a direct result of the hard and tireless work of the staff at OPD and other stakeholders to the Agreement. Since the beginning of the Agreement, there has been criticism regarding the perceived rigidity of the document.
