Credentialed Evaluators. The Board will adopt a list of approved credentialed evaluators. Each teacher evaluation conducted under this policy shall be conducted by a person who: 1) who is eligible to be an evaluator in accordance with O.R.C. § 3319.111(D); 2) who holds a credential established by ODE for teacher evaluation; 3) has completed state- sponsored evaluation training and has passed an online credentialing assessment; and 4) is employed by the Board as an administrator.

Each counselor evaluation conducted under this policy shall be conducted by a person: 1) who is eligible to be an evaluator in accordance with ORC 3319.111(D); and 2) who holds a credential established by ODE for being an evaluator; and 3) who is eligible to be an evaluator based on the criteria identified and explained within the collective bargaining agreement. Every evaluator must complete state sponsored evaluation training and is required to pass an online credentialing assessment. Credentialing should be up to date according to ODE standards.

The Superintendent shall assign a credentialed evaluator to each teacher. Credentialed evaluators assigned by the Superintendent shall be employees of the Board. Reasonable efforts will be made to limit the number of credentialed evaluators assigned to a building to three (3) evaluators.

Teachers are assigned a final holistic rating of Accomplished, Skilled, Developing or Ineffective. This rating will be based on a combination of informal and formal observations and supporting evidence using the Teacher Evaluation Rubric. Annually, the Board submits to the ODE the number of teachers assigned a final holistic rating, aggregated by the teacher preparation programs from which, and the years in which, the teachers graduated. The name of, or any personally identifiable information about, any teacher reported in compliance with this provision cannot be required. The full evaluation cycle includes: • Professional Growth/Improvement Plan; • One formal holistic observation, followed by a conference; • At least two classroom walkthroughs – with an emphasis on identified focus area(s) when applicable; • One formal focused observation – with an emphasis on identified focus area(s) and • One final summative conference. The teacher performance measure of the evaluation cycle is aligned with the following Ohio Standards for the Teaching Profession: • Understand student learning and development, respect student diversity and hold high expectations for all students to achieve and progress at high levels; • Understand the content areas for which they have instructional responsibility; • Understand and use varied assessments to inform instruction and evaluate and ensure student learning; • Plan and deliver effective instruction that advances the learning of each student; • Create learning environments that promote high levels of learning and achievement for all students; • Collaborate and communicate with students, parents, other teachers, administrators and the community to support student learning and • Assume responsibility for professional growth and performance as an individual and as a member of a learning community. The Superintendent/designee selects/develops evaluation tools to calculate teacher performance. The Board directs the Superintendent/designee to develop procedures for these evaluation tools. Teachers, who are on limited or extended limited contracts pursuant to State law and under consideration for nonrenewal, receive at least three formal observations during the evaluation cycle. Credentialed Evaluators. 1. Evaluations, observations and walkthroughs must be completed by the certified staff member’s building administrator, central office staff or credentialed Stark County Educational Service Center employees assigned to the district as Assistant Superintendent, Gifted and Talented Supervisor, Curriculum Director or Instruction Supervisor. For certified teachers working within specific specialized program areas such as special education or gifted education; evaluations, observations and walkthroughs may be completed by either a building administrator or the administrator directly responsible for supervising the program. The evaluator shall not be a bargaining unit member.

Additional observations may be performed by other certified District Administrators. 2. Members will be advised of the name of their evaluator by September 30th of each year, or in the case of a new teacher, within thirty (30) days of the first day employed after September 30, they will be notified in writing of the name and position of their evaluator. A member’s evaluator may change during the course of the year due to unforeseen circumstances (e.g., leave of absence, separation, etc.) Members who have a legitimate conflict with their evaluator that could interfere with them receiving a fair evaluation, as determined by the Superintendent or designee in their sole discretion will be assigned a different evaluator.
