ILLUMINATION DESIGN. Discuss the design of the illumination system(s) that will be in WSDOT and CITY R/W. Discuss the capacity of existing systems and confirm the limits and power sources for each proposed system. Traffic Control – Discuss the traffic control plan for construction of the roundabout. Meetings are intended to discuss the traffic control plan and approach to maintenance of traffic and receive feedback from WSDOT reviewers prior to official submittals. Preliminary Design Meeting The preliminary design meeting will be a two-hour meeting that will cover multiple design elements of the project as shown below. Information gathered and direction provided by WSDOT in this meeting will be used in the design development. Preliminary design topics for this meeting will include the following: Environmental Permitting – Discuss the permitting requirements related to the project work. Confirm the level of documentation required for WSDOT review and approval. Identify critical path items and timelines related to project permitting and work with WSDOT reviewers to establish a preliminary permitting schedule. Roundabout/Roadway Design – Discuss the results of the sensitivity analysis and approach to the forward comparable design that accommodates future bridge widening. Confirm Channelization Plan for Approval package requirements. Discuss initial geotechnical results and preliminary pavement design. Stormwater Design – Discuss the proposed stormwater systems located in WSDOT R/W and the agreements between the CITY and WSDOT for the operation and maintenance of those stormwater facilities. Review initial Threshold Discharge Areas (TDA) determination and gain consensus on the stormwater design approach. Utilities and Pavement Design Meetings There will be up to two (2) meetings with WSDOT utilities and pavement design staff to discuss the geotechnical results and proposed pavement design, proposed utility improvements, and discuss updates on the utility coordination efforts. The second meeting will be used to discuss WSDOT’s review comments on the draft utility plan submitted as part of the 60% design. Right of Way and Access Meetings There will be up to three (3) meetings with WSDOT survey and access staff to discuss the access revision and right of way impacts and revisions to WSDOT’s limited access. ILLUMINATION DESIGN. This task involves development of a lighting analysis for the Newport Avenue corridor to meet recommended IES light levels for intersections and roundabouts. Roadway illumination plans will be prepared per City of Bend, ODOT and Pacific Corp standards, showing all underground infrastructure (light pole foundations, junction boxes and conduit) for the new aluminum light poles. Pacific Corp will be responsible for setting the poles, installing the luminaries and wiring and energizing the lighting system. New aluminum poles will be energized via underground conduit. New street lighting systems will conform to Pacific Corp requirements.
ILLUMINATION DESIGN. Consultant shall prepare illumination plans for the Xxxxxx Road roundabout intersections with Brookswood Boulevard and Xxxxxxx Road. As well as the ODOT lighting of the SB On-Ramp onto southbound US97 and the US97/Pinebrook intersection. Consultant shall coordinate with the City and ODOT to determine the design street light pole and conduct a computerized photometric analysis to determine a conceptual-level street light pole layout.

Consultant shall conduct lighting analysis to determine appropriate light pole layout (pole spacing, mounting heights, wattages) to meet current City of Bend guidelines. Analysis shall include horizontal photometric analysis of intersections on the corridor and vertical and horizontal analysis for all pedestrian and bicycle crossings on the corridor using AGi32 software. Roadway lighting plans shall conform to the NEC, NESC, PP&L, ODOT, City of Bend standards and the IES Recommended Practice: Lighting Roadway and Parking Facilities (RP-8-21) as applicable. Consultant shall identify other utility conflicts that need to be resolved prior to the construction of roadway lighting and conduit and shall coordinate with utility for service connections. Assumption: • Lighting systems will be owned and maintained by Pacific Power & Light. • Illumination design limited to up to 4 pedestrian crossings.
