SERVICES TO BE PROVIDED BY THE STATE. For each negotiated Work Authorization the State will designate a Project Manager to represent the State and will provide the following information or services as listed below by Function Code (FC). • Provide As-built Plans. • Provide Preliminary Cost Estimate, Project Information and other Documentation. • Provide soil boring logs for inclusion in the final plans, if applicable. • Provide available Environmental Documentation. • Provide Map File, Topographic (Planimetric) Base File and Aerial Photography. • Provide approved traffic data. • Provide DCIS project information. • Provide Design Summary Report. • Provide Value Engineering Report, if available and applicable. • Provide available project development documents, environmental Documentation, schematics, typical sections, public involvement records, etc. • Review and process each necessary environmental and public involvement document prior to letting of the construction contract. • Locate suitable facilities, advertise, and conduct each required public meeting. • Provide designated State representatives for each public meeting. • Provide a court reporter if necessary for public meetings. • Review the information and material developed by the Engineer to be presented at each public meeting or public hearing three weeks before any such event. The State will return review comments to the Engineer two weeks before each such meetings or hearings, if applicable. • Provide available existing right of way plans for the proposed project location. • Conduct all right-of-way appraisals and acquisitions, if applicable. • Any coordination on approvals required with the General Land Office (GLO) when crossing state owned lands or navigable waters. • If available, Subsurface Utility Engineering (XXX) data and utility ownership/facility data; and • Planimetric layouts and related information. SERVICES TO BE PROVIDED BY THE STATE. The State will: 1.1 Provide name, address and telephone number of the State’s authorized point of contact for all notices and inquiries. 1.2 Provide, as available, records which would assist in the completion of the biological studies. 1.3 Assist, if needed, in the coordination of site visit(s) and scheduling. 1.4 Review recommendations offered by the Technical Expert and approve or reject any and all work performed under this contract. 1.5 Review progress of work and provide final approval of all reports. 1.6 Provide engineering data which would assist in the completion of the environmental services. 1.7 Process periodic payment requests submitted by Technical Expert. 1.8 Submit documentation to regulatory agencies for review and comment unless otherwise specified in a work authorization. 1.9 Provide the Technical Expert with all comments regarding their review of the environmental services completed. 1.10 Provide right of entry from public or private land owners to allow environmental services to be performed, unless specified in a work authorization. Right of entry permission shall be written and signed by the land owner. Letters or other materials seeking right of entry shall contain explicit reference to the kinds of activities for which right of entry is requested and an indication of the impacts, if any, that will result from performance of environmental services. 1.11 Prepare and issue work authorizations to the Technical Expert that include the following: • Cost basis of detailed costs for each deliverable specified; • Specify the services to be performed; • Specify the deliverables to be submitted to the State; • Specify the schedule of deliverables; • Specify the number of reports to be submitted; • Specify the location of proposed surveys on maps; • Identify the species for which surveys for protected species or habitat of protected species are to be performed; and • Identify any special procedures or protocol to be followed during performance of the biological services. 1.12 Provide the Technical Expert with maps delineating project area limits, existing and proposed right of way limits, existing alignments, utilities, and other information relevant to locating and describing the project area as such information is available to the State. 1.13 Provide the Technical Expert with design schematics, maps, and other materials as available to indicate the location of the proposed transportation activity. SERVICES TO BE PROVIDED BY THE STATE. 2.1 Provide name, address and phone number of the State’s authorized representative. 2.2 Provide any records available which would assist in the completion of non-archeological historic-age resource studies. 2.3 Provide engineering data through a third party contract which would assist in the completion of non-archeological historic-age resource studies. 2.4 Assist in the coordination of site visits, scheduling and right of entry, if problems arise. 2.5 Review recommendations offered by the Technical Expert and approve or reject any or all work performed under this contract. 2.6 Review progress of work and provide final acceptance of all documents. 2.7 Process periodic payment requests submitted by Technical Expert. 2.8 The State shall submit documentation to regulatory agencies for review and comment unless otherwise specified in a work authorization. 2.9 Submitting research designs, letter reports and survey reports to THC, and performing all consultation with THC. 2.10 Remedying deficiencies identified by THC if those deficiencies arise from restrictions placed on the Technical Expert’s level of effort by the State. 2.11 The State shall provide the Technical Expert with all comments regarding their review of the environmental services completed. 2.12 When specified in the work authorization, the State shall provide right of entry from public or private land owners to allow non-archeological historic-age resource studies to be performed. Right of entry permission shall be written and signed by the land owner. Letters or other materials seeking right of entry shall contain explicit reference to the kinds of activities for which right of entry is requested and an indication of the impacts (if any) that will result from performance of non-archeological historic-age resource studies. 2.13 Providing the Technical Expert with descriptions of current and proposed facilities as such information is available to the State and within reasonable limits. 2.14 Notifying the Technical Expert if THC review or State inspection discloses deficiencies for which the Technical Expert is responsible in accordance with the contract. 2.15 Providing the Technical Expert, where necessary, with barriers, cones, and other traffic control equipment or personnel needed to assure safe working conditions in the project area. 2.16 Providing the Technical Expert with maps delineating project area limits, existing and proposed right of way limits, existing alignments, utilities, and other...
