Routing and Scheduling. The Contractor shall be responsible for providing bus routes and bus stops for each school year during the term of the AGREEMENT. It is the responsibility of the Contractor to communicate bus route information to each student rider's family. Bus routes will be maintained in the most efficient way possible. New routes will not be added without approval of the Contract Manager, Chief Financial Officer, or other designee. The Contractor shall review routes for improved efficiency and route reduction strategies. Additional requirements include: a. The District may request alterations, modifications, or amendments to the bus routes, timing and/or stops in order to meet changing conditions upon reasonable prior notice to Contractor. Rules and regulations for details incidental to the operation of bus routes, bus stops and other attendant matters which may arise shall be mutually agreed upon. If the parties cannot agree on the foregoing, the District's decision will be final. b. The Contractor shall require the drivers to adhere to routes and time schedules as established. Drivers who discover cause for route or time adjustment will report same to the Contractor, which will take the matter up with the District. The Contractor will be responsible for all routing and changes to routes following the initial start-up, subject to specific approval of each such change by the District. c. The Contractor will provide the route planning and management software and the personnel required to train staff ensuring continued competency. d. The Contractor shall ensure that drivers are familiar with their assigned routes. To facilitate this process, the Contractor shall, prior to the opening of school each year, have each regularly assigned route driver accomplish two complete dry runs (practice runs without students) of the driver's assigned route. The Contractor's price proposal should provide for this requirement e. In addition to regular bus routes scheduled hereunder, Contractor shall also provide all other student transportation services which are specifically requested by the District. The Contractor acknowledges that such other requested student transportation services must be requested in writing and signed by the District's Superintendent or his/her designee. Nothing in this paragraph shall preclude the District from contracting with any other transportation company or provider for out- of-District transportation needs as they deem necessary. f. Routing and Scheduling. 4.3.1. Contractor shall plan its own routes to satisfy the District’s transportation service needs, maximizing for fuel, cost, and time efficiency. Contractor shall provide its planned routes to the District and shall not subsequently modify scheduled routes without notifying the District. 4.3.2. Contractor shall arrive at least fifteen (15) minutes prior to the scheduled departure time of each trip. 4.3.3. The District shall have the right to audit (for performance, mileage and routing) any or all routes and may require changes in routing and scheduling if, in the District’s opinion, such changes would result in increased vehicle and seat utilization or better service to students or schools. If changes are required, Contractor will be given at least one week prior written notice. Contractor will cooperate closely to implement required changes within five (5) working days and smoothly as possible. 4.3.4. Children are not to be transferred to another vehicle going to or coming from school, except in case of emergency or breakdown, or unless the schedule calls for such transfer on school property. 4.3.5. The Contractor will provide a direct phone line and email capability to their dispatch/scheduling office to be used by the District for the purpose of communicating with the dispatcher/scheduler concerning scheduling changes, emergencies, resolving complaints, problems, etc.

The District shall have the right to audit (for performance, mileage and routing) any or all routes and may require changes in routing and scheduling if, in the District’s opinion, such changes would result in increased vehicle and seat utilization or better service to students or schools. If changes are required, Contractor will be given at least one week prior written notice. Contractor will cooperate closely to implement required changes as quickly and smoothly as possible. 4.4.2. The written approval of the District is required for the addition of any vehicles to the Agreement or to any vehicle modification which will result in any increase in overall charges to the District. 4.4.3. Maximum ride times are ninety minutes, with exceptions approved by the District. 4.4.4. Implementation of routing and scheduling changes shall occur within five working days.

Subject to the provisions as earlier described in section 2 and 4 as earlier described herein. The contractor shall not deviate from the established routes and stops, except as required by new school openings, school closings, and changes in location of school age children. A bus driver shall be allowed to deviate from a route based on an incidental hazard or other incidental occurrence that is outside of CONTRACTOR’s control. The driver shall report to the dispatcher and the dispatcher shall notify the district in the event the bus driver is unable to reach an established bus stop. All routes and schedules are subject to board approval.
