UNION ACCESS TO WORK LOCATIONS. Union officers and representatives shall be granted reasonable access to unit member work locations, upon the consent of the department head or his/her designated representative, for the purpose of contacting members concerning business within the scope of representation. Access shall be granted only if it does not interfere with work operations or with established safety and security requirements.
UNION ACCESS TO WORK LOCATIONS. Reasonable access to the workplace shall not be denied to Union officers or representatives. If the Union seeks access to the workplace, it shall provide adequate notice to the department head or the designated departmental representative (i.e., at least 2 (two) working days, except in the case of an emergency). The Union shall have no right to access if it interferes with work operations or with established safety and security requirements. If access is not granted, the City and Union will consult regarding alternative locations and/or times to communicate with workers.
UNION ACCESS TO WORK LOCATIONS. Non-employee business agents and employee Union officials will be permitted access to the eBART facilities for the purpose of conducting Union business. Where reasonable and practical, they will provide notification in advance to the area supervisors as to the general purpose of said visit, the anticipated time involved, and employees to be contacted. Outside Union officials who visit eBART facilities shall, upon arrival at the facility, contact the person in charge to advise of their arrival. eBART will provide an area for meeting purposes. Such agents or officials will be permitted entry upon presentation of acceptable identification to the supervisor in charge whenever possible, and will be required to observe all safety and other rules and regulations of eBART.
UNION ACCESS TO WORK LOCATIONS. Non-employee Union representatives will be permitted access to District facilities for the purpose of conducting Union business. Where reasonable and practical, they shall notify area supervisors at least one (1) hour in advance of their intent to visit a given work location and of the approximate duration of their visit. They will be permitted entry upon presentation of acceptable identification and will be required to observe all safety and other rules and regulations of the District.
UNION ACCESS TO WORK LOCATIONS. Authorized UNION representatives, and the President of the UNION, shall be granted access to work locations in which employees covered under this MOU are employed for the purpose of conducting grievance investigations and observing working conditions. Authorized UNION representatives desiring such access to such work locations shall first inform the appropriate Department Director or his designee of the purpose of the visit. Representatives have the right to meet with the employee(s) during rest or lunch breaks. The UNION representative shall not interfere with the operations of the department during a visit. Meetings with employees during working hours must first be approved by the Department Director or his designee. Permission for access, upon reporting to the Department Director or his designee, shall not be unreasonably withheld.
UNION ACCESS TO WORK LOCATIONS. A. The JPA agrees that the authorized Local 4403 representative shall be granted access to work location(s) to participate in investigation and processing of grievances per the grievance procedure of the MOU or to observe working conditions, upon approval of the Fire Chief, when to the extent necessary.
B. Local 4403 shall provide the Fire Chief with a list of all authorized Local 4403 representatives, and the group shall keep the list current.
C. Upon notification and approval of the Fire Chief or his/her designee, an authorized Local 4403 staff member is permitted to communicate with the employee(s) and/or Local 4403 representatives on official JPA time without said employee(s) and/or Local 4403 representatives' loss of compensation. It is not the intent of this section to allow general Association meetings on JPA time but, rather, to allow investigation and discussion of working conditions, grievances, and safety issues.
D. It is understood that every reasonable effort shall be made to perform the above activities on off-duty time.

Nonworking hours are hereby defined as before and after the assigned hours of work, lunch periods, and rest breaks. They will be permitted entry upon presentation of acceptable identification. Site administrators and supervisors/managers may restrict access if such access would unduly interrupt school business.

The City agrees that an authorized union staff member shall be granted access to work locations to participate in the investigation and processing of grievances per the grievance procedure (Article 21), or to observe working conditions, when and to the extent necessary, and only if it will in no event adversely affect the operational, security or safety requirements of the City, upon the approval of the Municipal Employees Relations Officer or designee.
B. The Union shall provide a Municipal Employee Relations Officer with a list of all authorized staff representatives, and the list shall be kept current by the Union.
C. When and to the extent necessary and only if it will in no event adversely affect the operational, security or safety requirements of the City and upon notification and approval of the Municipal Employee Relations Officer or designee, an authorized union staff member is permitted to communicate with employee(s) without loss of compensation. E. The City will allow the use of existing bulletin board space at the following locations: 1) Street Department; 2) Water Department; 3) Wastewater Department;
