Deputy Minister. The Deputy Minister is accountable to the Secretary of the Cabinet and the Minister for the performance of the Ministry in providing administrative and organizational support to the LHIN and for carrying out the roles and responsibilities assigned by the Minister, LHSIA, applicable TB/MBC and Ministry of Finance directives, the Accountability Agreement and this MOU. The Deputy Minister is also accountable for attesting to TB/MBC on the LHIN’s compliance and applicable Directives.
Deputy Minister. The Deputy Minister is responsible for:
a. Advising and assisting the Minister regarding the Minister’s responsibilities for the LHIN including informing the Minister of policy direction, policies and priorities of relevance to the LHIN’s mandate.
b. Advising the Minister on the requirements of the AAD, the Government Appointees Directive and other Directives that apply to the LHIN.
c. Recommending to the Minister, as may be necessary, the evaluation or review, including a risk-based review, of the LHIN or any of its programs, or changes to the management framework or operations of the LHIN.
d. Facilitating regular briefings and consultations between the Chair and Minister, and between Ministry staff and LHIN staff.
e. Attesting to TB/MBC as required, to the LHIN compliance with the mandatory accountability requirements set out in the AAD and other applicable Directives, the Government’s operational policies and policy directions based on the annual letter of compliance from the Chair to the Minister.
f. Ensuring that the Ministry and the LHIN have the capacity and systems in place for ongoing risk-based management, including appropriate oversight of the LHIN.
g. Ensuring that the LHIN has an appropriate risk-management framework and a risk-management plan in place for managing risks that the LHIN may encounter in meeting its program or service delivery objectives.
h. Undertaking timely risk-based reviews of the LHIN, its management or operations, as may be directed by the Minister or TB/MBC.
i. Establishing a framework for reviewing and assessing the LHIN’s annual business plans and other reports.
j. Supporting the Minister in reviewing the performance of the LHIN.
k. Monitoring the LHIN on behalf of the Minister while respecting the LHIN's authority, identifying needs for corrective action where warranted, and recommending to the Minister ways of resolving any issues that might arise from time to time.
l. Advising the Minister on documents submitted by the LHIN to the Minister for review or approval, or both.
m. Submitting to the Minister, as part of the annual planning process, a risk assessment and management plan for each risk category.
n. Undertaking and/or cooperating with any reviews of the LHIN as may be directed by the Minister or TB/MBC.
o. Developing the LHIN’s MOU and the Accountability Agreement with the LHIN as directed by the Minister.

Deputy Minister. The Deputy Minister is responsible for:
(a) providing support and assistance to the Minister in the execution of the Minister's duties with regard to the Commission, including ensuring the Commission is in compliance with applicable Ministry of Finance and TB/MBC Directives and applicable Government and Ministry policies;
(b) advising the Minister regarding the Board’s documents submitted to the Minister for review and/or approval;
(c) providing a framework for assessing whether the Commission is fulfilling its mandate in accordance with applicable Ministry of Finance and TB/MBC Directives and Government and Ministry policies;
(d) undertaking assessments of whether the Commission is fulfilling its legislative mandate in accordance with applicable Ministry of Finance and TB/MBC Directives and Government and Ministry policies, identifying any need for corrective action, recommending ways to resolve any issues that are identified, and advising the Minister of ways of resolving such issues;
(e) establishing a framework for reviewing and assessing the Commission’s strategic business and financial activities, business plans and other reports;
(f) advising and assisting the Commission on the achievement of its plans as they relate to Government direction and policies;
(g) ensuring Ministry submissions, publications, and other consolidated documents include appropriate references to the Commission that reflect its issues and concerns in accordance with applicable Ministry of Finance and TB/MBC Directives, Government and Ministry policies and Ministry priorities;
(h) ensuring that the Ministry undertakes the preparation of all Cabinet, TB/MBC and any other submissions (with supporting documentation) required to obtain any Government approvals necessary for the Commission, as set out in the Act, applicable Ministry of Finance and TB/MBC Directives, Government or Ministry policies, or this MOU;
(i) participating in the selection process for a General Manager for the Commission;
(j) communicating, as needed, with the General Manager; and
(k) negotiating a draft MOU with the Chair as directed by the Minister.

a. Advising and assisting the Minister regarding the Minister’s responsibilities for the Ontario French-language Educational Communications Authority, including informing the Minister of policy direction, policies and priorities of relevance to the Agency’s mandate.
b. Advising the Minister on the requirements of the AAD, and other directives that apply to the Ontario French-language Educational Communications Authority.
c. Recommending to the Minister, as may be necessary, the evaluation or review, including a risk-based review, of the Ontario French-language Educational Communications Authority or any of its programs, or changes to the management framework or operations of the Ontario French-language Educational Communications Authority.
d. Facilitating regular briefings and consultations between the Chair and the Minister, and between Ministry staff and Agency staff as needed.
e. Attesting to TB/MBC on the Provincial Agency’s compliance with the mandatory accountability requirements set out in the AAD and other applicable TB/MBC directives, the Government’s operational policies and policy directions based on the annual letter of compliance from the Agency Chair to the Minister.
f. Ensuring that the Ministry and the Agency have the capacity and systems in place for on- going risk-based management, including appropriate oversight of the Agency.

a. Advising and assisting the minister regarding the minister’s responsibilities for the agency, including informing the minister of policy direction, policies and priorities relevant to the agency’s mandate.
b. Advising the minister on the requirements of the AAD and other directives that apply to the agency.
c. Recommending to the minister, as may be necessary, the evaluation or review, including a risk-based review, of the agency or any of its programs, or changes to the management framework or operations of the agency.
d. Facilitating regular briefings and consultations between the chair and the minister, and between the ministry staff and the agency staff as needed.
Deputy Minister. The Deputy Minister is responsible for:
(a) advising and assisting the Minister in discharging his or her delegated ministerial responsibility with respect to the OEB;
(b) monitoring the activities of the OEB on behalf of the Minister to ensure that its mandate is being fulfilled and that it is acting in accordance with all applicable Legislation and applicable directives;
(c) reviewing and assessing the OEB’s business plan and other reports, and advising on matters submitted to the Minister for review and approval;
(d) actively evaluating the OEB’s risks; and reporting on a quarterly basis to TB Secretariat on each risk determined to be high risk from the Ministry’s perspective, and determining a plan to manage the risk.
(e) ensuring that the OEB, where and when appropriate, receives such information and guidance as required or as requested to meet its responsibilities under the Act, other applicable Legislation, applicable Ministerial Directives, TB/MBC directives and this Memorandum;
(f) attesting, reporting and responding to TB/MBC annually and as required, on the OEB’s compliance with applicable Legislation, the AAD, other applicable TB/MBC directives and this Memorandum;
(g) meeting with the CEO on a regular and as needed basis on matters of mutual importance; and
(h) requiring that the Deputy Minister’s senior staff meet with the CEO and OEB’s senior management on a regular and as needed basis to discuss on- going issues.
