COST/PRICE PROPOSAL. The Offeror shall submit a cost/price proposal with supporting information for each cost element consistent with Offeror's disclosed estimating system practices. The breakdown should include such elements as direct labor, materials, travel and indirect costs. The Offeror shall provide exhibits as necessary to substantiate each direct labor rate and indirect cost element. Should rates be used in the proposal, which are not DCAA reviewed/approved, the Offeror shall provide complete documentation and the rationale for their use at time of proposal submission. The Offeror shall use the cost proposal spreadsheet format attached to this RFP for the excel version of the submitted cost proposal.
COST/PRICE PROPOSAL. The Offeror shall prepare and submit a detailed cost/price proposal for the total effort to be conducted. The cost/price proposal shall be in sufficient detail to ensure that the proposed cost/price is realistic to complete the effort and a clear determination can be made regarding price/cost reasonableness. The Government’s intent is to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide for an ordering vehicle upon which to issue Cost Plus Fixed Fee and Firm Fixed Price task/delivery orders. Section L.1.1 of this Instructions to Offerors will assist the Offeror in providing the Government the cost/price information required in order to evaluate the proposal.  The Offeror is responsible for providing adequate evidence to prove credibility of proposed costs/prices. The Offeror’s proposal shall be submitted with any and all information reasonably required to explain the estimating process, including the judgmental factors applied and the mathematical or other methods used in the formulation of the proposed price, including those used in projecting from known data; and the nature and amount of any contingencies included in the proposed price. Additionally, the Offeror shall provide any other general or specific information that may be beneficial in the evaluation of the Offeror’s proposed prices.  The proposal shall consist of electronic files; one in portable document format (PDF) and one in Excel Spreadsheet (with formulas). Technical information included within the Cost/Price Volume will not be evaluated or considered in the rating of technical merit. Failure to comply with the requirements set forth in this Solicitation/RFP may result in an adverse assessment of an Offeror’s proposal and reduce or eliminate its chance of being selected for award.  Disclose any known or anticipated conditions that may have significant cost impact. This type of information includes, but is not limited to, major teaming opportunities, company reorganizations or mergers, new acquisitions, labor union negotiations, and plant modernization programs.  If the proposed direct labor rates and indirect rates and factors are based on a current Forward Pricing Rate Agreement (FPRA), the Offeror shall provide a copy of the FPRA. If the proposed direct labor rates are based on something other than a FPRA, the Offeror shall provide the supporting documentation to show the proposed labor rates are realistic.  Travel – Number of trips, destinations, durations,...
COST/PRICE PROPOSAL. 1. The cost/price proposal shall contain sufficient information to allow for the Government to perform an analysis of the proposed cost and to determine cost/price reasonableness/realism. Cost shall be broken down by cost element for each Contract Line Item Number (CLIN). Offeror shall provide for each element of cost, the basis of estimate, including explanation and rationale sufficient to support a determination of reasonableness.
COST/PRICE PROPOSAL. The cost/price proposal shall be mirrored by the staffing or delivery schedule and be in accordance with the task order price type (FFP, T&M/LH).

COST/PRICE PROPOSAL. Provide a cost/price proposal in accordance with the PWS requirements and the offeror’s technical approach. MANDATORY SOLICITATION REQUIREMENT: Assume a funding limitation of no greater than $30 million annually. Complete the Bid Schedule in Attachment 7. This information will be used by the Government to conduct cost realism analysis in accordance with FAR 15.404-1(d). Offerors do not have to use Attachment 8, but their cost proposal must be organized in the same manner as Attachment 8. The offeror’s cost proposal must contain labor categories, labor hours per category, labor rates for the prime contractor and each subcontractor (over $250K estimated billing), material, travel, equipment, and other direct costs required to perform the work included in the PWS utilizing the proposed technical approach. A break-out of travel, material, equipment, other direct costs, labor categories descriptions and qualifications, and labor rates must be identified at the lowest level possible. Propose a fixed price per ton for transportation and disposal (T&D) for each of the soil remediation areas in Tab B. The unit prices will be fixed for the duration of the contract. Offerors shall fully complete the Bid Schedule at Attachment 3. So that the Government can conduct a complete cost realism analysis in accordance with FAR 15.404-1(d), offerors shall also provide a cross-walk in their Cost/Price proposal that maps the proposed costs to the PWS and the offeror’s technical approach using the format in Attachment 4 – WBS Spreadsheet. Offerors do not have to use Attachment 4, but their cost proposal shall be organized in the same manner as the format at Attachment 4. The offeror’s cost proposal shall contain labor categories, labor hours per category, labor rates for prime and each subcontractor, material, travel, equipment, and other direct costs required to perform the PWS and the proposed technical approach. A break-out of travel, material, equipment, other direct costs, labor categories descriptions and qualifications, and labor rates shall be identified at the lowest level possible. Offerors shall also propose a fixed price per ton for Transportation and Disposal (T&D) for each of the Soil Remediation areas in Tabs B – G and Tab J below. T&D is not required in Tabs A and H. Fixed prices shall be proposed per waste category as dictated by the disposal facility’s waste acceptance criteria. The unit prices will be fixed for the duration of the contract. Offeror shall provide the basis of estimate, including explanation and rationale sufficient to support a determination of reasonableness. This information shall be submitted in Microsoft Excel Format with working formulas, rounded to the nearest dollar and formatted to trace cost flow.
