Deputy Minister. The Deputy Minister is accountable to the Secretary of the Cabinet and the Minister for the performance of the Ministry in providing administrative and organizational support to the LHIN and for carrying out the roles and responsibilities assigned by the Minister, LHSIA, applicable TB/MBC and Ministry of Finance directives, the Accountability Agreement and this MOU. The Deputy Minister is also accountable for attesting to TB/MBC on the LHIN’s compliance and applicable Directives.
Deputy Minister. The Deputy Minister is responsible for:
a. Advising and assisting the Minister regarding the Minister’s responsibilities for the LHIN including informing the Minister of policy direction, policies and priorities of relevance to the LHIN’s mandate.
b. Advising the Minister on the requirements of the AAD, the Government Appointees Directive and other Directives that apply to the LHIN.
c. Recommending to the Minister, as may be necessary, the evaluation or review, including a risk-based review, of the LHIN or any of its programs, or changes to the management framework or operations of the LHIN.
d. Facilitating regular briefings and consultations between the Chair and Minister, and between Ministry staff and LHIN staff.
e. Attesting to TB/MBC as required, to the LHIN compliance with the mandatory accountability requirements set out in the AAD and other applicable Directives, the Government’s operational policies and policy directions based on the annual letter of compliance from the Chair to the Minister.
f. Ensuring that the Ministry and the LHIN have the capacity and systems in place for ongoing risk-based management, including appropriate oversight of the LHIN.
g. Ensuring that the LHIN has an appropriate risk-management framework and a risk-management plan in place for managing risks that the LHIN may encounter in meeting its program or service delivery objectives.
h. Undertaking timely risk-based reviews of the LHIN, its management or operations, as may be directed by the Minister or TB/MBC.
i. Establishing a framework for reviewing and assessing the LHIN’s annual business plans and other reports.
j. Supporting the Minister in reviewing the performance of the LHIN.
k. Monitoring the LHIN on behalf of the Minister while respecting the LHIN's authority, identifying needs for corrective action where warranted, and recommending to the Minister ways of resolving any issues that might arise from time to time.
l. Advising the Minister on documents submitted by the LHIN to the Minister for review or approval, or both.
m. Submitting to the Minister, as part of the annual planning process, a risk assessment and management plan for each risk category.
n. Undertaking and/or cooperating with any reviews of the LHIN as may be directed by the Minister or TB/MBC.
o. Developing the LHIN’s MOU and the Accountability Agreement with the LHIN as directed by the Minister.

Deputy Minister. The Deputy Minister is accountable to the Minister for carrying out the roles and responsibilities with respect to the Trust as assigned to him/her by the Minister, Directives, the Act and this MOU.
Deputy Minister. The Deputy Minister is responsible for:
(a) providing support and assistance to the Minister in the execution of the Minister's duties with regard to the Corporation, including ensuring the Corporation is in compliance with applicable Ministry of Finance and TB/MBC Directives and applicable Ministry and Government policies;
(b) except where the Ministry and Corporation agree otherwise, ensuring the provision of administrative and organizational support services to the Corporation as may be required;
(c) providing a framework for assessing whether the Corporation is fulfilling its mandate in accordance with applicable Ministry of Finance and TB/MBC Directives and Ministry and Government policies;
(d) undertaking assessments of whether the Corporation is fulfilling its legislative mandate in accordance with Ministry of Finance and TB/MBC Directives and Government and Ministry policies, identifying any need for corrective action, recommending to the Chief Executive Officer ways to resolve any issues that are identified and advising the Minister of ways of resolving such issues;
(e) establishing a framework for reviewing and assessing the Corporation’s strategic business and financial activities, business plans and other reports;
(f) advising the Minister on the Board’s documents submitted to the Minister for review and/or approval;
(g) ensuring Ministry submissions, publications, and other consolidated documents include appropriate references to the Corporation that reflect its issues and concerns in accordance with Ministry of Finance and TB/MBC Directives, Government and Ministry policies, and Ministry priorities;
(h) ensuring that the Ministry undertakes the preparation of all Cabinet, TB/MBC and any other submissions (with supporting documentation) required to obtain any Government approvals necessary for the Corporation as set out in Regulation 618/98, Ministry of Finance and TB/MBC Directives, Government or Ministry policies, or this MOU;
(i) consulting with the Chair in establishing a performance contract for the Chief Executive Officer and in evaluating the performance of the Chief Executive Officer;
(j) participating in the selection process of a Chief Executive Officer for the Corporation;
(k) negotiating a draft MOU with the Chair as directed by the Minister; and
(l) communicating regularly with the Chief Executive Officer of the Corporation.
Deputy Minister. The Deputy Minister is responsible for:
a. Advising and assisting the Minister regarding the Minister’s responsibilities for the Ontario French-language Educational Communications Authority, including informing the Minister of policy direction, policies and priorities of relevance to the Agency’s mandate.
b. Advising the Minister on the requirements of the AAD, and other directives that apply to the Ontario French-language Educational Communications Authority.
c. Recommending to the Minister, as may be necessary, the evaluation or review, including a risk-based review, of the Ontario French-language Educational Communications Authority or any of its programs, or changes to the management framework or operations of the Ontario French-language Educational Communications Authority.
d. Facilitating regular briefings and consultations between the Chair and the Minister, and between Ministry staff and Agency staff as needed.
e. Attesting to TB/MBC on the Provincial Agency’s compliance with the mandatory accountability requirements set out in the AAD and other applicable TB/MBC directives, the Government’s operational policies and policy directions based on the annual letter of compliance from the Agency Chair to the Minister.
f. Ensuring that the Ministry and the Agency have the capacity and systems in place for on- going risk-based management, including appropriate oversight of the Agency.

b) The Deputy Minister will consult, annually, with the Executive Chair and the Executive Lead in the development of the Executive Lead’s performance management plan and will seek the Executive Chair’s advice on the annual performance evaluation of the Executive Lead.
Deputy Minister. The Deputy Minister is accountable:
(a) to the Minister and the Secretary of Cabinet for the performance of the Ministry in providing support and direction to the ONTC and for carrying out the roles and responsibilities assigned to him/her by the Minister, TB/MBC and Ministry of Finance directives, the Act, any Directions and any other applicable law and this MOU, including coordinating TB/MBC approval of the Business Plan and Capital Plan, including provincial funding for certain of the Services.
Deputy Minister. The Deputy Minister is responsible for:
(a) providing support and assistance to the Minister in the execution of the Minister's duties with regard to XxXxxxxxx;
(b) providing a framework for assessing whether XxXxxxxxx is fulfilling its mandate in accordance with Government policies, and undertaking assessments of whether XxXxxxxxx is fulfilling its legislative mandate in accordance with Government policies and identifying any need for corrective action and/or recommending to the Minister ways to resolve any issues that are identified;
(c) advising the Minister on the operation of XxXxxxxxx, or its consolidation or elimination;
(d) ensuring that XxXxxxxxx has an appropriate risk management framework and mitigating strategy in place for managing risks that XxXxxxxxx may encounter in meeting its program or service delivery objectives;
(e) consulting with the Chair or the CEO as directed by the Minister regarding matters of mutual importance, including matters regarding TB/MBC Directives and Ministry policies;
(f) establishing a framework for reviewing and assessing the Board’s business plans and other reports, and advising the Minister on the Board’s documents submitted to the Minister for review and/or approval;
(g) ensuring that the planning and reporting requirements as set out in section 12 of this MOU have been met;
(h) informing the Board in writing of the Directives and policies of the Ministry and the Government that apply to XxXxxxxxx;
(i) maintaining an open and cooperative working relationship with XxXxxxxxx through meetings with the CEO as required or directed;
(j) cooperating with any periodic review of XxXxxxxxx directed by the Minister or TB/MBC;
(k) advising the Minister on the requirements of Ministry of Finance and TB/MBC Directives that may affect XxXxxxxxx;
(l) meeting with the Chair or the CEO annually or more often as directed by the Minister;
(m) negotiating this MOU with XxXxxxxxx as directed by the Minister; and
(n) undertaking such other responsibilities as the Minister or TB/MBC may require.

(b) providing a framework for assessing whether the Trust is fulfilling its mandate, in accordance with Government policies;
(c) undertaking assessments on behalf of the Minister on whether the Trust is fulfilling its legislative mandate in accordance with Government policies; identifying any need for corrective action; and recommending to the Minister ways to resolve any issues that are identified;
(d) advising the Minister on the operation of the Trust, or its consolidation or elimination;
(e) ensuring that the Trust has an appropriate risk management framework and mitigating strategy in place for managing risks that the Trust may encounter in meeting its program or service delivery objectives;
(f) consulting with the Chair or the Executive Director as directed by the Minister regarding matters of mutual importance, including matters regarding TB/MBC Directives and Ministry policies;
(g) establishing a framework for reviewing and assessing the Trust’s business plans and other reports, and advising the Minister on the Trust’s documents submitted to the Minister for review and/or approval;
(h) ensuring that the planning and reporting requirements as set out in section 12 of this MOU have been met;
(i) ensuring that such services as may be outlined in any service agreement between the Ministry and the Trust are provided to the Trust;
(j) consulting with the Chair on all matters related to the hiring or termination of the Executive Director;
(k) on an annual basis, in consultation with the Chair on behalf of the Board, approving the Executive Director’s performance objectives and conducting the Executive Director’s performance evaluation and assessing the Executive Director’s performance for merit compensation purposes;
(l) informing the Chair and the Executive Director in writing of the Directives and policies of the Ministry and the Government that apply to the Trust;
(m) advising the Minister on the requirements of Ministry of Finance and TB/MBC Directives that may affect the Trust;
(n) maintaining an open and cooperative working relationship with the Trust through meetings with the Executive Director as required or directed;
