Complement. 35.01 For the purposes of this Article, the Complement is defined as the number of Regular Full-Time and Regular Pro-Rated Faculty and Librarian positions in the Bargaining Unit. Academic Administrators as defined in Clauses 34.01 (A) and (B) are excluded from the Bargaining Unit and are not included in the Complement. 35.02 At the time of signing this Agreement, the Complement equals forty-four and a half (44.5) and includes 2 Librarians. 35.03 The Employer agrees to maintain the current Complement and to fill all vacancies that may occur as the result of resignation, retirement, dismissal, or death. 35.04 The Employer further agrees (except for financial exigency as per Article 25 or dramatic declines in enrollment) to increase the Complement to forty-eight filled positions by June 30, 2011, prior to the expiry of this Agreement. In addition, the Master shall have a minimum of five (5) previous arrivals and five (5) previous departures for any port at which the Tug and Barge call. These arrivals and departures must have been made while serving in the capacity of Mate, Master or observer on vessels of equivalent size and characteristics as the Vessels required hereunder.

There shall be established by the City a complement of Police Officers within the bargaining unit up to and including the rank of Staff Sergeant which shall be the minimum number of each rank that the Police Service shall have. This complement of Police ranks will be posted twice annually as follows: On or about December an interim complement shall be posted by Routine Order. The Association shall have the opportunity to consult with, and make representations to, the Chief of Police regarding the make up of said complement.
