Program Guidelines and Standards. The Milwaukee Public Schools requires each Community Learning Center (CLC) to create a CLC Program Plan that is closely aligned to and supports the School’s Improvement Plan (SIP). CLC sites must provide academic enrichment activities designed to address identified achievement gaps and support student academic achievement in reading, math and other areas of need. In addition to an academic component, each CLC is also required to design and implement activities and programs for youth recreation and family enrichment that support student learning. The CLC Program Plan should describe in detail these activities and programs. As partners, the School and the Lead Agency must work together to develop the CLC Program Plan. Each site’s Program Plan will be reviewed and approved by the CLC Project Team. Evaluation of each site will be based on the CLC Program Standards. The purpose of the program is to create community learning centers that provide students with academic enrichment opportunities as well as additional activities designed to complement their regular academic program. Community learning centers must also offer the families of these students, literacy and related educational development. CLCs, which can be located in elementary or secondary schools or other similarly accessible facilities, provide a range of high-quality services to support student/family learning and development, including tutoring and homework help, academic enrichment (such as hands- on science or technology programs), community service opportunities, as well as music, arts, sports, and cultural activities. At the same time, centers will help working parents by providing a safe environment for students when school is not in session. The Grantee Organization will: a. Oversee Incentive distribution to customers using federal food assistance benefits (also called Supplemental Nutrition Assistance Program (SNAP), food stamps, Electronic Benefits Transfer (“EBT”) and Bridge Card) at the Market. i. A customer at the Markets will receive a value of Incentive equal to the amount of SNAP dollars spent on any fresh produce (fresh fruits and/or vegetables), up to $20 per day, when the Program is operating and funds are remaining. ii. To earn Double Up Food Bucks Incentive, customers must purchase fresh produce with EBT tender. The Incentive may be used (redeemed) to purchase any fresh produce at the Market. iii. Double Up Food Bucks Incentives earned on the Double Up card must be spent within 90 days of earning, for sites using Double Up card technology, earnings older than 90 days will automatically be cleared. Double Up Food Bucks Incentive tokens have no expiration date.
