Head Start. Washington Elementary School District preschools serve 3 to 5-year-old children. The programs are based on sound developmental theories of how children learn and grow. Washington Elementary School District Extended Day Child Care programs (KidSpace) are developmentally appropriate programs for students in preschool through sixth grade. They are supported by the community through tuition paid by parent fees, grants from government agencies and DES subsidies. The Washington Elementary School District provides both breakfast and lunch at all 32 schools and operates on a self- supporting basis. Nutritionally balanced meals are provided for students and staff each school day. The District takes part in the National School Lunch, Breakfast and After-school Snack programs and provides no-cost meals according to federal guidelines. Head Start. State Preschool and Day Care teachers shall be compensated at their per diem for any time spent outside their work day for attending required in-service, night meetings (1 per month) or meetings with parents.
Head Start. Subject to residence requirements and Federal Program guidelines, regularly appointed employees who are displaced because of a program reduction or elimination of jobs shall have the right based on seniority to transfer to a vacant position similar to one which the employee held prior to such reduction or elimination, or to a vacant lower paid position. In the event no such vacancies exist at the time the employee is displaced then the employee shall be placed on a preferential list for a period of two (2) years and during this period, vacancies for such positions shall be filled from the employees on this list until they shall have had the opportunity to be offered such employment.
Head Start. To ensure that a comprehensive multi-disciplinary evaluation is made available to all Head Start children suspected of having a disability. To assist the family in obtaining the necessary services within the time frame specified in the Head Start regulations. To share information and records with the LEA. To participate with the LEA at the request of the family in comprehensive assessment process. To assist the family in keeping evaluation appointments with the LEA.
Head Start. To participate in the LEA’s eligibility staffing for those children enrolled in the Urban League Head Start Program. To provide support as described in Performance Standard 1302.61 (b).
Head Start. The City agrees to provide $200 per year to incumbents in the classifications of Early Childhood Instructor, Head Start Center Director, and Family Advocate to reimburse expenses related to meeting educational requirements by the federal program guidelines.
Head Start. For Early Head Start (EHS) and Head Start (HS) enrolled children in need of evaluation, the first point of referral is either FITP or EEE. If a parent refuses referral to either FITP or EEE, Head Start will continue to work with the family to seek an evaluation by a qualified diagnostician.
Head Start. Every goal is treated as unique and important. When a family has a goal in mind we start discussing strategies to achieve that goal. We explore the types of resources they need and the responsibilities of those involved. Parents are asked to set a target date for the goal. Families always sign their goal sheet and get a copy of it. Families are praised when they take steps toward reaching their goals, either verbally or in writing.
Head Start. (a) The Board shall permit a designated regular staff member of the Federation or off- duty employee representative of the Federation to visit the centers to investigate working conditions, employee complaints or problems or for any other purposes relating to the terms and conditions of this Agreement. Where one (1) representative visits the center for such purposes, no advance notice need be given; however, the representative shall notify the administrator, if one is present, immediately upon arrival in the building; if there is no administrator at the center, he/she shall notify the Office of the Director of the Head Start Program. In cases where two (2) representatives visit a center for any of the aforementioned purposes, the appropriate administrator shall be notified at least one (1) workday in advance of the visit. Such advance notification may be waived with the express consent of the administrator. In the event of emergency circumstances or a prearranged special event, more than two (2) representatives shall be permitted to visit a center.
(b) In the event that one (1) or two (2) representatives desire to confer with the appropriate administrator or have the appropriate administrator take action with regard to some problem, a request for a conference with the appropriate administrator shall be made in such amount of time, in advance, as is reasonable under the circumstances, and the appropriate administrator shall then be informed of the purpose and the subject matter of the conference. Difficulties in arranging for such conferences with the appropriate administrator to discuss problems are to be resolved by the Director of Head Start with the advice of the Office of Labor Relations. If conferences with employees are necessary, they shall be scheduled so as not to interfere with the work program. In the event that the appropriate administrator is absent, the acting administrator shall act on his/her behalf.
(c) Employees shall be entitled to submit written requests for inclusion of subjects on the agenda of meetings and the method of presentation thereof. If the matter will not be included on the next agenda, the director shall, in writing, notify the employees making the request either of the date when the subject will be so included or of the reason for his/her refusal to do so.
