High Quality Student Data. (HQSD)
A. Each evaluation shall contain at least two (2) measures of high-quality student data (HQSD). When applicable to the grade level or subject area taught by the teacher being evaluated, HQSD shall include the value-added progress dimension as one
(1) source of HQSD.
High Quality Student Data. 1. High Quality Student Data (HQSD) will apply as long as required by law.
2. Each evaluation shall contain at least two (2) measures of high-quality student data (HQSD). When applicable to the grade level or subject area taught by the teacher being evaluated, HQSD shall include the value-added progress dimension as one
(1) source of HQSD.
3. HQSD may be used as evidence in any component of the teacher’s evaluation related to the OTES 2.0 rubric which include HQSD.
4. The District Evaluation Committee will review HQSD instrument(s) to verify they meet the following criteria:
a. Align to learning standards;
b. Measure what is intended to be measured;
c. Be attributable to a specific teacher for course(s) and grade level(s) taught;
d. Demonstrate evidence of student learning (achievement and/or growth);
e. Follow protocols for administration and scoring;
f. Provide trustworthy results; and
g. Do not offend and are not driven by bias.
High Quality Student Data. (HQSD)
a. Beginning 2022-2023, Teachers will be notified as to what student assessments can be utilized to enhance instruction and improve student learning for the appropriate grade level, the data from which may be considered high-quality student data no later than September 1 for the upcoming school year. The high-quality student data shall include value-added progress dimensions, when applicable.
b. The teacher shall submit at least two measures of high-quality student data to provide evidence of student learning attributable to the teacher being evaluated for approval no later than September 26.
i. The evaluation committee shall review and approve all submitted HQSD instruments by October 17.
ii. Any HQSD instruments rejected by the evaluation committee shall be returned to the Teacher/group with specific designation of deficiencies by October 17 with a timeline of ten (10) school days for the resubmittal of the corrected or a differently selected HQSD instrument.
c. Teachers shall submit all HQSD results to his/her evaluator by the second Friday in April.
d. Evaluators shall conduct a final meeting with individual teachers to discuss HQSD scores by May 10.
High Quality Student Data. Information derived from instrument(s) rigorously reviewed and approved by local educators which provides evidence of student learning that can be directly attributed to the teacher being evaluated.
High Quality Student Data. As part of an evaluation, at least two (2) measures of high quality student data will be used to provide evidence of student learning attributable to the teacher being evaluated. When applicable to the level or subject area taught by the teacher, high quality student data shall include the value-added progress dimension established under R.C. 3302.021, but the teacher or evaluator shall use at least one (1) other measure of high quality student data to demonstrate student learning. In accordance with guidance issued by the Ohio Department of Education, high quality student data may be used as evidence in any component of the evaluation related to the following:
1. Knowledge of the students to whom the teacher provides instruction;
2. The teacher’s use of differentiated instructional practices based on the needs or abilities of individual students;
3. Assessment of student learning;
4. The teacher’s use of assessment data;
5. Professional responsibility and growth. Shared attribution of student performance data among all teachers in the District, or by building, grade, content area, or other group, is prohibited. The use of student learning objectives is prohibited. Neither high quality student data nor any other student academic growth measures shall be used to measure student learning attributable to a teacher for the 2021-2022 school year.
High Quality Student Data. High-quality student data (HQSD) is used to guide instructional decisions and meet student learning needs. HQSD must be reviewed by locally determined experts in the field of education to meet all of the required criteria and the teachers must use the data specified in and generated from the HQSD data instrument (Appendix C). Evaluations must use at least two measures of HQSD to provide evidence of student learning attributable to the teacher being evaluated when required. When applicable to the grade level or subject area taught by a teacher, HQSD includes the value-added progress dimension established under R.C. 3302.021, except when otherwise prohibited by law. HQSD may be used as evidence in any component of the evaluation where applicable. Data from ODE vendor-approved sources may be considered HQSD as approved by the teacher and evaluator. Teacher-generated measures that meet all criteria on Appendix C will be approved by both the teacher and evaluator.
High Quality Student Data. (HQSD)
a) Data obtained from HQSD shall not be used for employment decisions, including but not limited to, nonrenewal, termination, reduction in force and recall.
b) No evaluation factor shall be impacted solely by student performance on a test or tests.
c) HQSD shall not be aggregated to provide “shared attribution” among teachers in the District, building, grade, content area, or other group.

1. Each evaluation shall contain two (2) measures of high quality student data (HQSD). When applicable to the grade level or subject area taught by the teacher being evaluated, HQSD shall include the value-added progress dimension as one (1) source of HQSD.
2. When utilizing vendor assessments to construct HQSD, all related teaching, student, and other educational materials shall be purchased, and all affected staff shall be trained on utilization of the assessment program.
a. When utilizing a vendor assessment, the District shall assess the financial impact on the budget and provide a copy to the Association President not less than sixty (60) days prior to Board consideration.
b. The Evaluation Committee shall provide a recommendation to the Superintendent and Association President on the use of a proposed vendor assessment prior to submission to the Board of Education. The committee may ask for the vendor to make a presentation to the committee.
c. All new vendor assessments shall be piloted for three (3) years prior to being used as a source of HQSD,subject to the following;
i. Participation in the pilot is voluntary.
ii. All teachers and credentialed evaluators will be trained on the vendor assessment at the beginning ofthe pilot.
iii. Teachers participating in the pilot shall be provided _ of hours of release time to train, meet,and reflect on the vendor assessment each year of the pilot.
iv. An assessment by the Evaluation Committee shall occur in May of each school year.
v. The committee shall provide a recommendation whether to implement the vendor assessment as HQSD to the Superintendent and Association President by May 1 of the third year of the pilot.
High Quality Student Data. 1. Bargaining unit members shall use high quality student data, including Value Added Measures (VAM) as required by law. Participants shall not utilize student learning objectives (SLOs) or shared attribution.
2. HQSD shall be determined through collaboration between the teachers and the evaluators using OTES 2.0 framework.
3. Each evaluation shall include two (2) measures of HQSD. The teacher’s explanation of the use of HQSD may serve as evidence of their knowledge of the students to whom they provide instruction, the use of differentiated instruction practices, assessment of student learning and the use of assessment data to inform their instruction.
4. The performance of students on any test shall not be used in the observation or evaluation of a teacher. The HQSD shall include student performance on assessments which shall only be used to inform instruction.
High Quality Student Data. The Association and Board agree that instruments for collecting high-quality student data (HQSD) will be evaluated and approved by department and/or grade level teams, which may include the administrator. Once approved by a team, the building administrator can make suggestions for improvements.
