Sources and methodology. The socioeconomic study has been conducted by the real property team being part of the Consortium – Consultant responsible for preparing this LA&RAP. The principal source of information about the development and use of the occupied properties was the analysis of GIS data, excerpts from the land and building register of the properties, and entries in land and mortgage registers, and an on-the-spot verification on the Task site. The possession status of the acquired real properties has been determined based on the land and building register and land and mortgage registers, and by way of on-the-spot verification at the Task site. The existence of infrastructure was confirmed by analysing the GIS data, LBR excerpts and design documents, satellite images from xxxxxxxxx.xxx.xx, and by an on-the-spot verification at the Task site. As regards social impacts, the basic source of information was the data acquired from available registries (such as the National Court Register) as well as data and information obtained by visiting the site of the Task. We have also based on the CSO statistics and materials available on the Internet. The collected data made it possible to perform social profiling, that is to classify the PAP to a specific group of beneficiaries entitled in connection with the Task. The Consultant first took measures to inform all the owners and users of the properties located on the project site about the range of the project and the possibility to receive compensation for a part of their property being dispossessed for project purposes. To this end, we have distributed notices to all disclosed entities having their properties on the site or within the impact range, specifying the scope of the project, the scheduled date of work commencement and the contact person from the Real Property Team in case of questions or doubts regarding the Investment Project. On the other hand, the investor has initiated an information campaign targeted at the institutions whose properties are located on the site and within the impact range of the project. All project affected persons will be assisted in getting civic support from relevant offices and institutions. Based on a preliminary analysis of information and the scope of the Task, we found it necessary to survey the owners of the land subject to expropriation. The survey was conducted using standardised questionnaires. The questionnaires were in-depth – aside from answering the standard questions contained in the que...
Sources and methodology. The elements accounted for in the Matrix are derived from the work done for the previous WP2 tasks (in particular the media analysis), integrated by scientific sources and the research groups' own knowledge and experience. In more detail, the outcomes of the media survey, integrated by the outcomes of the stakeholders surveys, led to the identification of vulnerability factors (“shocks” and “stressors”, in the language of vulnerability theory). The contents of the NMARs were then analysed in a comparative perspective to highlight emerging categories (factors, vulnerable groups, and vulnerable areas). This led to the identification - in the Comparative media analysis report (XXXX) – of a set of "common" European factors, which are shared by a large part of the countries involved, if not all of them. The same sources have been considered for the identification of the hotspots with which cells have been filled in, which represent the groups, the areas, the sectors and the system activities (aggregated into the 5 vulnerability areas) identified as vulnerable to one or more factors. Yet, in this case media surveys and the outcomes of stakeholder interviews were further informed by the research groups' expertise. More details can be given with regard to the factors identification. The set identified in the XXXX was adapted to be displayed in the rows of the Matrix. The list was in fact revised, and some of the original factors unpacked or renamed, with the aim to: • better fit with the Matrix aims in terms of communication and readability; • more explicitly give the idea of dynamic rather than static conditions; • integrate media analysis outcomes with additional elements and reflections; • unpack broad-ranging factors that needed to be explored in more detail. The process led to the definition of a new set of vulnerability factors, rooted in the media analysis but not fully overlapping with the list of factors adopted in the XXXX. Some of the Matrix factors have a full correspondence to drivers identified in the XXXX (listed in the second column), with only minor lexical adjustments. These factors are shown in table 1.
