(1) Council employees who are re- sponsible for FMP development and monitoring.
(2) A Council for use by the Council for conservation and management pur- poses, with the approval of the Assist- ant Administrator. (i) The possibility that Council mem- bers might gain personal or competi- tive advantage from access to the data.
(ii) The possibility that the suppliers of the data would be placed at a com- petitive disadvantage by public disclo- sure of the data at Council meetings or hearings.
(3) A contractor of the Council for use in such analysis or studies nec- xxxxxx for conservation and manage- ment purposes, with approval of the Assistant Administrator and execution of an agreement with NMFS as de- scribed by NOAA Administrative Order (NAO) 216–100.

Councils could decide how to conduct this review and after piloting a number of schemes Lancaster City Council decided to complete the exercise using the Greater London Provincial Council Scheme (GLPC) which it felt would ensure that the way employees are paid is equitable and fair.

7.10 If, at a meeting of the Joint Committee, a matter is not determined by a majority vote pursuant to Clause 7.9, that matter ("JC Unresolved Matter") shall be deferred for consideration at the next Joint Committee Meeting which shall be convened within ten (10) Business Days of that meeting. If at the reconvened Joint Committee meeting the JC Unresolved Matter is not determined by a majority vote, the Chairperson shall have a casting vote in respect of that JC Unresolved Matter.
7.11 Without prejudice to Clause 7.10, if one Council requests that a decision of the Joint Committee be deferred, the Chairperson shall defer such decision until the next Joint Committee Meeting which shall be convened within the next ten (10) Business Days of that meeting.
7.12 Each Council shall provide all information reasonably required upon request by the Joint Committee and shall comply with any decisions of the Joint Committee to request such information.
7.13 Each Council shall consult with the other Councils to ensure the diligent progress of the day to day matters relating to any Joint Committee Matters.
7.14 The Host Authority will provide clerical support for the Joint Committee including convening meetings and maintaining minutes.
7.15 The Project Gwyrdd Team will provide financial, legal, procurement and technical advice and support to the Joint Committee as and when required.

A. The Professional Council shall function as an informal discussion group to facilitate communication between the Association, the Administration, and the Board of Education.
B. The Professional Council shall meet at mutually agreed upon times to discuss, isolate and define problems relating to the school system, and to maintain an informal dialogue between the Association, the Administration, and the Board of Education. The agenda will be mutually determined by the Superintendent and the Association President.
C. Membership of the Council shall include six (6) members of the Association, the Superintendent and the Board of Education. Additional members of the Association and the Administration may attend whenever the purpose of the meeting would be enhanced by such attendance.
Section 2 School Discussion Groups
A. There shall be in each school building an informal discussion group to facilitate communication between professionals and administrators. The agenda shall be mutually determined by the Association building president and the building principal.
B. Membership on the School discussion group will be mutually determined by the Association building president and the building principal except that the Association may unilaterally appoint three representatives to the group.
