General Guidance. In order to facilitate evaluation, and avoid omission or under- valuation of any individual job feature, the broad Knowledge and Skills area has been divided into a number of discrete factors. As a general rule, a specific type of knowledge and skill should be evaluated under only one of these factors, but distinct aspects of a skill may be evaluated under different factors, for example:- where sufficient knowledge of the structure, syntax and alphabet of a language other than English is required, for example, for translation or drafting purposes, then the level of knowledge required should be assessed under the Knowledge factor. Word Processing/ Typing Knowledge and Skills: knowledge of how to operate a typewriter or computer keyboard and of associated lay-out techniques or software packages should be assessed under the Knowledge factor: and: the dexterity and co-ordination skills needed to achieve required standards of accuracy and speed should be assessed under the Physical Skills factor.
General Guidance. The sponsor will verify that the apprentice has completed all requirements of apprenticeship including a signed copy of transcripts from the sponsor, provider or sponsor of the related instruction. The field office representative shall have in evidence an electronic or written Application for Certification of Completion of Apprenticeship. When a large number of apprentices are completing at the same time from the same occupation, one application form from the sponsor can be used with an attached list of pertinent information for the completing apprentices. When the sponsor has more than one occupation or more than one employer, the sponsor should complete separate forms for each occupation and employer, follow the procedure above. The occupation identified, must be the occupation title as listed in the most current List of Officially Recognized Apprenticeable Occupations. For sponsors who use a slightly different occupational title, OA staff may use the sponsor’s title as long as the officially recognized occupational title is included in parenthesis under the sponsor’s occupational title. Please see attached “sample” for reference. The term “journeyman, journeyworker, journeyperson, etc.” should not be included in the occupational title. These terms are used to describe a level of competency rather than an occupational title. In rare instances where a program sponsor may utilize such a term above in their occupational title and that terminology is consistently used within their organization and training materials, OA staff may use that terminology on the sponsor’s occupational title as long as the officially recognized occupational title is listed in parenthesis under the sponsor’s title. The practice of using a level of competency in the occupational title should be discouraged when possible. The sponsor’s name on the Certificate of Completion of Apprenticeship shall be as it is registered and approved in their apprenticeship standards. The date completed shall be the date of completion as indicated on the request form.

General Guidance. The guidance in this Chapter goes wider than the law partly because of the need to maintain public confidence in the Treasury, and partly to protect Treasury officials against unfair and unfounded criticism. The Treasury is not concerned to pry into the private affairs of individuals but all members of staff have a responsibility to preserve the Treasury's excellent reputation for the strictest integrity. Staff should follow the guidance below in applying the basic principle set out in the Basic Principles paragraph above: • in all cases where an individual member of Treasury staff has a relevant private financial interest in something with which they might have to deal officially they should declare it in writing to their line manager; • where the information or the private interest is specific (for example, knowledge of a particular company's affairs, or owning shares in a particular company) the right course will be either to avoid any dealings in those investments for as long as the information continues to be confidential and price-sensitive, or to leave colleagues to deal with the specific decision to be taken, letting the line manager know, in writing, of the reason; • if Treasury staff have substantial investments or if they are an executor or trustee in circumstances where a conflict of interest could occur between their management of the investments and their official work, they should consider the use of a third party to manage their affairs on a day to day basis, subject to periodic discussions with the third party on the general policy he or she is to follow. Staff should copy to their HR manager all written notifications which they send to their line manager under the guidance given in this Chapter. The line manager should do the same with any guidance given to the individual concerned. This guidance applies to what individual members of staff do, whether it is for their own benefit or for anyone else's (including spouses, parents and children), or if they are acting as an executor or trustee. It does not directly apply to dealings in which spouses, parents or children take their own separate decisions. Those decisions will be insulated from any member of staff's official knowledge by the rule that staff must not in any case give official information to anyone else.

General Guidance. The evaluation will be limited to the information provided by Xxxxxxx’s and nothing will be assumed. To meet the minimum requirements, the Offeror shall furnish enough definitive, supportive information on the factor areas to effectively describe the Offeror’s capability to adequately support the solicitation requirements. The evaluators will utilize the Offeror’s response to the solicitation as a vehicle for validating the Offeror’s understanding and capability to perform as it relates to each of the evaluation criteria. The Offeror’s proposal is presumed to represent its best efforts to respond to the solicitation. All inconsistencies, whether real or apparent, between promise performance and price shall be explained in the proposal. Unexplained inconsistencies resulting from the Offeror’s lack of understanding of the nature and scope of work for the overall solicitation or their lack of financial ability to perform the contract may be grounds for not receiving an award.
