BACKGROUND/DISCUSSION. The University of Idaho (UI) is developing a Center for Organic Studies at property near Sandpoint, Idaho previously gifted to the Regents for such use. The property does not have adequate electric service. To extend electric service, the local utility, Northern Lights, Inc, must place new service delivery equipment on Regents property. The local utility requires an easement for placement of the service requested by University staff for the operation of the Center.
BACKGROUND/DISCUSSION. On November 6, 2012, Kirkland voters approved Proposition 2: City Parks Maintenance, Restoration and Enhancement Levy. The levy is projected to raise $2.35 million annually to fund preservation, maintenance and enhancement of Xxxxxxxx'x parks and natural areas. The levy increases the level of maintenance of Xxxxxxxx’x parks, provides lifeguards at Houghton, Waverly and Xxxxxxx beaches, continues the restoration of Xxxxxxxx’x forests and natural areas (Green Xxxxxxxx Partnership), provides for the maintenance of the Cross Xxxxxxxx Corridor and includes funding for the ongoing maintenance of Xxxxx X. Xxxxx Park (also called “O.O. Xxxxx Xxxx”). On March 19, 2013, the City Council approved the Transfer Amendment of the Xxxxx X. Xxxxx Park Management and Maintenance Agreement between the City of Seattle Department of Parks and Recreation and Xxxx Xxxx Park and Recreation District (“FHPRD”) to the City of Xxxxxxxx (the “Amendment”). The Amendment provided a short-term transfer of the agreement that existed between FHPRD and Seattle Parks to the City of Xxxxxxxx until an Interlocal Agreement for the management of Xxxxx X. Xxxxx Park is reviewed and approved by both Seattle City Council and Xxxxxxxx City Council. The Interlocal Agreement Between Seattle Parks and the City of Xxxxxxxx for operation and maintenance for O.O. Xxxxx Xxxx authorizes the City to operate, access, manage, maintain, use and occupy the park and outlines standards for maintaining the park. BACKGROUND/DISCUSSION. Idaho State University (ISU) seeks approval from the Board to increase the maximum total cost of construction of the Idaho Central Credit Union Bengal Alumni Center to $11,700,000. Due to rapidly inflating labor and building material costs, the project bids came in significantly higher than anticipated at $11,700,000, which is $2,500,000 more than approved by the Board in August 2020. ISU and the ISU Foundation have developed a fundraising strategy to cover the project cost escalation, so that the remaining funds will be raised during construction of the project. The ISU Foundation has agreed to serve as a guarantor of the contributions up to $2,500,000. ISU previously agreed to commit $ 2,000,000 of institutional reserves to the project to match a generous donor commitment of $2,000,000. Philanthropic Support $ 9,700,000 Total $ 11,700,000 As ISU continues to focus aggressively on enrollment growth, fundraising, branding and image building, the new Idaho Central Credit Union Bengal Alumni Center will provide a state-of-the-art facility for the enhancement of those functions. The Center will enrich student recruitment and outreach efforts to business and industry. In addition, approval of this project will fulfill a commitment made by ISU over a number of years to ISU donors who have provided the majority of the funding for the project. Given significant increases in the cost of construction generally, and building materials in particular, Idaho State University finds itself in a challenging situation. Delays in the Idaho Central Credit Union Bengal Alumni Center project will likely only inflate costs to a greater degree, and it is imperative that ISU respond quickly to complete the project before the costs increase again above the current $369/square foot, including sitework, which the Division of Public Works has indicated is reasonable in the current building environment. Since the ISU Foundation is willing to serve as the guarantor to keep the cost locked in at the current increase, ISU has established a path forward without any greater investment of University reserves or the need for financing. BACKGROUND/DISCUSSION. This authorization request seeks to allow the University of Idaho (UI) to enter into an Air Service Agreement with Alaska Airlines, Inc. (Alaska) to provide regularly scheduled direct air service between Boise Airport (BOI) and Pullman-Moscow Airport (PUW). UI seeks to establish regular, scheduled air travel from southern Idaho to north central Idaho to expedite travel to and from our state capital for students, families, employees, and business partners. To incentivize a new destination and flight schedule from BOI to PUW, UI would agree to guarantee revenue to Alaska Airlines for a maximum of $500,000 per year for three years (maximum of $1.5 million) if revenue from scheduled flights does not exceed the minimal profitability level agreed to by both parties.
BACKGROUND/DISCUSSION. On June 15, 2020 the City Council directed staff to issue a Request for Proposals (RFP) for engineering design and construction administration services associated with the 2021 Pavement Management Program (PMP) Street and Utility Improvement project. The scope or work contained within the RFP is provided in Attachment A. The RFP was issued to seven consulting firms. All seven firms submitted a proposal response on July 14, 2020. Proposals were evaluated by the Public Works Director, Assistant City Engineer and City Administrator based on five criteria: project understanding and approach; team qualifications; experience; delivery schedule, and cost. The results of the proposal evaluation is provided in Attachment B. Based on a review of the proposals, staff recommends approving a professional services agreement to Xxxxxx & Xxxx for the 2021 PMP project. The Xxxxxx & Xxxx proposal provided a clear and organized approach, a team with experience in similar street and utility improvement projects, a detailed project delivery schedule, and sufficient hours to complete a quality design and properly administer the construction process. The City Attorney has reviewed the proposed professional services agreement with Xxxxxx & Xxxx as provided in Attachment C. Staff recommends approval of the agreement.
BACKGROUND/DISCUSSION. The City Council recently reviewed the proposed Agreement for Maintenance of Traffic Control Signals and EVP System at the work session on November 16, 2020. The agreement defines ownership, maintenance, and on-going cost participation for installation of the proposed new traffic signal on Lexington Avenue at Target Road as part of the Lexington Avenue Improvement project. The new traffic signal would provide controlled access to the proposed third phase of the Lexington Station Development site. A copy of the proposed signal agreement is provided in Attachment A. The 2013 Master Planned Unit Development (PUD) agreement for the Lexington Station commercial site includes access and cost participation requirements related to the proposed Target Road traffic signal. The master PUD agreement states that full development of the Lexington Station commercial property will include a new access driveway aligned with Target Road to replace the current access point along Lexington Avenue. The new access is required to include the proposed traffic signal at Target Road based on a completed traffic study. The master PUD agreement further requires the developer of the Lexington Station site to pay for or accept an assessment against the project property for the cost of the access improvements, including the traffic signal. The developer for Lexington Station Phase 3 is currently working with the property owners of the Arby’s site and the Big O Tires site to determine if they wish to gain access to the future Target Road signalized intersection through a shared access agreement and participate in the project costs. The three other traffic signals along Lexington Avenue at County Road E, Grey Fox Road and Red Fox Road would continue to be governed by the existing signal agreements approved in 1990. The City Attorney has reviewed the proposed Agreement for Maintenance of Traffic Control Signals and EVP System document. Staff recommends approval of the agreement.
BACKGROUND/DISCUSSION. The City operates and maintains two water reclamation treatment facilities that produce A+ quality reclaimed water used for irrigation, industrial cooling, and exchange for potable water resource through agreements with the Gila River Indian Community. The Airport Water Reclamation Facility (AWRF) is located at 000 X. Xxxxx Xxxxx Xxxx and the Ocotillo Water Reclamation Facility (OWRF) is located at 0000 X. Xxx Xxxxx Xxxx. Due to the age of these facilities, various components of both AWRF and OWRF are in need repair and rehabilitation in order to operate in a safe and reliable manner. The City is currently in the design phase of a large plant rehabilitation project that will include work at both AWRF and OWRF and has chosen the Construction Manager at Risk (XXXX) delivery process to complete the construction. The City's XXXX contractor is working to complete the first Guaranteed Maximum Price proposal (GMP) for review by staff and a subsequent request for approval by City Council. As part of this process, it has been customary for the City to hire a third party firm to review the GMP estimate and confirm the proposed cost for the work is within industry standards and provides a good value to the City. To complete this review effort, the firm of Rider Xxxxxx Xxxxxxxx, Ltd., will be contracted for the Water Reclamation Facility Improvements Cost Estimating Services. The project scope of work consists of preparation of a cost review of the Guaranteed Maximum Price (GMP) packages. The contract completion time is 240 calendar days following Notice to Proceed.
BACKGROUND/DISCUSSION. The City of Citrus Heights has secured funding to build a multi-use trail within Citrus Heights. The Trail will travel through 5 park properties within Sunrise Recreation and Park District. Those properties are C-Bar-C, Northwoods, Tempo, Woodside Oaks and Olivine parks. Sacramento County Real Estate Division will assist the District with the Easement Conveyance Agreement and pertinent deeds and documents. All documents will be reviewed and approved by County Counsel. The District is not funding County Real Estate staff time for this transaction.
BACKGROUND/DISCUSSION. The Idaho Indian Education Committee serves as an advisory committee to the State Board of Education (Board) and the State Department of Education (Department) on educational issues and how they impact Idaho’s American Indian student population. The committee also serves as a link between Idaho’s American Indian tribes. Pursuant to Board Policy I.P. the Idaho Indian Education Committee consists of 19 members appointed by the Board. Each member serves a term of five years. Appointments to vacant positions during a previous incumbent’s term are filled for the remainder of the open term. The membership consists of: • One representative from each of the eight public postsecondary institutions • One representative from each of the five tribal chairs or designee • One representative from each of the five tribal education affiliations (K-12) • One representative from each of the two Bureau of Indian Education schools • One representative from the State Board of Education, as an ex-officio member The Kootenai Tribe has forwarded Xx. Xxxx Xxxxxx’s, name for consideration as their tribal chair representative on the Indian Education Committee. This appointment will fill one of the six vacant seats on the committee. BACKGROUND/DISCUSSION. The chief executive officer of each institution may waive the prohibition against possession or consumption of alcoholic beverages only as permitted by, and in compliance with, Board policy. Immediately upon issuance of an Alcohol Beverage Permit, a complete copy of the application and the permit shall be delivered to the Office of the State Board of Education, and Board staff shall disclose the issuance of the permit to the Board no later than the next Board meeting. The last update presented to the Board was at the October 19, 2017 Board meeting. Since that meeting, Board staff has received forty-six (46) permits from Boise State University, eighteen (18) permits from Idaho State University, twenty - five (25) permits from the University of Idaho and twelve (12) permits from Xxxxx- Xxxxx State College. Board staff has prepared a brief listing of the permits issued for use. The list is attached for the Board’s review. Professional Standards Commission – Xxxxx-Xxxxx State College – State Team Focused Visit Report August 2014 Board accepted the State Team Report and granted conditional approval of the Special Education, Biology, Chemistry, Earth and Space Science, And English as a new Language programs at Xxxxx-Xxxxx State College. Idaho State Board of Education Governing Policies & Procedures, Sections 33- 1254 and 33-1258, Idaho Code The Professional Standards Commission (PSC) is tasked with conducting a full unit review of all State Board-approved teacher preparation programs in Idaho on a seven-year cycle. Any programs that are Conditionally Approved require a subsequent Focused Visit within three (3) years of the full unit review. The PSC convened a State Review Team containing content experts and conducted the focused visit of Xxxxx-Xxxxx State College April 23 - 25, 2017. The PSC reviewed the final report submitted by the State Review Team and voted to recommend that the State Board of Education approve the State Team Focused Visit Report as written. The recommendations in this report will enable Xxxxx-Xxxxx State College to continue to prepare teachers in the best possible manner, ensuring that all state teacher preparation standards are being effectively embedded in their teacher preparation programs.
